HomeMy Public PortalAbout19990816REGULAR COUNCIL MEETING AUGUST 16, 1999 CALL TO ORDER 1 The Regular Council Meeting of August 16, 1999, was convened at 7:30 P.M. by Mayor Tom Rackers. Prayer was offered by Councilman Leonard Stella, followed by the Pledge of Allegiance. ROLL CAL The following Council Members were present for the roll call: Present: Blaney, Landwehr, Nelson, Nilges, Stella, Vincent, Vogel and Weber Absent: Jackson, Jaynes A quorum was declared present. PUBLIC HEARINGS 1999 Rate of Taxation for City - Finance Director Steve Schlueter made a presentation regarding the rate of tax levied within the City for the year 1999. He stated that the City is not raising any of the tax rates this year. Following his presentation, there was no one who wished to speak to the Council regarding this issue. Mayor Tom Rackers declared the public hearing concluded. 1999 -2000 City Budget - Finance Director Steve Schlueter made a presentation regarding the city's 1999 -2000 budget. Gross Receipts Utility Tax Rate for 1999 - Finance Director Steve Schlueter made a presentation regarding the rate of Gross Receipts Utility taxes levied within the City for the year 1999. He stated that the City is not raising this tax rates this year, and that it has not been increased since 1982. Following his presentation, there was no one who wished to speak to the Council regarding this issue. Mayor Tom Rackers declared the public hearing concluded. PRESENTATIONS FROM THE GALLERY Paula Diller, 1524 Hayselton, made a presentation on behalf of S.A.F.E., an organization that approves sidewalks within the city. Ms. Diller told what she felt were some of the benefits of sidewalks, and encouraged the Council to continue promoting them within the REGULAR COUNCIL MEETING AUGUST 16, 1999 2 city. City Administrator Rich Mays introduced Ms. Gail Strope as the newly appointed Director of Human Resources. Ms. Strope stated that she looks forward to working for the City, and with city staff. Her position will become effective on August 30. Joe Wilson, 422 Oberman Place, made a very brief presentation on general topics. Mr. Richard Groner, 1301 E. High Street, made a presentation regarding the convention center. He distributed handouts containing information about his topic. CONSENT AGENDA The following items were presented for approval on the Consent Agenda: a. Minutes of August 2, 1999, City Council Meeting b. Authorizing Renewal of Airport & Control Tower Liability Insurance A motion was made by Councilman Larry Vincent to approve the Consent Agenda as presented, seconded by Councilman Steve Nelson, and approved unanimously. Mayor Tom Rackers left the Council Chambers, and President Pro Tempore Rick Nilges assumed the chair, during the first reading of bill 99 -62, due to a conflict of interest. He returned after introduction of the bill. REGULAR COUNCIL MEETING AUGUST 16, 1999 5 BILLS PENDING Bill 99 -44, sponsored by Councilman John Landwehr, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING SECTIONS 33- 6, 33 -7, 33 -8 AND 33 -9 OF CHAPTER 33 (THE SUBDIVISION CODE) OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI TO REQUIRE SIDEWALKS IN NEW SUBDIVISIONS. Bill 99 -44 was read third time by title and placed on final passage. Councilman Carol Blaney stated concerns she had with the bill as written, and moved to amend the bill based on the information distributed to the Council at the beginning of the meeting. Motion to amend was seconded by Councilman Leonard Stella. REGULAR COUNCIL MEETING AUGUST 16, 1999 8 Councilman Rick Nilges requested that Bill 99 -25 remain on the Informal Calendar, where it dies at this time. Bill 99 -43, sponsored by Councilman Vincent, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A DEVELOPMENT AGREEMENT WITH CCCG, LLC FOR A CONVENTION CENTER. Councilman Larry Vincent requested that Bill 99 -53 remain on the Informal Calendar at this time. Wit fff RS99 -5 — Economic Assistance Loan Program (Nilges). A motion was made by Councilman Rick Nilges for adoption of the resolution, seconded by Councilman Carol Blaney approved unanimously. NEW BUSINESS Councilman Rick Nilges announced that August 23 will be used for a Public Works / Planning & Code Enforcement budget subcommittee meeting if needed, as well as a Finance Committee meeting and a Special Council meeting to approve the tax levy ordinance. The time for that meeting is 6:30 P.M.. Councilman Rick Nilges stated that a citizen whom he met at a recent event asked him to convey that a city street crew who had been working around the Maywood Drive were very efficient and professional while doing theirwork. Councilman Nilges commended the Public Works Department for the citizen's impression of them. UNFINISH ED BUSINESS There was no unfinished business to come before the Council at this time. COUNCIL LIAISON REPORTS Councilman Rick Nilges reminded Council of upcoming Finance subcommittee meetings. EXECUTIVE SESSION MINUTES REGULAR COUNCIL MEETING AUGUST 16, 1999 9 August 2 and August 10, 1999, Executive Session Minutes — A motion was made by Councilman Larry Vincent for approval of the minutes, seconded by Councilman Bob Weber, and approved unanimously. GO INTO EXECUTIVE SESSION A motion was made by Councilman Larry Vincent that the Council go into Executive Session at this time to discuss matters pertaining to real estate, litigation and personnel.
