REGULAR PnEETI NG JULY lg, 1944
The City Council of the City of Lynwood met in a regular
session in the Council Chamber of the City Hall; 11331 Plaza Street,
on above date, at 7:30 p.m.
Mayor Wiggins in the chair.
Councilmen Looney, Shrock, fl~ieyer, Tucker and Wiggins
answered the roll call, -
It was moved by Councilman Tucker and seconde~3. by Council-
man Shrock that the minutes of the ~sevious ad.~journed regz.zlar mee~-
ing of July 12,, 1944 be approved as written. All members of the
City Council present voting aye the Pflayor declared the motion duly
carried.
VJRIT'I'EN EOI~1ViUNZCATIONS:
A communication was received from the Federal Works Agency
regarding the sale to the City of Water facilities constructed for
the benefit of Western Gear Works factory and other factory terri-
tory, stating that the final cost to the Government is X11, 530.91.
A communication was received from the Federal Works Agency
regarding the sale to the City of the sewer facilities constructed
for the benefit of Western Gear Works factory and. far use in the
ma.nufact~.aring district, stating_ that the final cost to the Govern-
ment is X5,402.82.
It was moved by Councilman Shrock and seconded by Council-
man Tucker that said. communication be referred to the City Engineer.
All members of the City Council voting aye, the I~~?ayor d-ecla.red the
motion duly. carried.
A communication was received from H. I. :Stites, Chairman
of the Public Works Committee of the League of California. Cities
announcing a meeting to be held in the Board. rooms of the Board of
Ptzbllc Works in the Los Angeles City Hall at 10 a.m., Tuesday,
July 2.5, 1944, when I~~r. Richard Graves will be present to discuss
the State Act regarding appropriating funds for ,reparation of plans
and acquisition of sites for post-war construction. City Engineer
Graves and City Clerk Anderson were instructed to attend; also
Mayor Wiggins believed that he would attend.
A communication was received from Roy h~. Basham, 4841
Irnperia.l Highway, Lyn~xrood, requesting permission to construct a
vegetable stand at said address and then sell floti~rers, vegetables,
a_nd soft drinks. It was determined that this ~RTa.s in a residential _
zone, therefore it ~~~as moved by Councilman Tucke-~r and seconded by
Councilman Looney that the City Clerk tie instructed to notify the
applicant that permission cannot be granted on account of present
zoning regulations. All members of the City Cozancil voting aye,
the It~Ta,yor declared the motion duly carries..
A communication ~~as received from r`r. H. Hemenway of the
office of iMoffitt & Hemenvray stating- that the contract for the pur-
pose of clearing of the title to certain tax deeded property that
was entered into betc`.~een the City of Lynv~}ood and Robert A. r~offitt
e~:pires on July 21, 1944; alfio st->tin~* that I~ir. P~loffitt is notA in
the United States Navy and he :saes not feel that he shoulc_ enter
into a contract in his name in renecaral of the Agreement, therefore
Ibar. Hemen~ra.y agreed to enter into a contract on an increased. basis
as the fee formerly charged is not sufficient to give a fair profit.
There bein~° no objection, said. matter ~-~as referred to the City
Clerk to ascert:~in v~hat Pr. Hemenway v~ould ~e willin~?~ to continue
to carry on the ~~rork for in the fu3~ure on a flat fee basis.

Chief of the Fire Department to the effect that he has appointed.

Unruh to fill the tv;o vacancies~xisting in his Department; also
submittin~° the physical examination by Drs. Hugh R. P~1cR~~eekin and
J. P:i. E. Brovsm shov~ing~ the applicants fit to carry on as firemen,
therefore recommending that his action in employing them be ratified
and salary fixed at ?185.00 per month. Thereupon it vas moved by
Councilman P~eyer and seconded by Councilman Shrock that the recom-
m~=ndations of Fire Chief Daettr~eiler be accepted and that said. men
be employed as firemen at a salary of 9185.00 tier month.

Californir to the effect that they are sorry th= t they cannot quote
on the gasoline requirements for the City this year nn account~of
OPA regulations, hoveever, wlishing to furnish lubricating oil a.nd.

filed;.

Zeil and Sterling Unruh; also gasoline repart for the month of June.
There bein~° no objection said applications and gasoline report
were .ordered filed.
The hour of 8 p. m. having arrived said. time being the
hour fixed for teceiving b~.ds in commection ~~~ith furnishing
electric energy to illimunate the street lights in the City of
L,ynwooc~., a.s per notice published a s required by law.
The ~.~avor announced that this was the time and place
for receiving said• bids.
The City G1erk stated that he had received one bid.
Thereupon the City Clerk u~tas instructed to open said
bid. •~
Said bid was submitted by the Southern California
~ Edison Company a.nd was accompanied by a~certified check in the

listic Association to erect a tent near Sanborn and Long Beach
Blvd. for spiritual services, stating that he has checked. vttith
the State Fire T~Iarshall's Office end Los Angeles City and County
Fire Departments regarding their renuirements, also that since
the circus fire at Hartford, Conn. the Gave•rnment has released
10'0 of the chemic~is necessary for flame proofing, therefore
recomrriendin~; that the tent bP flame proofed in its entirety and
° that it b> tested by their Department; also that the exits cam-
