M. Mayor Wiggi~bs in the chair. Councilman Looney, Shrock, Meyer, Tucker and Wiggins answered the roll call. In the- absence of City Clerk R. W. Anderson, .Pearl C. Morris, Deputy City .Clerk Served.. It. was moved by Councilman Meyer and seconded by Council- man 8hrock that the minutes of the previoua~ad~ourned regular meeting of August 28, 1944, be approved as written. All member8 of the City Council present voting aye, the Mayor declared the motion carried. WRITTEN COMMUNICATIONS: Communication from City Engineer R. A, Graves wag received with application attached of Virgil E. Nelson for .work in Street Department to take the place of Perry Foley who recently lef t the City employ of this department, recommending that Mr. Nelson be placed on the City rolls as of this date on a temporary basis until enoh time as he is formally approved. Thereupon it was moved by Cou Heilman Shrock and seconded by Councilman Meyer that Mr. Nelson be employed at a starting salary of $162.00 per month as recommended by the City Engineer. M., having arrived, said time being th• hour fixed to receive bids for the drilling of a water well in the City of Lynwood, the Mayor announced that this was the time for the receiving of Said bids inquiring oP the audience if there was anyone present who wished to submit a bid that they should do so at this time. There was no response. Thereupon the Deputy City Clerk stated that she had received one bid. Thereupon it was moved by Councilman Meyer and seconded by Councilman Tucker that the bid be publicly opened and declared. All members of the City Council present voting aye, the Mayor declared the motion duly carried. s cr ~`' Mr. W. A. Rice Submitted the only bid. Thereupon it was moved. by Councilman Meyer and seconded by Councilman. Shrock that the bid be referred to the City Engineer to che~k~into and report his findings at the next regular meeting to be Meld September 19, 1944. All members of the City Council • voting aye, the Mayor declared the motion duly carried. ORAL COMB~kJNICATIONSs Mrs.• Vella Barbee who resides at 3546 Orclhard Avenge, Lynwood., addressed the City Council regarding over-charge of water. bills, ,stating that she ds being charged for using water for large garden apace that she does not use, and complaining that the Rater Depar'~ent would not accept .her bill for domestic use unless the whole ~©verage was paid and in one event her water was disconnected for nom-payment of samm. After some discussion it was moved bT Councilman Meyer and seconded by Councilman Shrock that this matter be ref®rred to the- Water Commissioner to be checked into. A11• members of the City Council present voting aye, the Mayor declared the motion duly carried. Mr. S. G. Keilin of 10910 Standard Avenue, Lynwood, addressed the City Council as Lo the condition of Pendelton.Avenge being very bad to drive over, bumpy and full of .weeds which were tall, making it dangerous in driving through as there were quite a few children in that neighborhood and if playing in the street could~ot be seen when driving over the road in this condition, also egmplained of the flies from the dairy that exists near that- locations stating that he had complained, of this before but so far nothing had been done about it. The Mayor stated that this matter.ha,d been gone into and thoroughly checked into by the ~iealth Depart~pent, and that there are letters on Pile with the City Clerk, Aherebl the City Council can do nothing about it, but that the City Engineer will check into the Street and weed condition as existe.on Pendelton Avenue. Mr. C. D. Brindley who lives at 3181 Lynwood Road addressed the City Council relative to the matter of completing his building at the above address, having moved is and was without lights and plumbing. The Mayor referred this matter to be takeA care of by Building Inspector F. D. Evans. • A letter was read from Mrs. F. Terpstra who resides at - 11228 ~tlantie Avenue, Lynwood, complaining of being disturbed . - at night by Talberts Cocktail Lounge, and as she is the mother of two small children and does not want to raise them in this type of environment. It ivas moved by Councilman Tucker and seconded by Councilman Looney that the Chief of Police be instructed to check into this matter and report back to .the City Council at the next m6eting of his findings... All members of the City Counoil present voting aye, the Mayor declared the motion duly carried. NEN BUSINESS: . A communication was received from A. -L..Young offering to urWbase the westerly half of Lot 159, Tract 2551, for the sum of 50©.00, free and clear of all taxes, assessments and bonds, the City to clear title thereon. fihe Mayor inquired of the audience whether or not there was any .one present who wished to increase said offer. There was no response. This offer being within the - appraisal thereof, it was moved by Councilman Meyer and seconded by Councilman Shrock that Said offer be accetped, and that the City proceed with the clearing of the title thereon.
