M. Mayor Wiggins in the chair. _ Councilmen Looney, Shrock, Meyer, Tucker and Wiggins answered the roll call. It was moved by Councilman Shrock and seconded by Councilman Meyer that the minutes of the previous regular meeting of September 5, 1944 be approved as written. All members of the City Council . present voting aye, the Mayor declared the motion duly carried. WRITTEN COMI~iUNICATIONS: A communication was received from the Los Angeles County Division of the League of California Cities announcing their next meeting at the Patriotic Hall on Miles Avenue in Huntington Park on September 21, at 7:30 P. M. All who cared to attend submitted their name to the City Clerk and thereafter the communication was ordered filed. A communication was received from the L. A. Building and Construction Trades Council calling attention to the X10,000,000 that was allocated to Cities for the purpose of helping defray expenses in connection with post war plans and acquisition, sub- mitting a list of Cities and breakdown as to what Lynwood would receive under this plan. There being no objection, said comr~unica.tion was ordered filed. A communication was received from M. F. Wright and Earl F. Wright making application to operate an aluminum foundry at 11688 Atlantic Avenue in the City of Lynwood. After due consider- ation of the matter, it was moved by Councilman Shrock and seconded by Councilman Tucker that permission be granted for the duration and six months after the war. All members of the City Council voting aye, the N?ayor declared the motion duly carried. A communication was received from Richard Craves, Executive Secretary of the League of California Cities announcing a one-day conference at the Ambassador Hotel in the City of Los Angeles on October 13 from 10 A. N1. to 9 P. M. All those who plan on attending the luncheon and evening dinner meeting were requested to so notify the City Clerk in order that reservations may be made, after which the communication was ordered filed. A communication was received from r~ildred F. Hall calling attention to the need of repair of the alley next to her property located at 11373 Virginia Ave., said alley being ,just east of Atlantic Avenue. There being no objection, said communication was referred to t?~e Cityy Engineer to take care of the matter and report to the Council what he has done about the matter. A communication was received. from C. E. Miles making application for a license to operate a new a.nd used t?~ailer Lot, accessories, trailer furniture, etc, at 12130 Long Beach Blvd. It was moved by Councilman Meyer and seconded by Councilman Shrock that permission be granted and the City License Collector be authorized to issue license therefor. All members of the City Council present voting aye, the Mayor declared. the motion duly carried. -.~, A Petition signed by Wayne A. Fuller and other property ,,,~ owners in Tract No. 11862, petitioning the City to construct concrete curbs and sidewalks in 4aid Tract. There being no objection, said petition was referred to the City Engineer for checking and report to the City Council at a later date. A communication was received from Jarnes C. Cruikshank, Chairman of Lynwood 0. P. A. and Ted Dummett, Commander of Civilian Defense to the effect that the City Board has had a hard time to keep an Office in Lynwood and that in order to do so the staff had to be reduced by one Clerk some time ago which makes it impossible to do the work, therefore recommending that the City of Lynwood pay for one Clerk for said office. Mr. Cruikshank was present and ad_=tressed the Council regarding the matter. After due consideration, the matter was laid over until next Tuesday night when the Council will meet on other items of business when it will be decided. ~~~ An offer to purchase the north one-half of Lot 520, Tract 2551 for the sum of 500.00 free and clear of all debt and City Clerk to furnish a merchantable title thereto, was received from Bert J. Freer. This offer being within the appraisal thereof, and there being no one present who wished to raise said. bid, it was moved by Councilman Meyer and seconded by Councilman Shrock tYiat the offer'be accepted. Noes:None An offer to -purchase Lot 148, Tract 2551 for the sum of X1,000.00 free and clear of all debt, and City to furnish a merchantable title thereto was received from Joseph F. Stetzenmeyer. This offer being; within the appraisal of said Lot, and there being no one present who wished to increase said offer,~it was moved by Councilman Meyer and seconded by Councilman Shrock that said offer be accepted. Roll Call: Ayes: Councilmen Looney, Shraek, r~ieyer, Tucker and Wiggins. Noes None A communication was received from Mr. A. L. Young offering on behlaf of his client to purchase Lot 5 of the Upston Tract lying on the north side of Imperial Highway, between Otis Ave, and McNerney Ave. for a total consideration of X1,700.00 free and clear of debt and City to clear title thereon. It havein~ been determined from the Tax Delinquent Land Comm- ittee that this parcel is tied together with another ~~~arcel of land gust to the east thereof in a bond issued in refunding A. & I. District No. 19 which would be difficult to divide, therefore, it was moved by Councilman Shrock and seconded by Councilman Meyer that the offeree be offered the other parcel too in order to clear the bonds on both parcels and report back what the determination is regarding the matter. All members of the City Council present voting aye, the "~ayor declared the motion duly carried. A communication was received from C. E. Bardberry off Bring to sell a Bond No: 464 issued in refunding-•A. & I. Dist. No. 19 on the South 125 feet of Lot 5 of the Upston Tract in the sum of X3,6?8.?8 for fifty cents on the dollar flat. The City •Clerk stated that he -and the City Treasurer had talked over the matter and that they believe that the bond should be purchased as the Gity nouT hold the sewer bonds against said parcel and it would make it possible to sell the tax deed trot the City is also the possessor of. • Therefore, it vas moved by Councilman Shrock and seconded by Councilman Meyer that the City purchase said Bonds from C. E. Bradberry as an asset of the Water De?~artment, and that a warrant be allowed in the list of demands in payment of the consideration in the sum of ~l, 839.39. Roll Call: Ayes:. Noes : Nome A communication was received from Mary tutolidor, Water Clerk suggesting that the Citypurchase a Graphotype for use in the water department which would make plates needed in sending out notices to e=ater consumers, stating that a nertir machine can be purchased for X814.00 and a reconditioned one at X561.65.. Councilman Tracker addressed the Council recommending that the reconditioned machine be purchased. ~r'hereupon it was moved by Councilman Tucker and seconded by Councilman Shrock that the Water Department be authorized to purchase the reconditioned machine for a total consideration of X461.65. and that the old machine, operated by hand be traded in for x'17.50.' Kerr, Chief of Police, suggesting that the City Clerk be instructed to communicate with the Southern Racific Company requesting that they expedite securing• the materials needed in constructing the signal at Impeerial and Alameda Stre:=:t as it has been since November 15, 1943, that the pro,~ect a~as initiated, and the •traffic congestions at said intersection is getting worse every day. Thereupon it was moved by Councilman Shrock and seconded by Councilman Pleyer that the City Clerk be instructed to so notify the Southern. Pacific Company and request that they expedite the construction at as early a date as possible. All members of the City Council voting aye, the PJ~ajror declared the motion duly carried. ~~~ A communication was received from Chief of Police Kerr suggesting that the City Engineer look into the matter of opening ~Fernwood Avenue through from Gertrude Drive to lviuriel Drive so that it may be considered as a street for heavy traffic. There x~eing no objection, said matter was referred. to the City Engineer to endeavor to get necessary r°ight of wa.y frcm the owner and report his findings to the City Council. A communication was received from Chief of Police Kerr reporting on the matter of the complaint of Pvirs. Terpstra regarding Talbert Cider Mill, and other matters, stating that he believes that the matter has been satisfactorily taken care of. The City Clerk was instructed to communicate with Mrs. Terpstra notif yang here o~6 the disposition of the case. A communication was received from Chief of Folice Kerr to the effect that in investigating the matter of dancing ordinance he finds that in several places it should be amended to meet the needs. Thereupon it was moved. by Councilman Shrock and seconded by Councilman Looney that said communication be referred to City ''^ Attorney Barnes with instructions to amend the Ordinance to comply with the suggestions made by Chief of Police Kerr, for consideration of the City Council. A communication wa.s received from Chief of Police Kerr -~' making certain recommendations regarding an appropriate celebration upon the victory over Germany, suggesting that the formation of • a citizens committee to represent all agencies in the City to map out a co-ordinaned plan, be initiated by the City. After due consideration of the matter, it was moved by Councilman .Shrock and seconded by Councilman Dreyer that the Chief of Police be instructed to communicate with those organizations that he deems advisable. to formulate such a plan, suggesting that they appoint one member to represent them at a meeting to be called by Chief Kerr for such purpofie, o September 29tr:. Daetweiler Chi~#' of the Fire Department recommending that Mr. Harold L. Whi~e~s salary be increased from X200.00 per month to X210.00 per mo nthR Thereupon it wrs moved by Councilman Looney and seconded by Councilman Tucker that the recommendation be accepted and that-the salary of Harold I. H. Swan, Secretary submitting a Grant Deed to Lots 6, 7 and 8, in Block 1, Tract 9288, needed in connection witrl establishing a site for a new fire station. Thereupon it was moved by Councilman Shrock and seconded by Councilman Meyer that said Grant Deed, dated September 7, 1944 and signed by the officials of Bank of America National Test and Savings Association be accepted and that the City Clerk be autr.orized and instructed to cause said instrument to be recorded in the Office of the Recorder of Los Angeles County, and that the Clerk thank the Hollingsworth Co. by letter for the lots. Roberts addressed the Council regarding his application for a tool and die shop. Thereupon his app_ication to operate a tool and. die shop at 10903 Long Beach Boulevard, signed by William G. Roberts, aanold R. Krause and Jimmy Haggett, was read. Thereupon it was moved by Councilman Prieyer and seconded by Councilman Shro ck that per?riission k:e granted for the dtaration of the war and six months following, and that the License Collector be authorized to issue license therefor. Mr. Gray addressed the Council regarding the matter of securing a memento from the war in the way of a large cannon and tank that could be placed on City property to show future ~;ener- ations the type of eglzipment that was used and what the sacrifices that had been made by posterit;~, stating that. he believes that it would be very fitting inasmuch as there are many boys in Lynwood in the Armed forces. Thereupon it was moved by Councilman Shrock and seconded by Councilman ~rteyer that the City Cler write a letter to the Park Committee suggesting to them that they endeavor to secure a suitable trophy or trophies for display by the City of Lynwood. All members of the City Council voting aye, the Mayor declsrAd the motion duly carried. Mr. Brindley addressed the Council regarding an approach to his place. Mayor Wiggins told him that as soon as the approach is completed that it will be inspected and if okey will be approved. UNFI,ISHED BUSINESS City Engineer, Graves su bmitted a report regarding the matter of complaint of charge to Mr. Magnuson for connection to one of his lots when sewer was installed, reporting that according to his inspection and findings that he believes that he thins that the charge is a legitimate one, however, that he has wtitten to rJlr. Blai n v~rho wa s the man in charge a t the t i me the sewer was • -installed and that he has not yet received a reply to his letter. Therefore it was moved by Councilman Looney that the matter be delayed further to see if a reply will be forthcoming from P~J?r. Blain regarding said matter. The matter of purchase of the lots belonging to Hugh Lester in the Licensed Surveyor's Niap lying southerly of Century Boulevard between the proposed hospital and the City Park,~s brought up for further consideration. Thereupon it was moved. by Councilman Shrock and seconded by Councilman Meyer that said Lots be purchased, from ~~r. Lester sub,~ect to indebtedness, for the sum of 5500.00, that Lot 123, License Surveyor's Map be purchased for the sum of x`350.00 free and clear to the City; also that the City Clerk continue to negotiate for the purchase of the other four lots in private ownership; also that application be made to the Pacific States Savings & Loan Assn. for the purchase of the tax deeds and to purchase the bonds issued in refunding A. & I. D.is t. No. l?, et al at a discount, and that a warrant be drawn on the City Treasurer for the consideration agreed upon to Mr. Hugh Lester a.nd included in the list of demands. Dyer on Acco~.ant of his having used his car in City service, was brought up for further consideration of the City Council. Noes: None • A communication was received from City Engineer Graves reporting on the bid submitted by W. A. Rice to drill a well, recommending that the City Co~..ancil accept the bid and enter into a contract for the drilling of said well on Bullis Road. . Thereupon it was moved by Councilman Tucker and seconded by Councilman Meyer that the bid be accepted and that the Mayor be authorized. to sign a contract for the drilling of a water well a s per the bid of W. City Engineer Graves also reported that the picnic stove in the new City Park has been completed by Floyd Raisty one of the employees in tY~e park; also that they are getting ready to construct curbs and gutters around three sides of the park, I~iulford, . Birch and Beechwood Avenues. ~~~~ City Engineer Craves also reported on the matter of constructing curbs, gutters, and sidewalks in Tract 12600 to the effect that the whole project may not nova be prosecuted without the securing of priority as it is over the sum of X10,000.00, and as priorities were turned down for a similar ,job east of Bullis Road on Louise St., et al, he does not deem it worthwhile to go to the trouble to ask for priorities, however, that the curbs and gutters might be constructed at this time and the sidewalks wait until a later date. No action was taken, other than th e City Engineer wa.s instructed to inquire from the property owners wriat their wish is whether to do part of the urork now, or ~~~ait until after the lifting of priorities when the whole ,job may be completed. Councilman Tueker reported that he had checked into the matter of complaint by Ir~rs. Barabee to the effect that she had been overcharged for water consumed, and that he find$ Capon investi- gation that she was charged by the Department according to the rates fixed by the City Council for victory gardens, therefore, making a motion that Pars. Barabee be notified that the City finds that the Water Department rid carried out the instruction of the City Council made on February 15, 1944, regarding charge for victory gardens and therefore she will be obliged to pay the bill as presented.
