CALL TO ORDER: Pursuant to the agenda . posted on August 14, 1992, Chairman Sternquist called the meeting of the Community Services Commission to order at 7:30 p.m. on Wednesday, August 19, 1992. 2. PLEDGE OF ALLEGIANCE: Led by Chairman Sternquist 3. ROLL CALL: PRESENT: ABSENT: ALSO PRESENT: Commissioner Adams, Broge, Caswell, Crump and Sternquist No one Director Kobett 4. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: No one. 5. CONSENT CALENDAR: Commissioner Broge requested removal of Item C. Commissioner Adams moved to approve the remainder of the Consent Calendar as presented, seconded by Commissioner Crump, and unanimously approved. A. APPROVAL OF MINUTES - Regular meeting of July 15, 1992. Commission approved the minutes of the regular meeting of July 15, 1992, as submitted. B. REQUEST RECEIVED FROM TEMPLE CITY UNIFIED SCHOOL DISTRICT FOR RESERVED USE OF THE TENNIS COURTS AT LIVE OAK PARK ON TUESDAY AND WEDNESDAY NOVEMBER 10 AND 11, 1992 AND MAY 12 AND 13, 1993 FOR RIO HONDO GIRLS AND BOYS PRELIMINARIES AND FINALS. Commission approved use of the Tennis Courts at Live Oak Park for the Temple City Unified School District Rio Hondo Preliminaries and Finals to be held on November 10 and 11, 1992 and May 12 and 13, 1993. C. REQUEST RECEIVED FROM TEMPLE CITY YOUTH FOOTBALL FOR RESERVED USE OF THE FIELDS, SNACK BAR AND LIGHTS AT LIVE OAK PARK ON SATURDAYS, AUGUST 15, 22 and 29, 1992 FROM 5 TO 7:30 P.M.; MONDAY THROUGH FRIDAY, AUGUST 20 THROUGH SEPTEMBER 11, 1992 FROM 5 TO 7:30 P.M. AND TUESDAY,THURSDAY AND FRIDAY, SEPTEMBER 14 THROUGH OCTOBER 24 FROM 5 TO 7:30 P.M. FOR FOOTBALL PRACTICE AND GAMES. Commissioner Broge stated that it was necessary that a letter of understanding . for use of the fields between Temple City Youth Football and Temple City American Youth Soccer be prepared as they share the fields on Friday nights. COMMUNITY SERVICES COMMISSION MINUTES August 19, 1992 Page 2 Ralph Keyes, 4808 Alessandro, Regional Commissioner for Temple City American Youth Soccer Organization stated he has spoken with Paul Speirs, president of Temple City Youth Football, regarding sharing of the fields. The days of concern would be the three Saturdays in August and the Friday evenings. He stated he would meet with Mr. Speirs and prepare a letter of understanding for use of the fields with a duplicate sent to the Community Services Department. Commissioner Caswell made a motion to approve the request received from Temple City Youth Football for use of the fields, snack bar and lights for football practice and games to be held various dates from August 20 through October 24, 1992, subject to applicant meeting all City insurance requirements prior to use of facilities; complying with same use conditions as last year; and coordinating use with Temple City American Youth Soccer Organization, seconded by Commissioner Adams and unanimously carried. 6. UNFINISHED BUSINESS: 7. NEW BUSINESS: REQUEST RECEIVED FROM CHOICESS FOR RESERVED USE OF THE KITCHEN AND AUDITORIUM AT LIVE OAK PARK ON DECEMBER 5, 1992 FROM 3 TO 10 P.M. FOR A STAFF HOLIDAY PARTY. Becky Donofrio, 4927 Ardsley Drive, Community Specialists, representing CHOICESS (Community Housing Options: Integrated Community Employment and Social Services) an organization providing services to adults with disabilities and people with both mental retardation and physical disabilities. She stated the request is for a dinner and social gathering for approximately 75 -100 individuals with disabilities receiving services from CHOICESS, their families and support staff working with CHOICESS. There is no charge for those who attend. The actual time of the event would be 6 to 10 p.m. and the use from 3 to 6 p.m. would be to set up and decorate the facility. She continued, stating CHOICESS has been providing services in Temple City since 1988 also they have lived in the community for thirty -two years. Services are provided all over the San Gabriel Valley from East Los Angeles to Pomona. They are based in Temple City with a business office in Whittier, but services are provided all over the San Gabriel Valley. She stated there are no members, they are a Non - Profit Corporation with a seven member board of directors with one officer as a Temple City resident. She stated they are a vendor of the State of California and that funding is received by the State of California through the Department of Developmentally Services and they receive fees for the services they provide. They often operate on a deficit budget and also do some fund raising activities in the communities that they serve. She stated that out of the 50 to 60 people they have provided services for over the last four years that there have been approximately 10 to 15 people that were Temple City residents. They have participated in the Parks and Recreation painting classes and other activities in the city. Those who are community members of the city become involved as community members regardless of their disability and are accompanied by support staff. Twenty -five to 30 staff members are paid but most are part -time and some work • • " COMMUNITY SERVICES COMMISSION MINUTES Page 3 August 19, 1992 up to ten hours a month. There are approximately 4 to 5 Temple City staff members. Commissioner Adams stated this request is very worthy of consideration and a very proper use of the park. Commissioner Crump stated he felt CHOICESS be identified as a Governmental Agency, Group 1 -B of the Schedule of Fees and Charges and there would be no fee for use of the facilities as their funding source is the State of California. All Commissioners were in agreement. Commissioner Caswell made a motion to recommend to approve the request received from CHOICESS for reserved use of the Kitchen and Auditorium at Live Oak Park on December 5, 1992 from 3 to 10 p.m. for a staff holiday party subject to meeting all City insurance requirements prior to use . of facilities as a Governmental Agency, Group 1 -B, no fee, seconded by Commissioner Adams and unanimously carried. 8. COMMUNICATIONS: 9. ADDITIONAL ORAL COMMUNICATIONS FROM THE AUDIENCE: 10. MATTERS FROM CITY OFFICIALS: Director Kobett stated the Director's report was in the Commissioners packet. Commissioner Adams - stated he may be on vacation next meeting so this may be his last meeting with Director Kobett before he retires. Commissioner Adams stated Director Kobett is the finest director around and he will be missed and he would recommend Supervisor Burroughs for the position of Director. He stated she meets the public well and has the required training for the position. All the Commissioners were in concurrence. Commissioner Broge - wished Chairman Sternquist good luck in the delivery of her baby. Commissioner Caswell - stated he enjoyed his vacation in Kentucky. Commissioner Crump - wished Chairman Sternquist God speed in the delivery. He attended the senior excursion sponsored by the Community Services Department to the Grand Canyon. He would like to see more trips like this activity offered. Director Kobett responded that this type of trip generates revenue to recover City operating cost. Commissioner Sternquist - stated that her daughter, Britni, enjoyed the Musical Production workshop and performance "A Touch of Broadway" offered jointly by the City of Temple City and the Temple City School District. Britni stated she had taken acting classes before in a summer program and this workshop was superior. She had a solo monologue titled the "Toy" and played a Munchkin in "The Wizard of Oz." At the conclusion of the meeting Britni performed the monologue for the Commission. COMMUNITY SERVICES COMMISSION MINUTES August 19, 1992 Page 4 11. ADJOURNMENT: There being no further business, it was moved by Commissioner Adams and seconded by Commissioner Caswell and unanimously carried that the meeting be adjourned to the next regular meeting of the Community Services Commission to be held on Wednesday, September 16, 1992, at 7:30 p.m. in the Council Chamber, 5938 North Kauffman Avenue, Temple City.
