P. IvI. Mayor Wiggins in the chair. Councilmen Looney, Shrock, I~~Teyer, Tucker and Wiggins answered the rill call. ~~VRITTEN CObiviUNICATIONS: A communication was received_ from PSI. E. Smith making application to operate a used car business at 10479-53 Long Beach Blvd., stating that he has purchased the property, and that there vain be no wrecking pr ,junking of cars on the premises, and that the premises will ~e kept clean and the business conducted in an orderly manner. Thereupon it was moved by Councilman Tucker end seconded by Councilman Looney that perrr,it be granted and that the License Collector be authorized to issue License therefor for the duration of the war. Freeman Forsythe offering to purchase the E. 10 feet of Lot 78 and all of Lot 79, Block 3, ~~lod,g eska Park for the sum of X250.00 free and clear of all indebtedness. This offer being within the appraisal of said Lots and there being no one present who desired to raise the bid.,. it R?as moved by Councilman Shrock and seconded by Councilman Tucker that said Lot be sold to Orvie C. Freeman Forsythe for the price stated. Roll Call: Ayes : Councilmen Looney, Shrock, 1~leyer, Tucker and Wiggins. Noes: None An offer to purchase t?~,e East one-half of Lot 1323, Tract 3351 for the sum of X350.00 was received from Leo J. Arsenault, free and clear of all indebtedness. This offer bein~~ below tree appraisal of said Lot and there being no one present who wished to increase the bid to the ~ninimum~ figure of X500.00, it was moved by Councilman Shrock and seconded by Councilman Meyer that said offer be rejected. All members of the City Council voting aye, the Iti~ra~;or declared the motion duly carried. A communication was received from the Southern Pacifie Company regarding the installation of traffic signal at Alameda and Imperial Highway to the effect that theyr anticipate being able ~o start on this pro,,ject in the very near future. There being no objection, said communication was ordered filed.- . A communication was received from Pay-1 W. Kerr, Chief of Folice '.o the effect that the Peace Officers Association of California are holding• their annual convention in Fresno on October 9, 10, 11, 1.944, requesting permission to attend with expenses paid. Thereupon it was moved by Councilman Shrock and seconded by Councilman h~eyer that Chief of Folice Kerr be authorized to attend said convention and that he be al,loz~~ed his expenses to attend such meeting. Sommer, also signed by Russell Hess, complaining about the condition of Norton Avenue as it exists in front of their properties, stating that the City has not fixed it up according to agreement when they secured the right of way. There being; no objection, the Pr"ia,yor referred the matter to City Engineer Graves with instruction to investigate and inform the Council regarding necessary action, if necessary. A communication was received Prom Fire Chief Warren L. • Daetweiler, Fire Chief requesting permission to purchase a. B. ~ M. Siro Drift Siren equipped with a brake at a cost of X70.00 to be installed on Ca.r No. 11, as it is used by the Fire Department for answering emergency calls. Thereupon it was moved by Councilman Meyer and seconded by Councilman Tucker that he be authorized to purchase said siren, if he has sufficient funds in his supply account to take care of the purchase. Dunn to the effect that they have sold the Hudson Lumber Company building at 3255 Sanborn Ave. to a client by the name of Sam Johannes who is d~?ing business as the Best Products Manufacturing Co., who desires to purchase the property for the manufacture of a=ood ?7roducts, stating that he wi71 employ approximately 60 persons and that he has been given priorities to spend 10,000.00 in impresving the property, stating that the property is now in Zone C3 (commercial), and that his client is desirous of havin~• it changed to Zone 112, stating; that M2 zone borders this property on the west, requesting Council's decision regarding this matter. IL~1r. Johannes was present and addressed the Council on the matter, stating that he has been in business since 1920, and that he wishes to a.cgrrire tr.is property so that he might have a steady flow of business after the war when he w~~r.zld manufacture furniture, stating that he would employ.50 to 100 men, stating that they will conduct their business, in a way that it will not be a nr~isance to any one in the area, telling about the place where he is located at ,the present time at 4225 S. Broadway St. Los Angeles from wi~~acr~ glace he desired to move as the property is tooexpensive. NIr. Goodwin, also a member of the firm addressed tI-~e Council to the effect that the plant would be equipped with a sprinkling system and have a smoke stack. hir. Dunn also addressed the Council regarding the matter. There being r,o ob,jection, the matter was laid on the table until. the next meeting of the City Council in meantime during which some investigation is to be made by the City Council regarding the matter. A report of the City Court, .Fire Department, Police Department, was received; also annual report of City Clerk covering fiscal ,year beginning Jta.ly 1, 1943 and ending J~~ne 30, 1944. There being no o'o,jection, said reports were ordered filed. liNFI~~ISHED BUSINESS The matter of purchase of Lots 2, 3, 4, 8, 9, Tr^ ct 921 by one Darwin B. Noes: I~?one __ _ _ __ __ -- . __ 3 A communication was received from City Engineer Graves reporting on the matter of claim of Mr. Magnuson that the bond levied against the north 25 feet of Lot 125, Tract 5632 be cancelled, alleging that it should. not have had a connection charge as no connection is needed. Engineer Graves quoted from a letter that he had received from former Street Superintendent John A. Blain to~the effect that the City officials complied- with the 1911 Act in making the assessment--Engineer Graves also stating that ` while I~~~ir. Magnuson does not need the connection now, that he may se?_1 the property some da.y ;when it may be needed. Thereupon it was moved by Councilman Shrock and seconded by Co~?ncilman Meyer that the request to cancel the connection charge of said Assessment far the installation of sewers as affecting said Lot be d~n~:ed. Hall to the effect that the alley that needs repairing is in the County territory, therefore she must appeal to Ca~.znty officials for relief. There being no objection, the City Clerk vvas instructed to sa notify Dniss Hall. City Engineer Graves reported an the matter of the petition of property owners in Tract 11862, petitioning the City to construct concrete curbs and sidewalks, stating that he believes the petition to be sufficient and if the City Council wish to proceed with the work they can so instruct 'him. Thereupon it was moved by Councilman Tucker and seconded by Co~?ncilman Meyer that the City Engineer be instructed to prepare plans and specificUtions and estimates of the cost of said work as required by the 1911 bond improvement Act, as amended. Noes: Nine City Engineer Graves reported nn the petition far curbs, gutters and sidewalks in Tract 12600 to the effect that he has t~rritten to two property owners regarding their wish in the matter, and that he will report their response at a later date. City Engineer Csraves also reported regarding the opening of Fernwcod on the north side through to Atlantic, to the effect that he has written to Iulrs. Dombroski requesting her to dedicate to the City of Lynwood a right of way f or the opening of said street. City Engineer Graves reported that the VJater Department ha.s purchased an addressograph as. authorized by the City Council at their last meeting. City Engineer Graves reported that he has received work from W.P.B. in t~'ashington that the City may proceed with the construction of the new water line to serve the new hospital tan Imperial, submitting a list of materials needed to do the work. Theretzpvn it was moved by Councilman Shrock and seconded by Councilman Meyer that the City Glerk be instructed to advertise for bids for the materials as needed, to be received on October 17, 1944, a t 8 P.
