HomeMy Public PortalAboutM 1944-10-17 - CC~~o REGULAR MEETING OCTOBER ?, i`g44 The City Council of the City of Lynwood met in a regular session, in the Council Chamber of the City Hall, 11331 Plaza Street, on above date at 7:3J P. M. Mayor Wiggins in the chair. Councilmen Looney, Shrock, Meyer, Tucker and Wiggins answered the roll call. It was moved by Councilman Shrock and seconded by Council- man Looney that the minutes of the previous regular meeting of October 3, 1944 me approved as written. All members of the City Council voting aye, the Mayor declared the motion duly carried and it was so ordered. The hour of 8 P. M. having arrived, said time being the hour fixed for receiving any and all bids in connection with the purchase of water pipe and materials for the Water Departments as per Notice Inviting Bids published as required by law. The Mayor inquired oP the audience if there was any one present who had not submitted their bid that they may do so at this time. There was no response. Thereupon the City Clerk stated that there had been filed several bids from various firms. Whereupon it was moved by Councilman Meyer and seconded by Councilman Shrock that the bids be publicly opened and declared. All members of the City Council voting aye, the Mayor declared the motion duly carried and it was so ordered, The following firms submitted bids: Art Concrete WorkB, bidding on Item E. Crane Co. bidding on Fire Hydrants. Mueller Co., Pacific Coast Factory, bidding on Corporation Cocks, Curb Cocks, and extension service boxes. United States Pipe and Foundry Co., bidding on water pipe, and other water fittings. National Cast Iron Pipe, bidding on Item 'A. Water Pipe and Item C., water fittings. American Cast Iron Pipe Co., bidding on Itsa! !1 .Watbi~ Pipe; and Item C. water fittings. Rich Manufacturing Company, bidding on fire hydrants. Grinnel Company, bidding on various water fittings, and on fire hydrants. Thereupon it was moved by Councilman Meyer and seconded by Councilman Shrock that the bids be referred to Water Commissioner Tucker to check with the City Engineer to determine which is the lowest responsible bidder, and to report to the Council at the next meeting for confirming the letting of said work. All members of the City Council voting aye, the Mayor declared the motion duly carried. The hour of 6 P. M. having arrived, said time being the hour fixed for hearing any objections or protests in connection with rezoning Lots 2, 3, 4, 8 and 9 of Tract 921 from Zone R1 to Zone M2, as posted and published as required~by law. The Mayor announced that this was the time and place for hearing any and all of said protest8. There was no response. Thereupon Final Report of the City Council of the City of Lynwood, California, in relation to proposed change of zone, was read, fixing the hearing in connection with said Final report for November 8, 1944, at 8 P. M. It was moved by Councilman Meyer and seconded by Councilman Tucker that said report be adopted. Roll Ca12: Ayes: Councilmen Looney} Shrock, Meyer, Tucker and Wiggins. Noes: None The hour of 8 P. M. having arrived, said time being the hour fixed for hearing any ob,~ection or protests in connection with the rezoning of approximately 99 acres facing Century Boulevard, between Muriel Drive and Bullis Road, from Zone R1 to Zone C3. The Mayor announced that this was the time and place for hearing any and all of said protests. Thereupon Mr. Garrison Seely addressed the Council as to whether or not said property is to be used for airport purposes, Sf so, that there are a number of the property owners who are not in:?favor of such project and rezoning, submitting a petition as evidence of their sentiment signed by Mrs. Chester Danielson and 58 others opposing the establishment of an airport. ~~~ Mayor Wiggins spoke. on behalf' of the City Council to the effect that the present rezoning had nothing to do with an airport and that none would be permitted in the proposed C3 zoning. Mr. Robbins, 3893 Lyndora Ave. addressed the Council protesting on the basis that he believes that a large business area there. would be detrimental to the residential area in his district. . Mayor Wiggins stated that this project would represent an investment of between 8 and 10 millions of. dollars and that he does not believe that it would be• detrimental to his holdings. Mr. Elmer Christie addressed the Council regarding the neesi for ao much property for the business enterprise. Mayor Wiggins stated that there would be three and one-half times the square foot area. consumed for parking purposes as compared with the floor area of the business itself. Mr. Walters addressed the Council regarding the type of business terms that would locate there. . Thereupon FINAL REPORT OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA IN RELATION TO PROPOSER CHANGE OF ZONE, in connection with said matter, was read, fixing November 8, 1944 as the time for a hearing on said final report, at 8 P. M. It was moved by Councilman Meyer and seconded by Councilman Shrock that said Report be adopted. ~ - Ro 11 Call Ayes: Councilmen Meyer, Tucker, Shrock and Wiggins. Noes: Councilman Looney. ORAL COMMUNICATIONS: Miss Beverly Dutea addressed the Council on behalf of a youth movement, introducing a Bob Schultheis, Donna Lanphear and Bob Galleher, who also addressed the Council regarding the teenage group, suggesting that the youth of Lynwood need a youth club as is in existence in other ad,~oining Cities in order to furnish them with recreational facilities, such as dancing, games of various kinds, stating that they have secured the permission for the services of Mrs. Bennett and Mr. Lovelady to help them formulate their plan, stating that their need at this time was to secure a gaitable~meeting place, stating that such an organization they are sure would be helpful in preventing ,juvenile delinquency. Mra. Bennett and Mr. Countryman also addressed the Council on the movement. It was moved by Councilman Meyer and seconded by .Councilman Tucker that the Council endorse the movement and ass~at in any way possible to further its cause. All members ~of the City Council voting aye, the Mayor declared the motion 'duly carried. WRITTEN COD~dMUNICATIONS: n: A communication x~ as received from the L. A. County Division of League of California Cities announcing their next meeting'to be held in the City of Burbank on October 19, 1944 to beheld at Burbank Recreation Building, 1111 We at Olive Ave. .As many as care to attend were requested to so notify the. City • Clerk in order that reservations may be made. An offer to purchase Lot 1133, Tract 3025 for the sta® of ~?50.00, free and clear of all debt and C1t,`to clear title thereto, was submitted. This offer being within the appr*isal and there being no one present who wished bo increase said offer, it was moved by Councilman Meyer and seconded by Councilman Shrock that said offer be accepted. Roll Call: Ay ea: Councilmen Looney, Shrock, Meyer, Tacker and Wiggins. Noes : None A communication was received from A. L. Young, offer to purchase on belalf of George Lockwood and Otto H. Schoenberger Lot 5 of Upston Tract for the sum of X3,400.00 free and clear and City to clear title, with the condition that the City change the zone from R1 to Zone C3. After due consideration of the matter, 3t was moved by Councilman Looney and seconded by Councilman Tucker that.the matter be laid on the table for further study until the next meeting of the City Council. Mr. Shoenberger was present and addressed the Council on behalf of his offer. Roll Call on motion: Ayes: Councilmen Looney, Shrock, Meyer, Tucker and Wiggins. Haines, offering to purchase tax title to Lots 27, Hlock b, Tract 9288 and Lots .35 and 36, Tract 7572 for X75.00, he to assume bonds against Lots in the approximate sum of X800.00 and to clear title thereon himself. Thereupon Grant Deed, whereby the City of Lynwood proposes .to convey its interest in and to Lot 27, Block 5, Tract 9288, and Lots 35 and 36, Tract 75?2, to Clarence E. Haines and Marie K. Haines, was submitted. Thereupon RESOLUTION N0. 1730 entitled: "RESOLUTION SELLING CERTAIN REAL ESTATE AND AUTHORI~LING THE EXECUTION OF A DEED UPON PAY~dENT OF THE CONSIDERATION NAMED THEREIN", was read. It was moved by Councilman Meyer and seconded by Councilman Looney that said Resolution No. 1730 be adopted. Roil Call: . Ayes: Councilmen Looney, Shrock, Meyer, Tucker and Wiggins, Noes: None. . A communication was received from R. L. Stuckey Co., Engineers making application to assist in the ''""~' and apeeification$ for the preparing of plane post war projects. There being no objection, said communication was ordered filed. A communication in the form of a Petition signed by ' Mr. and Mrs, E. D. Chadwick, and 77 others requesting that lights `~ be installed in the Streets in Tract No. 8716, bounded on the North. by Morton Road and on the South by Fernwood Avenue., .on the West by Elm Street and on the East by Atlantic Avenue. It was moved by Councilman Tucker and seconded by Councilman Looney that the matter be referred to the City Engineer. to check into and reported to the Council at the next regular meeting. All members of the Council v©ting eye,. the Mayor declared the motion duly carried. A communication was received from Ralph D. Middleton to the effect that the owners of property in the City of Lynwood, bounded on the North by Brewster Avenue, on the East by Elst Street and on the gouth by Fernwood and on the West by Caress.-Street, have accumulated funds based on the.estirdate given by the City Engineer to pay for. costs of the materials with which to: pave the alley in.,the::.rear o~'.said lots, and that they are now desirous that the City proceed with the work. After due consideration of the matter, it was moved by Councilman Meyer and aeconded.by Councilman Shrock that the Superintendent of Streets be instructed to commence work as soon as time permits when the money has been deposited with the City of Lynwood. UNFINISHED BUSINESS City Engineer Graves reported in writing to the of Peet that,he has remedied the situation at the Commercial Welding and Mfg. Co. on Norton Avenue, or it will be when the work f s completed. The City Engineer also stated that he has prepared plan$ and specifications and estimates of cost in connection with`the construction of sidewalks, curbs and gutters in Tract 11862, which were filed. Thereupon it was moved by Councilman Shrock and seconded by Councilman Meyer that the City Attorney be instructed to commence ~' proceedings under the 1911 Bond !Het to be able to issue bonds for the payment of construction and expenses. City Engineer Graves suggested that the salary of Mr. Otto Fensterman and Mr. ,Dyrland be changed Prom an hourly rats to a monthly salary, suggesting $185.00 for Mr. Fensterman and X180.00 per month for Mr. Dyrland. _ Thereupon it was moved by Councilman Shrock and Seconded by Councilman Meyer that the salaries of Mr. Fensterman and Mr. Dyrland be changed from an hourly rate to X185.00 per month and X180.00 per month, respectively. Noes: None. _ ___ _ __ _ _ _ ~%3 City Engineer Graves also recommended that Mr. Rutter and Mr. Evans attend a course at the University of Southern California on cross condect~on control and water safety, and that they should be entitled to use City conveyances to get to and from classes tt~ be held on TueAday and Thursday evenings. Thereupon it was moved by Councilman Tucker and seconded by Councilman Meyer that said two employees be authorized to use the City car to attend such classes. All members of the Council voting aye, the Mayor declared the motion carried. City Engineer Graves also recommended that Mr. Rutter be authorized to attend the American Water WorkB Association convention at the Biltmore Hotel on October 24 through October 26; also that he will attend if time permits. Thereupon it was moved by Councilman Tucker and seconded by Councilman Meyer that'Mr. Rutter and Mr. Graves be authorized to attend said convention. All members of the City Council voting aye, the Mayor declared the motion duly carried. ORDINANCE N0. 401,~entitled: "AN ORDINANGE OF THE CITY OF LYNWOOD, CALIFORNIA, REGULATION DANCE HALLS, DANCING CLUBS AND PUBLIC DANCES IN THE CITY OF LYNWOOD," was read for the second time by caption. Thereupon it was moved by Councilman SYirock and seconded by Councilman Meyer that the further reading of said Ordinanc® be waived. All members of the City Council present voting aye, the Mayor declared the motion duly carried. Thereupon it was moved by Councilman Meyer and seconded by Councilman Shrock that said Ordinance be adopted as read the second time, finally pass and be published as required by law. Roll Call: Ayes : Councilmen Looney, Shrock, Meyer, Tucker and Wiggins. Noes: None. The matter of request for rezone of property at 3255 Sanborn Avenue for manufactureof furniture as made by Chas. J. Dunn, was brought up and considered. It was moved by Councilman Tucker and seconded by Councilman Looney that said matter be laid on the table until next meeting of the Council. A Grant Deed whereby the City of Lynwood proposes to convey its interest in and to Lots 42 and 43, Tract 92I to Arthur C. Wright, was submitted. Thereupon RESOLUTION NO. 1731, entitled: "RESOLUTION SELLING CERTAIN REAL ESTATE AND AUTHORIZING THE EXECUTION OF A DEED U80N PAYMENT OF THE GON SIDERATION NAMED THEREIN", was read. It was moved by Councilman Meyer and seconded by Councilman Shrock that said Resolution No. 1?31 be adopted. Roll Call: Ayes : Councilmen Looney, Shrock, Meyer, Tucker and Wiggins. Noes; None A Grant Deed whereby the City of Lynwood proposes to convey its interest in and`to Lots 29 and.30, Tract 6575 to Arthur C. Wright, was submitted. A quitclaim Deed, dated August 9, 1944 and signed by NeI11e M. Burgess and Nora A. It was moved by Councilman Meyer and seconded by Councilman Looney that the meeting be adjourned to November 8, 1944, at 7:34 P. M. , the regular meeting falling on a legal holiday.
