REGULAR MEETING NCVE141BER 8, 1944
The City Council of the City of Lynwood met in a regular
session, in the Council Chamber of the City Hall, 11331 Plaza St.,
on above date, at 7:30 P. Pd.
Mayor Wiggins in the chair.
Councilmen Looney, Shrock,' Meyer, Tucker and Wiggins answered
the roll call.
It was moved by Councilman. Meyer and seconded by Councilman
Tucker that the minutes of the previous regular meeting of October
17, 1944 be•approved as written. All members of the City Council
present voting aye, the Mayor declared the motion duly carried.
WRITTEN COMMUNICATIONS:
A communication was received from the League of California
Cities announcing their next meeting to be held in the City of
Inglewood on November 16, 1944, at 6:30 P. M. when Ray Darby, Mayor
of Inglewood and member of the Board of Supervisor will be the prin-
cipal speaker. All who wish to attend were requested. to so notify
the City Clerk in order that reservations may be made.
A communication was received from Sammons & Sons, by N. H.
Tavenner requesting that the Council investigate the possibility
of installing street lights on the corner of Century and Alameda.
It~r. Tavenner was present and addressed the Council on the matter
stating that there are lighting standards both on Alameda Street
and on Century Blvd., suggesting that both lights be illuminated.
Thereupon it was moved by Councilman Shrock and seconded
by Councilman Looney that the matter be referred to City Engineer
Graves with instructions that he investigate and report to the
City Council his findings at bhe next meeting of the City Council.
All members of the City Council voting aye, the Mayor declared the
motion duly carried and it was so ordered.
The hour of 8:00 P. q2. having arrived, said time being
the hour fixed for hearing any objections or protests in connection
with rezoning Lots 2, 3, ~ 8 and 9 of Tract 921, from Zone Rl to
Zone M2.
The Mayor announced that this was the time and place for
hearing any protests in connection with said matter, ingtairine' of.
those present if there was any one present who desired to object to
the changing of said zone. There was no response.
The City Clerk stated that no protests or objections had
been filed with him in writing.
Thereupon an ordinance, entitled: "An Ordinance of the
City of Lynwood, California, transferring certain lands from Zone
Rl into Zone M2", was 'read for the first time. Thereupon it was
moved by Councilman Shrock and seconded by Councilman Meyer that
said Ordinance be accepted as read the first time and pass to the
second reading.

The hour of 8:00 o'clock P. M. having arrived, said time
being the hour fixed for hearing any objections or portents in connection
with the rezoning of approximately 1 00 acres of land on Century
Boulevard, between Bu~lis Road and Muriel Drive, from Zone R1 to
Zone C3.
The Mayor announced that this was the time and place fixed
for hearing any and all protests in connection with said rezoning,
inquiring of those present if there was any one present who desired
to object to the changing of said zone. There was no response.
The City Clerk stated that no written protest ar ob,jeetion
had been filed. in his office.
Thereupon yan Ordinance, entitled: ~~An Ordinance of the
City of Lynwood, California transferring certain lands from Zone
Rl into Zone C3," was read for the first time. Thereupon it was
moved by Councilman Shrock and seeo nded by Councilman Meyer that
said Ordinance be accepted as read the first time and pass to the
second reading.

~~- ~ A communication was received from A. L. Young notifying
the City Council that a Fire Insurance policy covering biaildinga
and contents owned by the City against loss by firs in the sum
of X13,000.00, expires on November 7, 1944.

Mayor Wiggins stated that the City Council have decided to
endeavor to distribute the insu-°ance among the various licensed
agents in Lynwood as equitably as possible.
Thereupon it was moved by Councilman Meyer and seconded
by Councilman Looney that this business be liven to Ed Cavanaugh
to be written in a Board Company.

A communication was received from Mr. Claude L. Reber in-
forming the City Council that the public liability and property
damage insurance covering the city fleet of automobiles, expires
on November 10, 1944. Thereupon it was moved by Councilman Shrock
and seconded by Councilman Tucker that said insurance be written
by Floyd B. Rowlee in a Conference insurance company.

A communication was received from Margaret E. Adams eom-
plaining about the inadequacy of the trash and garbage collection
on West Palm Avenue. After due consideration of the matter, it
was moved by Councilman Tucker and seconded by Councilman Looney
that the City Clerk communicate with other Cites in an endeavor to
ascertain how they take care of their garbage and trash disposal
with the thought in mind to contact some other contractor who
may be interested in taking the work in Lynwood. All members of
the City Council voting aye, the Mayor declared the motion duly carried.
A communication was received from Sue R. Jones, Council
Secretary Bethel #58 gob's Daughters, requesting permission to
hold social dances for its members and their immediate friends in
the Masonic Hall. Thereupon it was moved by Councilman Meyer and
seconded by Councilman Shrock that permission be granted to apply
after the present dance ordinance becomes effective. All members
of the City Council voting aye, the Mayor declared the motion duly
carried.
A communication was received from the Youth Canteen of Lyn-
wood requesting permission to hold dances in their Club. After due
consideration, it was moved by Councilman Tucker and seconded by
Councilman Looney that said organization be informed to apply to
the Chief of Police for permit until they have a permanent location
where they intend to hold their dances. All members of the City
Council voting aye, the Mayor declared the motion duly carried.
A communication was received from Mr. Dtancan K.. Kennedy,
President of Pacific Coast Building Officials Conference, thanking
the Council for permitting Building Inspector Evans to attend the
22nd Annual meeting, requesting that Mr. Evans be permitted to at-
tend committee meetings and the City pay the expense in connection
therewith. Building Inspector Evans ~!as instructed to look into
the matter of advisability of adoption of the new Uniform Building
Co~?e as recommended by said Conference.
A communication was received from Chief of Police Kerr
stating that Mr. George Martin who is radio technician has recom-
mended that certain equipment be purchased for the two way radio,
including a central Receiver, as the old one does not give good
reception, stating that the cost of needed supplies would cost
~150.'?0. Thereupon it was moved by Councilman Shrock and seconded
by Councilman Meyer that Chief of Police Kerr be authorized to make
said purchase of radio supplies.

A communication was received from Chief of Police Kerr
requesting permission to p~.zrchase X310.00 worth of Tear Gass Equip-
went for use of the Police Department, in case of riots any? other
distr~~bances. Inasmuch as this expense would be paid out of the
capital fund and the capital fund was ear marked for salary increases,
it was moved by Councilman Looney and seconded_ by Councilman Meyer
that the matter be tabled until next meeting in order to make it
possible to check the budget. All members of the City Council voting
aye, the A~ayor declared the motion duly carried.
A communication was received from Toland C. McGettigan,
Assistant Director, Law Enforcement of the Cap ifornia State War Co~~ncil,
submitting a copy of the Law Enforcement PJlutual Aid Plan for the Stde
of California, requesting that the Council adopt and approve the plan.

Thereupon it was moved by Co~~ncilman Tucker and seconded. by Councilman
Meyer that the City Council of the City, of Lynwood adopt and approve
the Law Enforcement Mutual Aid Plan as recommended by the California
State War Council. -

A communication was received from the L. A. County Health
Department, submitting their 1943-44 annual report of the Los
Angeles County Health Department. There being no ob,j,ection, said
communication and report were ordered filed.
A communication was received from Howard Burton, making
application to purchase Lots ?1 and 72, Elock 18, Mod,jeska Park
with the understanding that he will establish an ambulance service
here and will employ Local men, requesting permission.to have sole
right to operate in L~~nwood territory.
The City Council informed Mr. Burton that it is not within
their ~-~ower, if they so desired, to give him sole right to operate
within the City as it would be subject to competition ,just like
other businesses. After due consideration, it was moved by Coun-
cilman Tucker and seconded by Councilman Looney that the application
be referred to Chief of Police Kerr to check into the character of
the applicant and the advisability of granting permis.sio~ and report
back to the Council his findings. All members of the City Council
voting aye, the Mayor declared the motion duly carried.
A communication was received from Walter E. Knuth offering
to purchase Lots 21 and 22, Block 20, Mod,jeska Park for the sum of
~fi300.00 free and clear of all. bonds and assessments.. .This offer being
-less than the appraisal thereof, it was moved by Councilman Looney
and seconded by Councilman Tucker that the offer be denied. All
members of the. Council voting aye, the b4ayor declared the motion
carried.
A communication was received Prom Oren Bealer offering to
purchase Lot 23, Block 20, Mod,jeska Park for the sum of X158.00,
free and clear of all debt, This offer being less than the
appraisal thereof, it was moved by Councilman Tucker and seconded
by Councilma n, Looney that the offer be rejected. All members of
the Council voting aye, the Mayor declared the motion duly carried.
A communication was received from Mr. Hov~rard Hemenway
offering to purchase on behalf of his client, Lot Il, Block 19,
Mod,jeska Park for the sum of X100.00, free a.nd clear, stating that
there is now an easement over the west l0 .feet of the south 80 feet
and. therefore it wo~~ld be difficult for the City to sell the lot
to other than the owner of Lot 8 who has the easement for ingress
and egress to her garage. After daze consideration of the rna.tter,
it was moved by Councilman Tucker a~zd seconded by Councilman Looney
that the offer be rejected.
The City Clerk stated that the City has been unable to clear
the title on Lots 11 and 12, Block 19y Mod,jeska; Park as the -Vestee is
in the Navy and will not cooperate by ,giving a quitclaim deed to the
City, therefore, the purchaser of the Lot was notified that the City
would refund the money that 'he paid ,for the Lot, less $25.00 for
expense that the City has gone to in attempting to clear the Lot,
which.is the customary charge, however, the-purchaser is objecting
to withholding the X25.00, requesting the City Council desire in the
matter. ~ ~ '
Thereupon it was moved by Councilman Meyer aid seconded
by Councilman Tucker that the City pay Dr. Minney, the proposed
purchasr of Lots 11 and 12, the sum of X375.00, thus withholding
X25.00 or work and expense in attempting to clear title, as per
agreement, and that a demand be included in the list of demands
in payment of said amount.

An application for employment was received from Mr s.. Myrtle
willeford, making application for employment as a general office
typist, etc. ; also an application for emr~loymen-t from Harry to Fox
who has ,just been mustered out of the Navy, accompanied by a letter
from City Engineer Graves, recommending the employment of Mr. Fox
in the Prk Department. Thereupon it was moved by Councilman Looney
and seconded by Councilman Shrock that Mr. Fox be employed in the
Park Department at a salary of X172.00 per month.

The report of City Court for the month of October, was
submitted and ordered filed.
ORAL COM&IUNICATIONS:
Mr. George Kenney ar?_dressed the Council- submitting two
applications for dance permit" one from Henry A. Bridgman at the
Schooner Caf e, and. the other at Talbert's Cafe, There being no
objection, said ar»lications were ordered turned over to Chief of
Police Kerr to investigate and report his findings at the next
meeting of the City Council.
Rev. K. M. Mathiesen addressed the Council submitting
a Petition signed by residents in the vicinity of Lots 1296, 1297,
and 1298, Tract 3335, signed by Ray Thomas and 12 others, petition-
ing the City Council to rezo ne said Lots so that a Lutheran Church
may be erECted on said lots.
Rev. Hanson also addressed the Council stating that they
would like action as soon as .possible on this matter, as the Stan-
Bard Oil Company has agreed .to move the pipe line if they ca.n do ,,,~
so before January 1, 1945.
Thereupon Tentative Report of the City Council of the City
of Lynwood, California, in Relation to Proposed Change of Zone,
of Lots 1296, 1297 and 1298, Tract 3335, from lone R1 to Zone R3,
was read, fixing November 21, 1944 as the time for the first hear-
ing at 8 P. M. Thereupon it was moved by Councilman Meyer and
seconded by Councilman Shrock that- said Tentative report be adopted.

Mr. C. B. Taylor, Agnes Street, addressed the Council on the
matter of his having purchased a dog from ftdr. George Her~r~an, pound-
master of Ly nwood, stating that he questioned the dog's health at
the time, but was assured that he would be all right. After a few
days the dog died with distemper, which he had when he purchased
him and should have never been sold, stating further that he cannot
get another dog for his child until after three to six months
on account of the new dog would also contract the disease. In calling
Mr. Herman about a refund of the purchase price of the dog and his
demise, Mr. Herman proceeded to cuss him out severely. It was moved
:by Councilman Looney and seconded by Councilman Shrock that we check
into the matter and the City Clerk contact other Cities in an
endeavor to secure the services of some other person to act as
Poundmaster for the City of Lynwood, as Mr. Herman's services have
been very unsatisfactory.

Mr. Paul Theod and Mr. Mueller addressed the Council on the
6th War Loan Drive requesting that the City Council cooperate with
them in advertising the drive, and haul seats Prom the 8~unior High
School to and from said school for Saturday evening programs.
Af ter due consideration of the matter, it was moved by
Councilman Meyer and seconded by Councilman Shrock that the City
put in an- ad in the local paper, one-half page at X40.00 for one
issue to help advertise the drive; also that the City furnish
transportation and help to move the benches to and from the bond
house for programs. All members of the City. Council present vot-
ing aye, the Mayor declared the motion duly carried.
Mr. D. E. Harris who services sewing machines and vacuums
at his residence on Opolar Drive, addressed the Council on the work
that he does, and whether he would be entitled to operate. there,
stating that he does not sell anything, but ,just sells his aerv3.ce
in going out to do the work. No action was taken thereon.
UNFINISHED BUSINESS:
The matter of rezoning the premises at 3255 Sanborn Ave.
from commercial to light manufacturing for a furniture factory,
was again brought up for consideration, as per application of
Chas.. J. Dunn. It was moved by Councilman Meyer and seconded by
Councilman Shrock that the application be denied.

The matter of purchase of Water pipe and supplies needed for
serving the new hospital, - as per bids received, w=~ s submitted for
consideration after anal~:zation. by the Water Superintendent as to

the lowest bidder. Thereupon it was moved by Councilman Tucker
and seconded by Councilman Meyer that the contract be let to the
firms mentioned in City Engineer Grave's letter dated October 18.

The matter of reaoning Lot 5, Upston Tract on Imperial
from R1 to C3 for sale to Otto H. Schoenberger, was again consid-
ered. It was moved by Councilman Shrock and.seconded by Councilman
Tucker that the request for r~zo~iing be denied. A11 members of the
City Council. voting aye, the Mayor declared the motion duly carried.
A communication was received from A. L. Young, on behalf
of his client, Mr. 0. H. Schoenberger, counter offering X2400.00 as
purchase price for Lot 5, Upston Tract, without changing the zone.
This offer being less than the appraised value of said Lot, it
~~as moved by Councilman Meyer and seconded by Councilman Tucker
„~ that the offer be r~,~ected. All members of the City Council voting
aye, the Mayor declared the motion duly carried.
City Engineer Graves reported on the matter of request for
Street lights on the property bounded on the south side b~ Morton
Road and on the North by Fernwood, on the West by Caress and East by
Atlantic Blvd., as requested by Petition by property owners at the
last meeting of the City Council, recommending that the lights be
ordered.installed and the properties be included .in the assessment
district next year. Thereupon it was moved by Councilman Tucker and
seconded by Councilman Meyer that the City Engineer be authorized
to instruct the Southern California Ediabn Company to proceed with
having lighting facilities installed in the streets in question.

was received, and ordered filed.
A Quitclaim Deed, dated October 12, 1944, and signed by
Eva Larson, Ruth Gerlack, Marie Gomes, .Art Mix, Charles R. Kesterson
and Thomas J. Kesterson, whereby they cor~vey•their interest in
Lot 36, .Tract 9862 to the City of Lynwood; also Quitclaim Deed
dated June 30, 1944, and signed by James M. Carter and Ruth D. Car-
ter, whereby they convey their interest in and to Lot 44, Block 1,
Tract 5418 to the City of Lynwood; also Quitclaim Deed to Lot 44,
Black 1, Tract 5418 signed by Ella Pauline .Mueller, •datF~d June

It was moved by Councilma n Tucker and seconded by Council-
man Meyer that the Veterans of Foreign Wars be permitted to sponsor
a.carnival in the City of L~,Tnw~od between the dates of November 13
and 19th, and that the License fee be waived with the understanding
that all proceeds go for charity purposes and for the benefit of
said organization.

It was moved by Councilman Tucker and seconded by Councilman
Meyer that the demands be a1_lowed and warrants be drawn on the City
Treasurer fir said various amounts.

Ayes : Councilmen Looney, Shrock, Meyer, Tucker and t~iggins.
Noes: None
Councilman Shrock addressed the Council regarding the need
for replacing of some trees in the City Park.
Thereupon it was moved. by Councilman Tucker and seconded
by Councilman Meyer that the Park Superintendent be instructed to
replace trees that have died in the new City Park. All members of
the City Council voting aye, the Mayor declared the motion carried.

planting, of see ~s, seedling•s, etc., suitable for future parkway trees.

motion duly carried.
