ROLL CAL The following Council Members were present for the roll call: Present: Blaney, Jackson, Jaynes, Landwehr, Nelson, Nilges, Vincent, Vogel and Weber Absent: Stella A quorum was declared present. INFORMAL CALENDAR Mayor Tom Rackers left the meeting due to a conflict of interest for deliberation of this item. The Chair was assumed by President Pro Tempore Rick Nilges. Bill 99 -62, sponsored by Councilman Rick Nilges, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN ASSIGNMENT FROM SPRINT PCS TO ROBERTS WIRELESS COMMUNICATIONS, LLC, FOR TELECOMMUNICATIONS TOWER LEASE . Councilman Rick Nilges requested that Bill 99 -49 be removed from the Informal Calendar and placed on final passage. Bill 99 -49 was read third time by title, placed on final passage and passed by the following vote as Ordinance 12971: Aye: Blaney, Jackson, Jaynes, Landwehr, Nelson, Nilges, Vincent, Vogel and Weber Nay: None Mayor Tom Rackers returned to the meeting and assumed the Chair at this time. OTHER BUSINESS Councilman Rick Nilges introduced Linda Klein who explained that Slovakia is SPECIAL COUNCIL MEETING AUGUST 30, 1999 2 contemplating de- centralizing their government. The delegation arrived on August 28 and they are going to Washington, D.C. on September 3, 1999. They met with several State officials, including Councilman Rick Nilges at the Capitol. They stayed for the remainder of the Special Council Meeting as well as the Finance Committee meeting immediately following, to observe how the City of Jefferson performs governmental functions. ADJOURN MENT There being no further business to come before the Council at this time, a motion was made by Councilman Charles Jackson to adjourn, seconded by Councilman Carol Blaney, and approved unanimously at 6:45 P.M.
