The City Council. of the City of Lynwood met in a regular
session, in the Council Charriber of the City Hall, 11331 Plaza
St., -on above date, at '7:30 F. Td.

A communication was received from Coss_r_.ton Union Council
California Congress of Parents and Teachers, Inc. being to the
attention of the City Council the method by vr'nicr. the Sa-n Fra.n-
ciscd, California, authorities are handling the Juvenile Delinquency
Problem, recommendin~• that "the City give study to. their system.
There being no objection, this matter ~~~as referred to Chief of
Police Kerr for investigation.
A com~~;unication in the forth of petition ~F~as received
signed by Lawrence A, rJlcGowan, Ede^~ard G. Vande, Verdzn A. -Baker
and Julis Bren recuesting that the alley between Josep~~ine and.
Virginia in the 4100 block be ~•raded as the property owners are
improving the properties and need. the~use of the alley. Thereupon
it v~•as moved. by Councilman Shrock and seconder., by Councilman P~ieyer
th~t~the matter be referred to the C"ty Engineer and to report
thereon at the next regular meeting of the Council. All members
of the City Council present voting° aye, the P~'ayar declared the
motion carried.
A communication ti~las received from City Engineer Graves
recomraending• that the salary of ?+;rs. June Fa.~~rar be increased from
~135:0~~~ per month to ~-145.00 per month, plus the X10.00 !~~?r bonus.
The City Clerk also stated that he believes she is entitled to
such' increase, she ~~n~orkin~• part time in the Clerx's office.
Thereupon it vas moved by Councilman Shrock and. seconded_ by
Councilman Tucker t'r~at said salary of June Farrar be increased
as recommr=nde~~ by Ci ty Engineer Craves.

A communication was received from the Board of Trustees
of Lynv~.ood School District requesting that one lane of the pro-
posed Street in the City Fark be {opened as the School busses are
having; considerable trout%le a.bol~t turn, ng around into Spruce
Street. Th ere being; no o'o,jection, this matter ~~~as referred to
City"Engi eer with instructions that re check into the rnattEr ~s
to cost; etc. and retort back at the next regular meeting of the
City Co~~lncil.
A co.:~munication v~~as receivedx from ^,it,y Engineer Graves,
reporting on the matter of the T~ossibiiity of purchasing a v~ater
tanl~°from Los Angeles P:~;unicipal Fower and_ Liglit, hovaever, that he
would not recommend such ~-~urcha_se as tank is too small, and too
much ~ ex7~~ense would be involved in di srnantling it. T:~~ere being
no objection, said camm~.~nication was ordered- filed..
P. communication v'as received. from Chief of Police Kerr
recomrnendin~; that a.n ordinance be drafted dealing ~r!ith the regula-
tion of ~he~sale of various second hand articles and reporting
thereon of the sale to the Police Department; also an ordinance
in connection with the disposal of uncalled, unclaimed and recov-
ered "~~roi~erty. It was moved by Councilman Shrock and seconded
by Councilman It~Teyer that the City Attorney k;e instructed. to confer
with~the Cr~ief and dr.=ft the ordinances for further cor:sideration
of the Council a.t their next regular meeting. All members of the
City Colancil present voting a,ye, the i,.'a~~or declared tr,.e motion
duly carried.
A communication ?Eras received from Criief of r'olice Kerr
cal l ir~g attention to the neFd of revision of Ordinance r'o. 247 in
several of the sections, sair~ ordinance deal.in~~ v~jith the matter of
prostitution. T':;ereux:on ' t w^ s moved by Councilman Shrock and
seconder!. by Councilman ll~eyer that the City Attorney be instructed
to copier v~ith Chief of Folice Kerr ~;nd prepare an Ordinance to
comply vvith his request, for consid-eration of the City Council at
their next regular meeting. All members of the City Council
present voting aye, the P~ia.yor declared the motion duly carried.
A communication tx~as received from JoseXh ~'. Stetzenmeyer
offering to purchase the T?orth 45 fe t, and the P~TOrth 45 feet of
the Sotath 90 feet of Lot 72, Tract 2551, from the City of Lynwood
for the sum of ~250.C0, free and clear of all. debt. This offer
being within the appraisal, and. no one present after beine~ given
an opportunity to raise said bid, not doing so? it was moved by
Councilman Tucker and_ seconded by Council man Shrock that the offer

A commT~nication was received from City Engineer Graves
reporting on the matter of drainage that is needed at the end of
Sue, Ira and Hulme Stre~=ts, ~rhere an open ditch. has been maintained,
but on account of grading having been done thereat by Hollingsworth
Company, the ditc'r: has been filled in, suggesting that pipe might
be laid to correct the situation, when it would be necessary to
secure an easement for such purpose. Thereupon it was moved by
Councilman Tucker and secanded by Councilman Shrock that the City
Engineer be ins.ructec? to contact said Company to ascertain if an
easement may be secured; also to figure out howl much such a pipe
line would cost in order to drain the Streets ?n question.

A communication was received from Gibbs, Dunn & Crtztcher
of the Los Angeles Railway Cor~~oration, giving information as to
change of name from Los Angeles Railway Corporation to Los Angeles
Transit 1Lines. Thex'e being no ob~j ection, said. communication was
ordered filed.
A communication tnras received from Ca. nogg Investment Co.
to the effect that their salesman inadvertently violated, the City
Ordinance in allo~?Lng a small. real estate 'office to be moved from
its former location in Tract 5632 to the northeast corner of
Cornish Avenue and Imperial Piighway in Tract 6312, and that they
have so been advised by the City officials as r,ermit should have
first been secured. Said Company nov+! requesting permission to
maintain their office 2.t said location for the pur°~ose of selling
off their lots on which they propose to construct residences on.
Thereupon it was moved. by Councilman Tucker and seconded. b,y Council-
man Shrock that oerrrission be granted for the disposal of the
holdings of said Canoga Investment Co., after which. they shall
vacate said office, this permit not being valid for more than one
year from the date of this meeting. All members of the City Council
present voting aye, the h~?ayor declared. the motion duly caarried and

Report of Fire Department and. City Court for the. month
of Februar~,~, were received. There being_ no objection, said reports
were ordered filed.
The hour of 8 P. r„~. having arrived, said time being the
'.,our fixed for hearing any protests or objection in connection v^ith
the proposed rezoning; of Lot 493, Tract 2551 from done Rl to 7.one
C3, as posted and published as required by law.
The P~:Iayor announced that this wa_s the time a.nd place for
said hearing, inquiring of those present ii' there was any one who
desired to }protest in connection ~~rith said matter. There was no
respanse.
The City Clerk stated that no writter. protests had been
filed.
Thereupon Tentative Report of the City Council of the
City of Lynwood, California, in Relation to Proposed Change of
Zone, was read, fixing ll~~= rch 2'~, 1945 at 8 P. M, a s the time of
hearing on said report, v~ras read. It was moved by Councilman
I~?eyer a.nd. secanded by Councilman Tucker that said report be adopted.

It was moved by Co~~ncilman Shrock and seconded by
Co~?ncil man Tucker that the City Attorney be instructed to communicate
with N;r. John Russen to vacate a_nd close his real Pstate and
insurance office at Agnes Street a.nd Bull.is Road as heretofore
instructed. by the City Clerk or action will be commended. All
members of the City Council present voting aye, the P.-'"ayor declared
the motion carried.

City Engineer Graves reported. in connection with the
matter of needed repair of street-in front of the service station
owned by W, w. Strickland to the effect that the Street Department
have made temporary repair, ho~!ever, that later a more permanent
job should be made on the shoulders of Imperial Highi~ray from
gasoline tax funds. Thereupon• it was moved by Councilman Shrock
and seconded by Councilman Meyer that the City Engineer be instructed
to prepare plans` and specific=-tions for such worl~ to be done as
a post war project on Imperial Hi~~~hway from Alameda. Street to
Atlantic Avenue. All members of the City Council present voting

City Treasurer for said various amot?nts.

•City Attorney Barnes reported on the matter of the Ordinance
dealing vvit'rl right of City employees on military leave in connection
wit:: promotions, stating thzt there is nothing in the present ord-
inance that v!tould prevent the City Council from making the promot-
ions a_s sug~~ested by the Police and Fire Chief.
- Chief Kerr addressed the Council to the ef~'ect that he
~:ave each man in the armed service in his Department the opportunity
to tape the exarnina.tion for Sergeant, 'tnzt none took to the examination.
Thereupon it was moved by Co~,ncilman TJ~eyer and seconded
by Councilman Tucker that T:~Tr. Wesley Legg be promoted to Sergeant
of Police as recommended by Chief Kerr, with an inc~ease of salary
to ~!~220.00 per month, plus ~Alar Bonus of X10.00 per month..
