HomeMy Public PortalAbout19990907REGULAR COUNCIL MEETING SEPTEMBER 7, 1999 1 CALL TO ORDER The Regular Council Meeting of September 7, 1999, was convened at 7:30 P.M. by Mayor Tom Rackers. Prayer was offered by Councilman Carl Jaynes, followed by the Pledge of Allegiance. ROLL CAL The following Council Members were present for the roll call: Present: Blaney, Jackson, Jaynes, Landwehr, Nelson, Nilges, Stella, Vincent, Vogel and Weber Absent: None A quorum was declared present. PRESENTATIONS FROM THE GALLERY Mr. Paul Bertrand, George Butler and Associates, made a presentation regarding the proposed Dix/ Southwest Connector project. His presentation included overhead computer diagrams and live traffic models. Following Mr. Bertrand's presentation, there was a lengthy question and answer period from the Council Members. Mr. Matt Myers, Missouri Department of Transportation, also made a presentation regarding the Dix / Southwest Connector project. He stated that staff for the State of Missouri believes the proposal which Mr. Bertrand just recommended is viable and agrees that it is the best solution which has been proposed in the history of the project. Mr. Don Schnieders, 1309 Fairgrounds Road, stated that the proposed Dix / Southwest Connector project is a "bad plan" and that the City could remedy the traffic problems in that area in a much less expensive manner. Mr. Leonard Loethen, 2601 Schellridge, owner of Loethen Oil Company on Missouri Blvd., stated that the Dix / Southwest Connector project, as proposed by George Butler & Associates, would impact his business negatively approximately $5,000.00 per month Mr. Derek Watson, California, Missouri, General Manager of the Montgomery Wards store at the corner of Missouri Blvd. & Southwest Blvd., stated that the proposed Dix / Southwest Connector project would impact his business negatively by causing traffic to cut through the Montgomery Wards parking lot to avoid the proposed traffic interchange because of one - way traffic. Mr. Darrel Gordon, 2625 Huntleigh Place, stated that he is currently developing a retail project containing 18,000 square feet at the corner of Beck & Missouri Blvd, where the old REGULAR COUNCIL MEETING SEPTEMBER 7, 1999 2 bowling alley used to be located. He stated traffic studies should be conducted to determine how this development will further impact the traffic patterns in the area. Mr. Ray Scheperle, 2210 S. Country Club Drive, made a presentation in opposition to the proposed Dix / Southwest Connector project. Mr. Darryl Cook, 516 E. Dunklin, made a presentation as spokesperson on behalf of the Campus View Community Association regarding the proposed public housing project in the area. He stated that more communication should be established to give the citizens in the area input into every phase of the project since it affects them the most. A motion was made by Councilman Rick Nilges to approve the Consent Agenda as presented, seconded by Councilman Charles Jackson, and approved unanimously. Motion was seconded by Councilman Charles Jackson and approved unanimously. Councilman Larry Vincent requested that Bill 99 -43 be withdrawn at this time. Bill 99 -48, sponsored by Councilman Rick Nilges, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ADOPTING A BUDGET AND PERSONNEL CLASSIFICATION PLAN FOR THE CITY FOR THE PERIOD OF NOVEMBER 1, 1999, TO OCTOBER 31, 2000, AND APPROPRIATING MONEY IN THE CITY TREASURY TO PAY THE COST OF OPERATING THE CITY GOVERNMENT DURING THAT PERIOD IN ACCORDANCE WITH THE BUDGET. Councilman Rick Nilges requested that Bill 99 -48 remain on the Informal Calendar. Bill 99 -53, sponsored by Councilmen Vincent, Blaney, Jackson, Jaynes, Landwehr, Nelson, Nilges, Stella, Vogel and Weber, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING REFERENDUM ON TAX ISSUE RELATED TO A CONVENTION CENTER. Councilman Vincent requested that Bill 99 -53 be withdrawn. ci rr�i�a REGULAR COUNCIL MEETING SEPTEMBER 7, 1999 8 rz,„ RS99 -6 — Authorizing Application for Federal & State Operating Grant (Blaney). A motion was made by Councilman Charles Jackson for adoption, seconded by Councilman Larry Vincent approved unanimously. RS99 -7 — Recognition of Citizens for Assistance in Water Rate Case (Blaney, Jackson, Jaynes, Landwehr, Nelson, Nilges, Stella, Vincent, Vogel and Weber). A motion was made by Councilman Rick Nilges for adoption, seconded by Councilman Carl Jaynes approved unanimously. NEW BUSINESS Councilman Charles Jackson made statements regarding the Dix / Southwest Connector, and then made a motion that the Council authorize staff to proceed with the next phase of the project which would include the development of construction documents necessary to begin receiving bids for the construction phase, with the understanding that the Council may stop the project at any time it deems it would be in the best interest of the city to do so. The motion was seconded by Councilman Leonard Stella. Following a lengthy discussion, the motion was approved with Councilmen Councilman Carl Jaynes and Vincent voting "nay. Councilman Carl Jaynes commended Phyllis Gilpin of the Finance Department on recently preparing budget documents for the City which won the GFOA award. Mayor Tom Rackers stated that the City plans to do a formal presentation and recognition ceremony later. Councilman Carl Jaynes commended Parks and Recreation Department Director Bill Lockwood for the format of the "violation notice" which is sent out to citizens. 17 Councilman John Landwehr made comments regarding the MoDAG loan funds and the committee recently appointed to handle that issue. He asked for a status report on the issue and what the next steps would be to move to the next level. City Administrator Rich Mays stated that Finance Director Steve Schlueter has been attending meetings with the committee and that they are trying to reach agreement on all the issues. Councilman Steve Nelson commended City Administrator Rich Mays and Parks and Recreation Department Director Bill Lockwood for the success of the recent "Gus Macker" Basketball Tournament in the downtown area. UNFINISHED BUSINESS There was no unfinished business to come before the Council at this time. COUNCIL LIAISON REPORTS REGULAR COUNCIL MEETING SEPTEMBER 7, 1999 9 Councilman Larry Vincent announced the Environmental Services Committee meeting of Tuesday, September 14 at 5:15 in the Upstairs Conference Room. Councilman Carl Jaynes announced the Ad Hoc Committee on Storm Water will meet at 6:30 PM on Tuesday, September 14 in the Upstairs Conference Room. EXECUTIVE SESSION MINUTES August 16, 1999, Executive Session Minutes — A motion was made by Councilman Carl Jaynes for approval of the minutes, seconded by Councilman Larry Vincent, and approved unanimously. GO INTO EXECUTIVE SESSION A motion was made by Councilman Charles Jackson that the Council go into Executive Session at this time to discuss matters pertaining to real estate, litigation and personnel. Motion was seconded by Councilman Bob Weber, and approved by the following roll -call vote at 9:15 P.M.
