LAT. r:~°a.yor t~lig~~ins in the chair. Councilmen Shrock, Tucker and 'Higgins answered the roll call. Councilmen Looney and D1~eyer were absent. It ~raas moved by Councilman Shrock and seconded by Council- man Tucker that the minutes of the previous regular meeting of P~Tarch C, 1945 be approved as written. All members of the City Council present voting aye, the ?~'~a,yor declared the motion duly carried. The hour of 8:00 P.P~. having arrived, said_ time being the hour fixed for hearing a.ny a.nd. all objections or protests in connection with the abatement of dry and drying weeds in the City of Lynwood. Notice of ~~aid hearing having been given by posting the properties as v°eq~_rired by law. The I~.~"a.yor announced that tris v~~~s the time and place for hearing any or:.~jections or protests in connection with the doing of said wor~r, inquiring of those present if there v~ras any one pree.ent who wished to submit their objection or protests. There w2.s no resronse. The City Clerk read a communication received from P<~rs. Villa 0. C. Barbee, statin~~ that she does not desire the City to rriow, or clear off the weeds off of Lots 985 and 986, and. part, of Lot 987, a.s she contemplates on doing the work herself. Thee being no objection, said communication was ordered filed with the under- standing that if the lot is cleared of weeds when .the weed crew gets to the Lots in question that the City will rot do the work. Hunsaker ~n~,.as present and ad.dresG,ed the Co~~neil nn the matter of the floor space area of br_aildin~•s to be ccnstructed in the oroposed tract ?mown .=,s No. 13245, stating that it will be impossible for him to comply with the floor area of 1100 square feet minimum as the War Production Board will not permit more than 990 square feet for a five room house and approximately 1090 for a six room house, so that he would request the City Council to change their rriinimum to 950 fora five room house and 1050 souare feet for a six room house, thus giving him a little leave way, stating that most of the houses will be six room rouses and be of the maxims ~m square foot area permitted by the 'N~? r Housing Admini s- tration. P:~~r. Hunsa.ker requested the Council to revise t;~eir action accordingly. Thereupon it was moved by Councilman Tucker and seconded by Councilman Shrock that the former action of the City Council taken at the meeting; held on March 6, 1945 be amended so that sir. Hunsa'~er & Associates ma_,y be permitted to construct a five room resi- dence of a minimum floor area of 950 square fe t and a minimum floor area for ~ six room house of 1050 square feet. All members of the City Council present voting aye, the T~fayor declared the motion d_ul.y carried and it was so ordered. A Legislative Bulletin was received from the League of California Cities, ur~•in~-~ the City Council to take immediate action in opposing Senate Bills 3, 9, 2,78, 279 and ?81; also Assembly Bill 272 dalin~~~ SAlith the matter ofreducing the sales, personal and cor:~oration income and.Ytiank and corporation franchise taxes for another t~,vo years; also to take action in favoring Assembly Bi11 4;?7 and Senate Bill 625 provid_ing• for the setting up of such funds for post war work. Thereupon it alas moved by Co?~ncilman Shrock and seconded by Councilman Tucker that the City Clerk be instructed to communicate with the proper Corru~~ittees and persons o~~posing Sod. favoring the bil_7 s recommended. by the League of California. Cities. Spicer on the v+reed assessment pa,y roll tarhen t'rie weeds ~.re to ~~:;e clea.red off ti~.e lots, u,~hicr, will :;ut down ex1~ense in tree ".°ater Department. _ A communication was receiver from City Engineer Graves re,~orting on the matter of clearing of ut~eeds off of lots in the City of Ltirn?r~~ood, stating that there h=~s been score discussion between the CounciJ_men that they d.id not d_esi~~e to have the lots disced as origina:ll.y ~_ lanned, but tiAtoul~~. ?proceed by some other method., stating that he has gone ahead on the basis of. the former agreement, and if not nre~~er that he ~~~ants to kno~l se that he ~,vill know v<~heth~ r to proceed further. T~:~rr. Graves also addressed tine Council regarding the matter to the effect that h2 co~_~ld. not secure the "first Fordson Tractor ti?i th disc a ~ to ched, btu t the t he had made a.rran~: ement s -for the rental of another disc and tr~~.ctor and that the cost wo~.?ld be X8'7.50 per weed, suggesting that 1F~e tr~~ it ot~t and see hove it vz=i_11 ~~o, ct,~ting that they had disced one Lot and that it v~torked out ~~atisfactorily; also stating that he ?proposes to ~?se tv~:o risen from the- t~da.ter Department and t~~~o frrom the Park Department; also one tractor and. disc that the City has to hel_:~ in the clearing of she weeds. r:~r. Graves also stated that if it does not work out satis- factory th~?t. they can always resort to :no~r~ing and burning. Thereupon it etas moved by Councilman Tucker a.nd =econded by Councilrna.n I~ieyer that the City Engineer be instructed to disc the Lots a.s heretofore agreed upon and use the men from the Depa.rtrnents suggested, and any other men :available on the City payroll.
