M. Mayor Wiggins in the chair. Councilmen Shrock, Tucker and Wiggins answered the roll sail. Councilman Looney and Meyer. were absent. It was moved by Councilman Tucker and seconded by Council- man Shrock that the minutes of the previous ad,~ourned regular meeting of March 13, 1945 be approved as written. All members of the City Council present voting aye, the Mayor declared the motion duly carried and it was so ordered. WRITTEN COMMUNICATIONS: An offer to purchase Lots 1 and 3, Block 2, .Tract 7816 for the sum of X350.00, free and clear of all indebtedness and City to furnish a merchantable title thereto, was submitted, as. submitted by Thomas C. Wilson. This offer being within the app- raisal of said lots, and there being no one present after having been given an opportunity to increase said bid that wished to do so, it was moved by Councilman Shrock and seconded by Councilman Tucker that said offer be accepted. Roll Call: Ayes: Councilmen Shrock, Tucker and Wiggins. Noes: None. Absent; Councilmen Looney and Meyer. An Offer to purchase Lot 73, Tract 921 for the sum of X100.00, free and clear of all debt and City to furnish a merchant- able title thereto, was received from C. L. Cox, Jr. This offer -being below the appraised value thereof, it was moved by Council- man Shrock and seconded by Councilman Tucker that said offer be rejected. All members of the Council present voting aye, the Mayor declared the motion duly carried.. An offer- to purchase Lots 1, 2, and 3, Block 22, and Lots 28, 29 and 30, Block 22, Mod~eska Park for the sum of X1,272.00, free and clear of all debt, and City to clear title thereon, was received from Walter H. Zastrow, to be paid for on or before August 1, 1945. This offer being within the appraisal of said Lots, and there being no one present after having been given an opportunity to increase said bid that wished to do so, it was moved by Councilman Shrock and seconded by Councilman Tucker that the offer be accepted. An Offer to purchase Lot 26, Block 1, Tract 5418, free and clear of all debt and City to furnish a merchantable title thereto, was received from Lee Anderson. This offer being within the appraisal of said Lot, and there being no one present after having been given an opportunity to increase said bid that wished to do so, it was moved by Councilman Shrock and seconded by Councilman Tucker that the offer be accepted. An offer to purchase Lots 87, 88, 89 90, 91, 92, 93, 94 and 95, License Surveyors Map for the sum of 1,850.00, free and clear of all debt, and City to furnish a merchantable title there- to, was received from Hu gh R. McMeekin. This offer being within the appraisal of said Lots, and there being no one present after having been given an opportunity to increase said bid that wished to do so, it was moved by Councilman Tucker and seconded by Coun- cilman Shrock that the offer be accepted. A Legislative Bulletin was received from the League of California Cities reporting on the bills now pending before the legislature, requesting the City Council to oppose and favor cer- tain bills therein contained. This matter was laid on the table until Thursday night when the Council convene again on a hearing which will give the Council a chance to study the proposals. ~~ A communication was received from Katharine Haskell, Secretary of the Lynwood Park Committe, suggesting that immediate action be taken in order to provide suitable recreational facilities for the youth of Lynwood, recommending that the funds now on hand in the Park Fund be used for the construction of a recreational building with hall suitable for dramatics, games and dancing, to aecomodate approximately 300, also submitting a letter setting forthfacts in detail that was signed by Salter E. Read and Mrs. C. 0. Edington, Chairman and Secretary, respectively, and by Committee Members of the Adult Committee of the Lynwood Youth Club, urging immediate action on providing. such facilities. At this time Councilman Meyer arrived and took his seat a t the Council table. The following addressed the Council in favor of such a movement; Mr. !alter E. Read, Mrs. Orrin Bennett, Mr. Floyd Healey, Mr. and Mrs. Fuhrman, Mrs. C. 0. Edington, P. A. Pinger~ Mrs. Saling, Mr. Simpson, Reiss Lutz. The suggestion was made during the course of the discussion that they would suggest in the matter of financing such a project that the discount that is now allowed on water bills be discontinued and the fund thus accumulated be used for the payment of the building; also stating that they believe that the Engineer should work on a suitable plan that would be acceptable not only to the youth, but to the adults as well, stating that no doubt many of the organizations in the City would be glad to rent space to hold their meetings. Thereupon it was moved by Councilman Shrock and seconded by Councilman Meyer that the Mayor appoint a committee composed of representatives from the various organizations within the City for the purpose of securing information as to the water users wishes in connection with the discontinuance of the water discount, to be used for the purpose of financing such a building. All members of the City Council present voting aye, the Mayor declared the motion duly carried.. A Petition was received signed by J. A. Corombes, 4035 Louise Street and 42 others petitioning the Council to construct curbs and gutters on Louise Street, between Bullis Road and . Muriel Street. Thereupon it was moved by Councilman Meyer and seconded by Councilman Shrock that said.petition be ref erred to City Engineer Graves for cheep<ing. All members of the City Coun- cil present voting aye, the Mayor declared the motion duly carried. A communication was received from Paul S. Kerr, Chief of Police, announcing that there will be a demonstration in connect- ion with the handling of gas on April 2, 1945, at 7:00 P.M. to be held at the Lynwood Junior High School, inviting the Coun- cil to attend. Mr. Kerr also addressed the Council stating that the date had been changed to April 10 at the same time. There being no objection, said communication was ordered filed. A communication was received from 4Vm. A. Smith submitting information on the matter of financial aid needed by Cities and Counties to further public works programs, suggesting a plan to assist in connection therewith. There being no objection, the communication was ordered filed. A communication was received from Eliza V. Neal of National City, objecting to people dumping trash, tree trimmings,' etc. on her Lot 20, Block 2, Tract 7816, requesting that the City do some- thing about discouraging such practise. Mr. Carl Stoddard stated that many of the people dump on other persons vacant Lots as the service of picking up such trash and trimmings is not meeting the needs of the community. After due consideration of the matter, it was moved by Councilman Shrock any? seconded by Councilman Meyer that the weed clearing gang be regixired by the Street Superintendent to have installed "No Thamping" signs on vacant lots where dumping is done contrary to City Ordinance, and that the Chief of Police be in- structed to enforce the ordinance that prohibits the dumping of trash on other person's lots. A71 members of the City Council voting aye, the Mayor declared the motion duly carried. A communication was received Prom the Sunset Adv. System to the effect that they would like to place three or four benches in Lynwood, giving a description of the bench and furnishing a photo of same for information of the City Council, stating that they will place the signs where the City desire them at Street car and bus stops. Thereupon it was moved by Councilman Shrock and seconded by Councilman Meyer that said Company be permitted to have such benches placed within the City of L~:rnwood at the locations to be speeif ied by the Chief of Police. All members of the City Coun- cil present voting aye, the Mayor declared the motion duly carried. ~a~3 A communication was received from Gladys Clouse, Camping Chairman of the Girl Scouts, stating in part that they will have the Girl Scout Day Camp in the Lot designated for their .use at the City Park, calling attention to the,need of more toilet facilities to take care of the needs. After due co nsideration of the matter, it was moved by Councilman Tucker and seconded by Councilman Meyer that the Park Superintendent be instructed to have installed four toilets in the woman's section, and two more toilets in the men's section in the City Park, oP the pressure type, and that one of the ones in the men's section be moved into the room now used by the men for recreational purposes. M. having arrived, said time being the hour fixed for hearing any and all objections or protests in connection with the proposed change of the zone as affecting Lot 493, Tract 2551, from Zone RI into Zone C3, as proposed by the Final Report filed and adopted by the City Council at their regular meeting held on March 6, said hearing had been posted and published as required by law. The Mayor announced that this was the time and place for hearing any and all objections, stating that if there was any one present who wished to protest in connection with said matter that they would be heard at this time. -There was no response. The City Clerk stated that no written objections or pro- tests had been filed. Thereupon an Ordinance, entitled "An Ordinance of the City of Lynwood, California, Transferring certain lands from Zone R-1 into Zone C-3, was read by caption. Thereupon it was moved by Councilman Shrock and seconded by Councilman Meyer that the further reading of said Ordinance be waived. All members of the City Council present voting aye, the Mayor declared the motion duly carried. Thereupon it was moved by Councilman Tucker and seconded by Councilman Shrock that said Ordinance be accepted as read the first time and pass to the second reading. M. having arrived, said time being the hour fixed for hearing any. and all protests and objections in con- nection with the construction of curbs, gutters and sidewalks on portions of Platt Ave. and Walnut Ave. east of Bullis Road, as proposed by Resolution of Intention No. 1770 heretofore adopted by the City Council. Said hearing having been published, posted and the City Clerk having mailed notices to the property owners as required by law as was evidenced by Affidavits thereof on file in the City Clerk's office. The Mayor announced that this was the time and place for hearing any and all objections or protests, inquiring of those pre- sent if there was any one present who wished to object to the doing of the work described in said Resolution of Intention. There was no response. The City Clerk stated that no written protests had been filed. Said serial bonds shall extend over a period ending nine years from the second 'day of January next succeeding the next October fifteenth following their date. "Section 9: The City Clerk shall post a notice, conspic- uously, for five days on or near the council chamber door of said City Council, inviting sealed proposals, or bids, for doing the work herein ordered to be paid for by special assessments on bene- fited property as aforesaid (consisting of furnishing and delivering all labor, materials and supplies, and in accordance with said Plans and Specifications No. 694; shall cause notice inviting proposals, and referring to the said specifications on file, to be published twice in the Lynwood Press, a weekly newspaper published and cire~~lated in said City of Lynwood and hereby designated for that purpose; shall require in such notices that each proposal, or bid, offered be accompanied by a check, payable to said City of Lynwood, certified by a respon$ible bank, for an amount which shall not be less than ten per centum of the aggregate of such proposal, or bid, or by a bond for said amount and so payable, signed by such bidder and two sureties, who shall justify before any officer competent to administer an oath, in double said amount, a~md over and above all statutory exemptions; and shall fix a time for the opening of such bids not less than ten days from the time of the first p~.~blicatian or posting of such notices." ' Noes: None Absent: Councilman Looney A communication ~~aas received from A. L. Young calling attention to the saving that he effected in writing the X10,000.00 fire insurance recently let to him. There being no objection, said communication was ordered filed. Declaration of Establishment of Conditions, Restrictions and Reservations as proposed by S. V. Hunsaker & Associates in subdividing the. Lewis Moore Tract, to be ~anown at Tract 13245, were presented and read. It was moved by Councilman Shrock and seconded by Councilman Pdeyer that said Restrictions be approved by the City Council. All members of the City Council present vot- ing aye, the Mayor declared the motion duly carried. An Ordinance, entitled: "An ordinance of the City of Lyn- wood, County of Los Angeles„ State of California, providing for the creation and appointment of a Planning Commission; prescribing the powers and duties of such. commission, providing for the levy of a special tax for the support of a. Planning Commission and making certain expenditures legal charges against the funds of the City; and repealing all ordinances or parts of Ordinances in conflict with this Ordinance, was read by caption for the first reading. Thereupon it was moved by Councilman Tucker and seconded by Coun- cilman Meyer that the further reeding of said Ordinance be waived. All members of the City Council present voting aye, the Mayor de- clared the motion duly carried and it was so ordered. Thereupon it Vaas moved by Councilman Tucker and seconded by Councilman Shrock that said Ordinance be accepted as read the first time and pass to the second reading. The Mayor submitted the names of his appointees as members of the Planning Commission, as follows: Messrs. Clyde Simpson, A11en Witter for a term of 1 years, Ralph W. Lake, Walter E. Read. for a term of 2 dears, F. R. Gregory- Allen, for a term of 3 years, and Larry Windle for a term of 4 years, and Councilman Shrock, City Engineer Graves and City Clerk Anderson be appointed as Ex Officio Members. Thereupon it was moved by Councilman Shrock and seconded by Councilman Tucker that said members of the Planning Commission as made by the Mayor be ratified by the City Council. Co. making application to operate an assembly and storage for cabinets for the Navy, with no mill machinery to be used,~at 3250 Sanborn Ave. It was moved by Councilman Shrock and seconded by Councilman Tucker that said matter be referred to the Planning Commission for checking and report. All members of the City Council present voting aye, the Mayor declared the motion duly carried. An application for a license to operate a washrack at the corner of Long Beach Blvd. and Alma Ave. in the City of Lynwood, was submitted. It was moved by Cou ncilinan Tucker and seconded by Councilman Meyer that said application be referred to the Planning Commission for study and recommendations. All members of the City Council present voting aye,. the Mayor declared the motion duly ea~eri ed. A communication was received from the City Engineer requesting information a.s to what streets the City Council desires him. to work on first, giving a list of the streets in mind; also where the money will be forthcoming from. After due consideration it was moved by Councilman Shrock and seconded by Councilman Meyer that the City Engineer give preference to the opening of the proposed Bellinger Street and Penn Ave., and that the Street be graded to the north end of Lot 9 and Lot 10, Commerce Tract. A7.1 members of the City Co~~ncil present voting aye, the Mayor declared the motion duly carried. An Agreement to purchase certain property located in the City of Lynwood deeded to the County and State, was submitted as being signed by the County of Los Angeles and by Harry B. Riley, State Controller. There being no objection, this Agree- ment was filed. k' i~~ Report of the Police Department for the quarter of December, January and February, 1945, was submitted; also report of Fire Department for the month of February, as well as report of gasoline consumed. There being no objection, said reports were ordered filed. ORAL COMA~IUNICATIONS Mr. J. C. Shaw .addressed the Council requesting that some- thing be done to clean out ditehe•s and culverts on Santa Fe Ave. in the Belle Vernon District as the water from rains this year, tho not. so heavy, have backed up worse than in previous years when the rainfall was greater,' There being no objection, the City Engineer was instructed to check into this matter and correct the situation. UNFINISHED BUSINESS A communication was received from City Engineer Graves reporting on the progress in connection with the matter of clearing weeds off of vacant lots, stating that four men need be hired in order to keep two discs and tra.etors going as it takes a total of six men a day with a double shift on one tractor. After due consideration of the matter, it was moved by Cou neilman Shrock and seconded by Councilman Meyer that the City Engineer be author- ized to employ up to Pour men at ~$1.~0 per hour for the purpose of clearing weeds off of vacant lots. A communication was received Prom the City Engineer re- porting on the cost of opening a street along the south end of the City Park between Spruce and Birch Street as requested by the School authorities, stating that it will take X1,174.00 for men and equipment, approximately X744.00 for rock and X200.00 for oil. Thereupon it was moved by Councilman Tucker and seconded by Councilman Shrock that the City Engineer be instructed to do the work in time for the opening of the school session in the fall, the cost to be borne by the Park Fund. Noes: None Absent: Councilman Looney A communication was received from Chief of Folice Kerr reporting on the request-from the P.T.A. group in Compton regarding a study of the San Francisco way of handling .the matter of Juvenile delinquency, stating that his .Department has a~plan of their own that they are trying out which he believes will work out very sa'~isfactorily, which brines the parents into the plan as well. There being no objection, said communication was ordered filed and the Chief of Police was instructed to so notify the P.T.A. regarding Lynwood's plan. .A communication was received from Chief of Police Kerr recommending that the Police Matron be employed full time as Police- woman at a monthly salary of 9150.00 to take effect March 21, 1945, stating that he believes that there will be enough money in the budget to take care of the matter.
