M. - - I~Iayor Wiggins in the chair. Councilmen Shrock, r~Ieyer, Tacker and Wiggins answered the roll call. - Councilman Looney was absent. It was moved by Councilman Shrock and seconded by Coun- cilman Pl~eyer that the minutes of the regular meeting of April 3, 1945-be approved as written, All members of the City Council present. voting aye, the Mayor decla-red the motion duly carried. WRITTEN COIUiIiiiUNICATIONS: A communication was received from the L. A. County League of California Cities inviting the Council to attend their next meeting on April 19, 1945, at 7 P. M. at the Masonic Temple, 1126 Fair Oaks Ave. All who wished to attend, were requested tp let the, City Clerk know so that reservations may be made. A communication was received from S. V. Hunsaker & Associates to the effect that it is needful that the City sign an Owner's certificate on the proposed Tract Map No. 13245 as the City is.holder of an easement for water works purposes; also that the proposed easements in said tra-ct of 2~- feet need be accepted by the City. - Thereupon it was moved by Councilman Tucker and seconded by Councilman :Meyer that the R~ayor and City Clerk be authorized to sign, said o~n~ner's Certificate on said proposed subdivision map in connection with said easement owned by the City of Lynwood on and in behalf of the City of Lynwood, and that the proposed ease- ments of 2~ feet proposed in said Tract Map 13245 be accepted by the City Council for public utility purposes. A11 members of the City Council present voting aye, the Mayor declared the motion duly carried and it was so ordered. . A communication was received from Frank Calasso, offering to purchase l:he west half of Lot '75, Tract 4936 for the sum of X400.00, free and clear of all debt and City to furnish clear title. A communication was also received from Victor H. Limber offering to purchase said west 40 feet of Lot ?5, Tract 4936 for the sum of X400.00, free and clear of all debt and City to ' clear title thereon. The N?ayor inquired of the audience whether or not any one present wished to raise said offers. Thereupon n~ir. Victor Limber a_~dressed the Council raising the bid to X405.00 for said Lot. This offer being within the appraisal thereof, and no one present raised the offer above X405.00, it was moved by Council- man Tucker and seconded by Councilman Shrock that the bid be accepted anc?. the Lot be sold. Roll Call: - Ayes: Councilmen Shrock, Meyer, Tucker-and Wiggins Noes: None Absent: Councilman Looney. A communication was received from Henry Schmidt offering to purchase Lot 103, Tract 921 for the slam of X275.00, free a.nd clear of debt and City to furnish a clear title thereon. This offer being within the appraisal thereof, and no one present being given an opportunity to do so wished to raise the bid, it was moved by Councilman Tucker and seconded by Council- man Meyer that the offer be accepted. Roll Call: Ayes: Councilmen Shrock, Meyer, Tucker and Wiggins. Noes: None Absent: Councilman Looney A communication was received from Mrs. Isabel Belyea re- questing permission on behalf of the schools and organizations to hold a parade on the streets in the City of Lynwood on April 21 in connection with the clothing drive. Thereupon it was moved by Councilman Tucker and seconded by Councilman Meyer that permission be granted. All members of the City Council present voting aye, the R,~ayor declared the motion duly carried and it Uras so ordered. ~~_ A communication was received from E. W. Tapp, Adjutant of Lynwood Post No. 3902, Veterans of Foreign Wars, inviting the Council and City employees to attend their ,joint installation of Officers on April 25th, at 8 p. m. at the American Legion Hall. There being no objection, said communication w-3s ordered filed and all who could were requested to attend. A communication ~~as received from Willeofrd and Willeford wishing to do the City auditing for the fiscal year 1949:-45. There being no objection, said communication was ordered filed. A communication was received from A. L. Young, Insurance Agent stating that the bond of City Treaslzrer Dummet will expire on April 21, in the sum of 30,000.00. Thereupon it was moved by Councilman Meyer and seconded by Councilman Tucker that Mr. Young be requested to renew sais bond. All members of the City Council present voting aye, the Mayor declared the motion duly carried. A communication was received from Henry E. Dunning thanking for quick action in connection with repairing sewer line by City Employees, however, calling attention to sidewalk repair that is needed next to his premises, being Lot 42, Tract 6554. There being nc objection, said communication was ordered .filed. A bond in the sum of ~l, 000.00 covering Westana ~Js'anamaker Lott as Court Clerk; also a bond in the sum of X1,000.00 covering Paul W. Kerr as Chief of Police, were submitted. Thereupon it was moved by Councilman Tucker and seconded by Councilman Meyer that said bonds be approved by the City Council. All members of the City Council present voting aye, the Mayor declared the motion duly carried. A'communication was received from W. H. Perkins requesting that something be done about changing the zone as affecting his property an 3221 A4lnnesota Ave. as he has an offer to sell it for the erection~of a church, but that present zoning prohibits such useage. Thereupon it w~ s moved by Co~~ncilman Shrock end seconded by Councilman Meyer that the matter be referred to the Planning Commission for consideration. All members of the City Council present voting aye, the Mayor declared the motion duly carried and it ~raas so ordered. ' ORAL COI~IlUUNICATIONS: Mr, Russell Clark and Mr. Thomson who reside on Eve Street addressed the Council on what action has been taken by the City_Gouneil in connection with an airport south of their property, stating that the property is being graded and prepared for such purpose, requesting information from the City Council if it would be permissible to construct~an airport there at the present time. Mayor Wiggins informed Messrs. Clark and Thompson that the property now is only zoned for commercial purposes which would not permit an airport being operated there, and that the City Council have not given any consent to such operation there, and if it is ever rezoned, notices will be given to the property owners so that their wishes may be made 'known. UNIFINISHED BUSINESS: A communication was received from City Engineer Graves giving an estimate of the cost .for curbs and gutters, and for, gutters, sidewalks and curbs in Tract No. 10269 on Pine Avenue, between Pendleton and Abbott Road, stating that there will be X1,414.88 that will not be collectible by the property owners in cash, and X914.88, if no cost for clerical work is charged. There- upon it was moved by Councilman Tucker and seconded by Councilman Meyer that the property owners be notified that it will be neces- sary for them to raise the additional cash also, if they desire to pay for the work in cash. All members of the City Council present voting aye, the r.~ayor declared. the motion duly carried. Mr. Tom Shaheen addressed the Council regarding a pro- ~osed subdivision at the end of Elm Street, between Pendleton and Abbott Road, stating that he wishes to go ahead on the basis of the old subdivision that was approved by the City Council. some time ago, on which basis curbs and sidewalks were constructed. The City Cozzncil informed Mr. Shaheen that he sould sub- mit a new drawing of the platt as suggested by the Planning Engineer which will call for a street to run east and west eventually to the alley west of Atlantic Ave. t~~ A communication wa.s received from City Engineer Graves reporting on the bids submitted by contractors in connection with the installation of curbs, gutters and sidewalks in Tract 11862, reporting as follows: - ~ TOTAL Goode & Schroeder Co. ~ 8,045.50 V. The matter of request for a business license to operate a taxi-ca.b service in connection with a used car lot at 11175 Long Beach Boulevard by Grimm & Newman, was again considered. It was moved by Councilman Tucker and seconded by Councilman Meyer that said application be denied. All members of the City Council present voting aye, the lt~ayor deciared_ the motion duly carried. A communication was received from City Engineer Graves reporting on the request for refund of weed assessments levied for year 1944-45 against Lot 9, Block 3, Tract 9337 by L. J. Cleary, stating that in checking the matter he finds that no charge was made far weed cutting as affecting said property. There being no ob,~ection, said commu nication was ordered filed. A communication was received from City Engineer Graves reporting on the matter of curbs and gutters in Tract IJo. 10503 as petitioned by the property owners, stating that while the petition does not represent a ma.,jority of the property in ques- tion, however, because of the former petition that was filed for curbs, gutters and sidewalks ~-Baring +71.7 of the property owners, he-would recommend that proceedings be commenced. Thereupon it was moved by Councilman Shrock and seconded by Councilman Tucker that the City Engineer and the City Attorney be instructed to proceed with the proceeding under the Investiga- tion I:~Ia~ority Protest Act, and under the 1911 Bond Act, preparing necessary papers for the beginning thereof. Roll Call: Ayes: Councilmen Shrock, Meyer, -Tucker and Wiggins. Noes: None Absent: Councilman Looney. NEW BUSINESS: A Quitclaim Deed, signed by Frank C. Mortimer, Building and Loan Commissioner of th.e State of California, da.ted_ October 9, 1944, whereby they convey their interest in and to Parcels 124, 125, 126, 127, 171, 172, 173, 174 and 176, Licensed Surveyor's Map filed in Book 16, Page 37, to the City of L~Tnwood, was sub- mitted. It was moved by Councilman Shrock and seconded by Coun- cilman Meyer that said deed be accepted and that the City Clerk be directed to catase said instrument to be recorded in the Office of the County Recorder of Los Angeles County. 'Mayor Wiggins stated that he finds that Mr. Clyde Simpson finr_s that time will not permit him to serve on the Planning Commission, therefore, he wished to arr~aint Herman n~eyer on Lin- den Street as his successor. 'Thereupon it wa.s moved by Councilman Shrock and seconded by Councilman Meyer that the Mayor's action in appointing Mr. Herman Meyer to fill trig vacancy, be ratified by the City Council.
