The City Council of the City of Lynwood met in a regular
session, ~ in the Council Chamber of the City Ha11, 11331 Plaza
Streets on above date, at 7:'30 P. B~.
~~~iayor Wiggins in the Chair. '
' Councilmen Shrock, Breyer, Tucker and ~~!if~mins answered
the roll call.
Councilman Looney was absent.
It was moved by Councilman Tucker and seconded by Council-
man Shroc~fi> that the minutes of the previous regular meeting of
April 17, 1945 be ap~~roved as written. All members of the City
Council present voting aye, the P!ayor declared the motion carried.

' A communication w~~s received from Bars. Allan Wendt com-
plaining~about their having received several traffic fines for'
parking in front of their premises in front of 2974 Beechwood Ave.,
between the hours of 2 and 8 in the morning, stating in part that
she believes that during- the duration that the Ordinance should
not be enforced, requesting that the amount of the fines in the
sum of ~'~18.00 be refunded her. After d~ae consideration of the
matter, the City Clerk w,~s i.nstructed to write the complainant
informing her of the purpose of the ordinance.
A communication was received from Chief of Police Kerr
making; application on behalf of the Police and Fire Departments,
a_nd the Youth Club, for permission to hold. a Rodeo in the City of
Lynwood. at the southea:=t corner of Bullis Road and Cent~.ary Boulevard
on July 4, 1945, with some preliminary events to be held on July
1, stating that their organization will stand. all expense in ccn-~
nection there~rith. Thereupon it vas moved by Councilman Tuc?~er and
seconded by Councilman A%~.eyer that permission be granted. All members
of the City Council present voting a.ye, the B~'a.yor declared the motion
duly carried.
A communication was received signed by B~onroe H. Hall,
E. S. Burr-e, J. R. Britt, John J. Barkley and A. C. Davis requesting
that the street depar~Gment make repairG on the alley between Agnes
Avenue a.nd Virginia Avenue in the 4100 block as they have garages
facing the alley, stating th,^t the equipment is there working at
the present time.
P~!r. Davis was present and addressed the Coizncil regarding
the matter, stating that they v!lould be willing to pa.y for the part
of the materials that ~~ould be used on that part of the alley in
front of the Lots belonging to the applicants, however, that they
feel that ~~he City sho!zld pay for the vacant Lots who-are not
v~.~anting to ray their part as their garage either is facing the street,
or there is no house on the lots in question..
A?o action ~.~a s taken on this matter, other than the appli-
cants were instructed to cons~_~lt the City Fn~~~ineer regarding an
estimate of the cost in more detail as to City's share and that to
be borne by the property o~~~ners.
A communication was received from W. H. Daum & Sts*_'f
regarding the proposed opening of a street at t:r;e extreme east
end of the property in the J. J. Bullis Tract, stating that they
ire willing' to dedicate 50 feet for street purposes with the
understanding that in return therefor the City shall pave the
proposed street v~~ithout cost to them; also agreeing to grant an
easerri'nt for the installation of a. spur tract of 10 feet adjacent
and parallel to paid Street, stating that they are ready to carry
out their part of the agreement when the City is in agreement
uli th such a. x~lan.
There being no objection, the n!~a+ror ordered the matter
tabled unti7_ the Planning Constultant ha.s secured definite '~ refor-
mation rega?~ding the spur tracks to be installed in the industrial
area. comprising the property belongri ng to Western Gear Works.
A communication was received from Superintendent of
Streets Robin A. Graves, submitting a report on the repairing of
sidewalks by the City of LynwoodA pursuant to the "Improvement
Act of 1911", stating that :Host of the property owners have paid
for the cost of the repair, however that the oaFners of Lots 367,

the cost as follows:

with said matter, and ghat the property owner had been notif ied

Thereupon the Mayor announced that this was the time and
place fix-~d for hearing any objections, or protests, in connection
with the doing of said. work as affecting said. Lots, inquiring
if there was any one present who wished to protest to the cost
thereof.
There was no reply.
The City clerk stated. that no written objections or
protests had been filed.
Thereupon it was moved by Councilman Nfeyer and seconded
by Councilman Shrock that said report of the Superintendent of
Streets be confirmed and that the City. Clerk be instructed to
dive notice of lien to the County Auditor of Los Angeles County
of said. confirmation with instructions that they add the amount
of the assessment to the next regular bill for taxes levied against
Lots.

A communication was received from C. Wallace, Park
S«~~erintendent recommending that a toro power mower be purchased
for use in the Park Department to cost not to exceed X750.00,
stating that if the order be placed nos! it will be possibly,de-
livered in the early fall. Thereupon it was moved by Councilman
Shrock and seconded by Councilman Tucker that Park Superintendent
Wallace be authorized to order said mower for use in the Park
Department.

A communication was received from City Engineer R. ,~.
Craves giving a_n estimate of the cost of abatement of dry and drying
weeds for use in calculating against each parcel, stating that the
total cost would be approximately ~6,?93.00, recommending a charge
on the basis of this cost as follows: Lots up to 5000 square ft.
33.00; .lots up to 7500 sq. ft. x'3.50; Lots up to 10,000 square ft.
X4,00; lots up to 15,000 sq. ft. 34.50; Lots up to 20,000 s~?uare
feet 35.00; Lots tap to 25, 000 sq. f t. 3$5.50; Lot s up to 30, 000
sq. ft. 96.00; Lots up to 35, 000 sq. f t. , ~fi6. 50.
Thereupon it was moved by Councilman Tucker a.nd seconded
by Councilman ~rteyer that the weed assessment 1.e calculated on
the basis as recommended by the City Engineer as stated above.

A communication eras received from Fire Chief Daetweiler,
stating that he h=is had a corlununication from Mr. Ray Holmes, person-
nel Manager of P~=cific Iron and Steel Co., located at 11633 S.
Alameda. Blvd. that they ma.y desire to make application for fire
protection through the City of Lynwood similar to the service now
furnished- by the City to Drake Supply Co., stating that nn the
basis of their present assessed valuation that an annual collection
of X1,363.59 >hrould accrue to the City, however, Pacific Iron and
Steel Co, do not want to pay on this high rate.
Thereupon it was moved by Councilman Meyer and seconded
by Councilman Tucker that the Fire Craef be authorized to negotiate
with Pacific Iron and Steel Co. for fire protection on the basis
of five cents above the cost to local residents for fire protection.
All members of the City Council present voting aye, the Mayor
declaz°ed the motion duly carried.
A communication was• received.. from David. T. Corlett offer-
ing to purchase Lots 4 and 5, Block G, Tract 6473 for the scam of
X500.00 free and clear of all debt and City to furnish a merchantable
title thereto, This offer being within the appraisal of said
Lots, and there being no one present after having been ~•iven an
opport>.znity to do, wr~o wished to raise said bid, it was moved by
Councilman Shrock and seconded by Councilman Tucker that said offer
be accepted.-

Two petitions were received. sir:ned by Russell Clark,
Phyllis L. Tetter a.nd 5~ others, objecting to a proposed airport
easterly of Bullis Road, between Imperial highway a.nd Century
Boulevard, stating that an airport in this area. wo~.ald depreciate
the value of their property; would be noisy; would be hazardous
to t~:e 1°esidents; is dirty and dusty; detrimental to the hospital;
would not afford. good draina~:e to the district south of Trait 12600.
i~."r. Russell C7_ark and. Edu~ir~ R. Thompson addressed the
Council on the matter stating that the dust that. is forthcoming
from the airstrip that is being constantly tiragF~:ed is most object-
ionable to the residents in the area, stating that it is assumed
that not so much work would be undertaken unless it is intended
to go ahead with the project.
A,+layor Wige;ins stated tr?t he v+~ould not be in favor of
an airport in that district unless a. majority of the property
owners in the district would. be in favor thereof, stating further
that no airport can be put in until the land is rezoned for such
purpose.
After dt~e cor.sidera.tion of the matter, it w~.s ~r_oved "by
Councilman Shrock and seconded by Councilman L~~eyer that Mr. W.
I. Hollingworth be notified about the corrplair.t about the dust
that has been registered due to his dragging of the field., and
reaiaest riim to correct the situation. All members of the City
Council present voting aye, the A.~ayor declared tre motion r'..uly
carried.
A bond covering Elizabeth Cora Snodgrass as Assistant
Treasurer ~n the sum of X2,500.00 was submitted. Thereupon it was
moved Ly Councilman Tucker and seconded by Councilman Shrock that
said r~ond be approved. Al.l members of the City Council present
voting aye, the A%a.yor declared the motion duly carried.

Arr. Thompson addressed. the Council about the use of
residential property on 108th Street by Almas House mo~.Jers, re-
auesting that the situation be corrected as it is not a commercial

Councilman A~Teyer that the matter be referred to the Building Inspector
for investigation and report at the next meeting of the City Council.

UNFINISHED BUSINESS:
c communication was received from City Engineer Craves
reporting on the matter of weed refund ret~uest by ~?r. Cleary to
the e#'fect that the first description checked was in error, and the
new description furnished covers Lot 3, Blocs 9, Tract 9337, was
charged for weeds, recommendin~• that a refund be made to A~Ir. Cleary
covering it. Thereupon it was moved by Councilman Shrock and seconded
by Councilman Meyer that the refund for charge for weeds be made
for 1944-45 in the sum of X3.2.5 and that a atarrant be included
in the list of dema~d_s for said amount.

In view of the fact that Building Inspector Evans may
be aff duty for some time on account of illness, it v++as moved by
Councilman Shrock and seconded by Tucker that the City Engineer be
instructe? to have his man supply help for inspector and to secure
the application fora substitute Building Inspector during Mr.
Evans absence. All members of the City Council present ~,roting
azre, the AJlayor declared the motion duly carried.
Thereupon it v~Tas moved b,y Councilman Shrock and seconded
by Councilman lUTeyer that the City offer to pay for the construction
of the rroposed side~~~alk on Long Beach Boulevard on the five feet
that.the City is endeavoring to secure deeds for from property
owners, and that an a?~peal be made for deeds on this new basis.

declared the motion carried.
It was moved by Councilman Tucker and. seconded by Councilman
Shrock that the meeting adjourn to May 15, 194.5, at 7:30 P. M.
