HomeMy Public PortalAboutTBM 2020-01-08 FRASER BOARD OF TRUSTEES MINUTES DATE: January 8, 2020 MEETING: Board of Trustees Regular Meeting PLACE: Fraser Town Hall Board Room PRESENT Board: Mayor Philip Vandernail; Mayor Pro-Tem Eileen Waldow; Trustees; Andy Miller, Herb Meyring, Katie Soles and Ryan Barwick Staff: Town Manager Jeff Durbin; Town Clerk, Antoinette McVeigh; Town Planner Catherine Trotter; Marketing and Economic Development Manager, Sarah Wieck; Public Works Director, Russell Pennington; Assistant Town Manager, Michael Brack; Town Attorney Rod McGowan; Police Chief, Glen Trainor Others: Natalie Ricks, Rocky Mountain Cannabis Mayor Vandernail called the meeting to order at 6:04 p.m. 1. Rol!call: Mayor Philip Vandernail; Mayor Pro-Tem Eileen Waldow; Trustees; Andy Miller, Herb Meyring, Katie Soles and Ryan Barwick 2. Approval of Agenda: Trustee Soles moved, and Trustee Barwick seconded the motion to approve the agenda. Motion carried: 6-0. 3. Consent Agenda: a) Minutes December 4, 2019 Trustee Waldow moved, and Trustee Meyring seconded the motion to approve the consent agenda. Motion carried: 6-0. 4. Executive Session: For a conference with the Town Attorney for the purpose of receiving legal advice on specific legal questions under C.R.S. Section 24-6-402(4)(b) and For the purpose of determining positions relative to matters that may be subject to negotiations, developing strategy for negotiations, and/or instructing negotiators, under C.R.S. Section 24-6- 402(4)(e). Regarding litigation to include TM Durbin, PWD Pennington and TA McGowan. Trustee Miller moved, and Trustee Soles seconded the motion to enter the Executive Session at 6:05 pm. Motion carried: 6-0. Trustee Soles moved, and Trustee Miller seconded the motion to exit the Executive Session at 6:26 pm. Motion carried: 6-0. Page 2 of 3 Town Attorney McGowan was excused after the Executive Session. Attorney's Opinion Required by C.R.S. 24-6-402(2)(d.5)(II)(B). As the attorney representing the Town of Fraser, I am of the opinion that the entire executive session, which was n. r- o':ed, constituted a privileged attorney-client communication. I. Discussion and Possible Action Regarding: a) Plant Investment Fee Attainable Housing Incentive Program No Action b) Resolution 2020-01-01 Three Mile Plan Trustee Miller moved, and Trustee Waldow seconded the motion to approve Resolution 2020-01-01 Three Mile Plan. Motion carried: 6-0. c) Ordinance 474 Amending Chapter 6 Articles 5 And 7 Regarding Dispensary Signage Trustee Soles moved, and Trustee Miller seconded the motion to approve Ordinance 474 Amending Chapter 6 Articles 5 And 7 Regarding Dispensary Signage. Motion carried: 5-1, Nay Barwick. d) Byer's Peak Ranch Filing 2 Sketch Plan Town of Fraser Comments The TB will send a letter of comments to the Board of County Commissioners. e) The Drop The TB and Staff apologizes for the closure of The Drop over the Holidays and will strive to continue improving the services. f) Resolution 2020-01-04 Authorizing Expenditure for A Wastewater Collection System Master Plan Trustee Miller moved, and Trustee Soles seconded the motion to approve Resolution 2020-01-04 Authorizing Expenditure for A Wastewater Collection System Master Plan. Motion carried: 6-0 g) Resolution 2020-01-03 Official Posting Location Trustee Sols moved, and Trustee Meyring seconded the motion to approve Resolution 2020-01-03 Official Posting Location to include curtesy posting locations'at Fraser Town Hall and the Fraser Post Office. Motion carried: 6-0 h) Fraser Winter Park Deed Restriction Program Page 3 of 3 Staff will bring back a map to further discuss where the deed restricted house can be located. i) Proposed Fraser Housing Authority Representation The Economic Development Advisory Committee will be approached to be the Fraser Housing Authority. This will be a five-member Board that will not include any Board members. 6. Open Forum: a) Business not on the agenda 7. Updates: Barwick, wide loads on US HWY 40 8.
