M. Mayor Wiggins in the chair. Councilmen Looney, Shrock, Meyer, Tucker and Wiggins answered the roll call. It was moved by Councilman Shrock and seconded by Councsil- man Looney that the minutes of the previous adjourned regular meet- ing of May 28, 1945 be approved a.s written. All members of .the City Council voting aye, the Mayor declared the motion dtaly car- ri ed. WRITTEN COI~dUNICATIONS: A communication was received from the State Board of Equalization regarding City's inquiry regarding the issuance of ,. licenses for dispensing of alcoholic beverages by the State, stat- e ing that there has been no change in the policy of the Board in issuing licenses, and if there has been an influx of such licensee that it has been from transfers from existing licenses at other points in Los Angeles County, stating that they will send out a representative from their office to further discuss the matter with City Officials. Two notices of issuance of licenses by the State to new applicants, one for a transfer of business and the other a new establishment, were presented. City Attorney Barnes explained the best method to assure results in ob,~ecting to any liquor establishment. Thereupon it was moved by Councilman Meyer and seconded by Councilman Tucker that the.City Council protest the issuance of a license at 4225 Abbott Road, Lynwood, and that the City Clerk be instructed to so notify the Board of Equalization. All members of the City Council voting aye, the Mayor declared the motion duly carried and it was so ordered. . A Petition was received signed by Lee Anderson and 11 others requesting that no further bill board signs be permitted to be erected on Long Beach Blvd., between Century Boulevard and Tecum- seh Ave. as they are a nuisance, very unsightly and unsanitary conditions prevail as a result of existing signs. There being no ob,~ection, said petition was ordered filed. A communisation was received from Foster a.nd Kleiser, making application to erect a Sign on Lots 236 and 237, Tract 2551, . stating that this is a replacement of a sign formerly located at Long Beach Blvd. and Louise St. There being no objection, said application was ordered filed and no further action was taken thereon. A communication was received from the Church.of the Na2- arene requesting permit to erect a 40 x 60 tent at the corner of Tweedy and Long Beach.Blvd. for a period of one month, stating that they have consent-of the owners. After due consideration of the matter, it was moved by Councilman Meyer and seconded by Coun- cilman Looney that the request be granted with the understanding that.the tent be fireproofed satisfactory to the Fire Chief. All members of the.City Council voting aye, the Mayor declared the ~, motion duly carried and it was so ordered. A communication was received from Mrs. Chester Kayser and signed by 6 others requesting that the City level the ground on Lots 108, 109 and 110 in the 3900 block on Virginia Ave.. suitable for use by children in the neighborhood as a playground, stating that they have the consent of the owners of the Lots; Thereupon it was moved by Councilman Looney and seconded by Councilman Shrock that the Street Superintendent be instructed to level off said lots with City equipment so that it may be used for a playground as r e- quested. All members of the City Council voting aye, the Mayor declared the motion duly carried. A communication was received from California Jewelry Mfg. Co. making application for a license to operate a jewelry manufact- uring business at 3236 Mulford Ave., stating that they are making aircraft parts at the present time. Thereupon it was moved by Coun- cilman Shrock and seconded by Councilman Looney that permission be granted to said Co. for the duration of the war and six months thereafter, and that the License edllector be authorized to issue license therefor. All members of the City Council voting aye, the Mayor declared the motion duly carried. A communication was received from J. F. Schwab to the eF- fect that he noticed that on the 1944-45 taxes that the City had charged him X3.60 for cleaning weeds off his Lots in Tract 1, stat- ing that inasmuch as he cleaned. the weeds ofF himself that he would request a refund therefor. It was moved by Councilman Tucker and seconded by Councilman Meyer that said matter be referred to the City Engineer to determine if the applicant notified the City that he had cleaned the weeds as regraired; also to determine, if possible, whether the City cleaned them or not. All members of the City Council voting aye, the Mayor declared the motion duly carried. A communication was received Prom YVilliam J. Grayson Post No. 85, by W. A. Hockett, Commander, stating that the American .Legion has agreed to Furnish suitable grounds, a7.1 permits and licenses for a period July 24 to August 5, 1945, in order to bring Ferris Greater Shows to Lynwood under its auspices and to exhibit on Century and Long Beach Boulevards. Thereupon it was moved by Councilman Tucker and seconded by Councilman Meyer that permission be granted to the American Legion, and that the license fee be waived. Roll Call: Ayes: Councilmen Looney, Shrock, Meyer, Tucker and Wiggins. Noes : None. A communication was received from Orvill L. Cain. Planning Consultant, offering his services in connection with post war plan- ning project. There being no objection, said communication was ordered filed. A communication was received From City Engineer Graves recommending that the salary of Mr. Fensterman be increased Prom 9185.00 per month to X210.00 per month, and the salary of Mr. Spicer from X172.00 per month to X185.00 per month. It was moved by Councilman Tucker and seconded by Councilman Looney that the recommendation be accepted and that the increases in salary as recommended be granted. Roll Call: Ayes : Councilmen Looney, Shrock, Meyer, Tucker and Wiggins. Noes: Nine. A communication was received From Chief of Police Kerr recommending that Mr. Robert Reynolds who is employed as Desk Sergeant in his Department be granted a three months leave of absence because of his present illnes$, stating that he has used up his sick leave and vacation time, but needs this additional time in order for his leg to heal. Thereupon it was moved by Councilman Looney and seconded, by Councilman Shrock that the request be granted. All members of the City Council voting aye, the Mayor declared the motion duly carried. A communication was received Prom H. L. Byram, Ta$ Col- lector, by W. E. Schwab, Deputy and Chief Clerk, attaching a re- solution by the Board of Supervisors wherein they grant a one-year's extension in connection with the Agreement No. 159 dealing with tax deeded lots sales by the City of Lynwood. There being no ob,jeetion, said communication was ordered filed. A communication was received from Horace D. Jones, offering to .purchase Lot 67, Block 3, Mod,jeska Park for the sum of 5175.00, Free and clear and City to perfect title thereon. This offer being within the appraisal thereof, and no one present after having been given an opportunity to raise the offer, desired to do so, it was moved by Councilman Looney and seconded by Councilman Meyer that the offer be accepted. Roll Call: Ayes: Councilmen Looney, Shrock, Meyer, Tucker and Wiggins. Noes: None. A communication was received From E. W. Luther, offering to purchase Lot 74, Block 19, Mod,jeska Park Por the sum of X175.00, free and clear of all debt, and City to furnish merchantable title thereon. This offer being within the appraisal thereof, and no one present after having been given an opportunity to increase the offer, desired to do so, it was moved by Councilman Looney and seconded by Councilman Meyer that said offer be accepted. A communication was received Prom the Planning Commission of Lynwood recommending that Lots 122, 123, 124, 154, 155, 156 and 157, Tract 921 be rezoned from R1 to C3 as Petitioned by Mr. Lytal, setting forth their grounds therefor. Thereuppon TENTATIVE REPORT OF THE CITY COUNCIL GE` `THE CITY OF LYNWOUD, CALIFORNIA, IN RELATION TO PROPOSED CHANGE OF ZONE", of the Lots as specified above, was read. Thereupon it was moved by Gouncilman Shrock and seconded by Councilman Tucker that said Tentative report be.a dopted. Ro11 Ca11: Ayes: Councilmen Looney, Shrock, .Meyer, Tucker and Wiggins. Noes: None. A communication was received from the Planing Commission of the Gity of Lynwood, stating that they had.reconsidered their action in connection with heavy hauling on Bellinger Street after a delegation of residents appeared before their Honorable Body at the meeting held on June 4, therefore recommending to the City Council that they order Bellinger Street posted against heavy hauling, between Imperial Highway and Los Flores Blvd. Thereupon it was moved by Councilman Shrock and seconded by Councilman Meyer that the Chief' of Police be instructed to post said Bellinger Street prohibiting the heavy hauling over said thoroughfare, between Imperial Highway and Los Flores Blvd. Roll Call: Ayes: Councilmen Looney, Shrock, Meyer, Tucker and Wiggins. Noes: None. A communicatio n was received Prom the Planning Commission of the City of Lynwood to the effect that Mr. Bruce Almas appeared before th+~ir body on June 4 requesting that he be permitted to use Lot 42, Block 1, Tract 5418 now in residential area Por his business to store material thereon, the Commission recommending to the City Council that permission be granted for the duration oP the war with the understanding that the materials stored be hot higher than the board fence now constructed on the Lot; also that after July 1, 1945 the firm cease to operate trucks on 108th Street. After due consideration of the Matter, it was moved by Councilman Tucker and seconded by Councilman Looney that the recommendation$ be denied and that Mr. Almas be required to live up to existing zoning regulations. All members of the City Counci 1 voting aye, the Mayor declared the motion duly carried. Mr. Thompson addressed the Council on the matter also. A Communication was received Prom the Planning Commiss- ion of the City of Lynwood recommending that the City Council designate a space in the City Park for use of the youth of Lynwood ~~here they 'may move a temporary building for their use until a permanent building may be erected. The Mayor stated the Council would furnish a site in the City Park for a temporary quarters and would assist with the building, and suggested a Committee of their advisory board and the youths themselves, meet with the members of the City Council and work out details. Mr. Bob Horner addressed the Council on.the matter, stating that the Youth Committee had talked over the matter inform- ally and had decided that they wanted a location outside of the City Park, and asked the City Council for the use of a Tax Deeded Lo t,.stating that their organization could secure donations Prom citisens in Lynwood, stating that the Youth desires to have something that they may call their own. Mr. Horner was informed to check with the City Clerk to determine if ar~y tax deeded lots are available, and if there .is that the City Council will be glad to cooperate with the youth movement. ~~ A communication was received Prom the Planning Commission .of Lynwood, recommending that the City Council instruct the City En- gineer to proceed with plans for post war projects to improve streets within the City of Lynwood in order that full benefit may be re- ceived by the City from matching funds to be furnished and app- ropriated by the State oP California. Councilman Tucker stated that he believes that the water pro,~ects should be laid in the streets first so that they need not be torn up after improvement of street surface is made. City Engineer Graves stated that most oP the water line plans are complete. . Thereupon it was moved by Councilman Shrock and seconded by Councilman Tucker that the recommenda.tiona of the Planning Com- mission be carried out and that the City Engineer be instructed to commence the work at as early a date as possible. All members oP the City Council present voting aye, the Mayor declared the motion duly carried. ,,,~ A communication was received from H. 0. SAartout, M. D., Health Of Picer, submitting a contract forpublic health services for Pineal year 1945-46 for approval and. execution. 'Thereupon it was moved by Councilman Shrock a_nd seconded by~Councilman Meyer that the Mayor be authorized to exxcute said contract .for and on behalf _ of the City of Lynwood. All members of the City Council presern'~ voting aye, the Mayor declared the motion duly carried. A communication was received from Mr. Calvert E. Williams, 4235 Brewster St. objecting to the method of financing the proposed park improvement stating that he is in favor of the improve- ment but believes the money should be provided by taxes and not by raising the water bills, and if adopted, that there Should be a time limit when the rate will be reduced to its Former rate. There being no objection, said communication was ordered filed. A communication was received from City Engineer Graves addressed to Councilman Ray Tucker, water Commissioner, reporting on the drilling of the new well to the effect that in spite of very favorable underground gravel that usually indicate that water is available, that the contractor has been unable to produce very little water form his perforations, fever, that he is still working on the matter; also recommending that in spite of outcome of this well that another well is needed, therefore, recommending that bids be asked for the drilling oP another well. Councilman Tucker addressed the Council to the effect that inasmuch as the City has so much money invested in this pro- ,~ect that he believes that every effort should be made to produce water,.stating that there is a Lane ~`~'ell concern that can photograph the hole to determine conditions; also that the well might be blasted which might result in breaking the crust so that water will b e forthcoming. Thereupon it was moved by Councilman Meyer and seconded by Councilman Shrock that Commissioner Tucker and the City Engineer be authorized to make further explorations and test the well fully Prom every angle before it is abandoned. A communication was received from City Engineer braves, stating that the new type luminaires have been installed at ~,yawood Road and Louise St, on Lnng Beach Blvd., recommending that such new standard be installed whenever an old standard is wrecked, Gtating that 11 such standards are available at the present. time, and as these standards are not n®w being made, that he would recom- mend that the purchase be made for a consideration of X1,034.00. Thereupon it was moved by Councilman Shrock and seconded. by Council- man `Tucker that the City Engineer be authorized to make such pur- chase as suggested. There being no ob,~ection, said Communication was ordered filed. The report of the City Court for the month of May was received and. ordered filed. ORAL COMMUNICATIONS: ~~_.-T__, Mr. L. A. Miller addressed the Council regarding the possibility of negroes moving in on 110th Street. Mayor Wiggins stated that the matter was investigated and that an old couple of the Caucasian race is supposed to be moving in there,-and the negroes were only helping in cleaning the premises. Mrs. Barbee addressed the Council regarding the Youth movement; also regarding the expenditure of water funds Prom the 25¢ water increase. Mr. Thomp$on addressed. the Council regarding the matter of eliminating trucks from using Drury Lane, stating that they are leaving streaks of oil on the pavement, suggesting that they might travel west on Norton, thence south to Fernwood Ave. in order to get in and out. NEVI' BUSINESS: A Grant Deed, whereby the City of Lynwood proposes to convey its interest in Lot 37, Tract 921 to Harvey Largent and wife, was. submitted. Thereupon RESOLUTION TvO. 1812, entitled "RESOLUTION SELLING CERTAIN REAL ESTATE AND AUTHORIZING THE EXECUTION OF A DEED UPON PAYMENT OF THE CONSIDERATION NAMED THEREIN," was read. A communication was received signed by 11~. R. Dawes and R. R. Strehlow requesting permission to build at 10800 Long Beach Blvd. a small temporary office building 12 x 20 according to plans submitted, stating that they have a one year lease on the premises. ffir.
