M. Mayor Wiggins in the eha.ir. Councilmen Shrock, Meyer, Tucker and Wiggins answered the roll call. Councilman Looney wa.s absent. In the absence of City Clerk, R. W. Anderson, Pearl C. Morris, Deputy City Clerk, Served. It was moved by Councilman Shrock and seconded by Councilman Meyer that the minutes of the previous regular meeting of August 7th, 1945, and the ad,~ourned regular meeting of August 15, 1945 be approved as written. All members of the City Council present voting aye, the Mayor declared the motion duly carried. WRITTEN COIuiNTUNI CA`I'IONS A communication wa.s received from Mr. I. E. Debbold making ,..,,, application to build. and operate a retail store and repair shop in the sale of Marine Hardware, sporting goods, marine paints, outboard and inboard gas engines. Permission was granted for him to do so providing it meets with the approval of the Fire Chief and the Building Inspectors approval, said store to be located on the east side of Stag Street north of Tenaya Avenue, in Fire Zone #2. Communication was received from Acosta Core Works, 11688 At7sntic Avenue, requesting permission to engage in the manufacture of sand gores for foundry castings at this location. C©uncilma~ Shrock was disked to investigate said type of manufacture and report back at the next meeting of the City Council. An application to operate an E. Z. Swim Mask Assembly Plant to be located at 11314 Atlantic Avenue, by Robt. B. Bowler, was received. After consideration. it was moved by Councilman Shrock and seconded by Councilman Tucker that same be referred to Firs Chief Daetweiler and make a report for next Council Meeting. A11 members of the City Council present voting aye, the Mayor declared the motion duly carried. An application for s license to operate a wet wash baby laundry at 10235 Long Beach Blvd., by Harry S. Fahnestock was received. It was moved by Councilman Meyer and seconded by Coumcil- ma.n Shrock that said license be granted. All Councilmen present voting aye, the Mayor declared the motion duly carried. A communication was received from A. B. Surber asking that Lot 9 and 10, Block 12, Tract 5418 be included. in the light manufact- uring zone. The City Council instructed the City Clerk to notify Mr. Surber to notify tie Planning Commission in wieiting of his desired change of zone for their recommendation. A communication was received from Chief of Police Kerr as to the purchase of paint for the year for traffic signs. The cost for the years sign painting tvolild be X714.50. Chief Kerr stated that he wo~~ld like to place this order and have deliveries made in 100 gallon lots as used. It was moved by Councilman Meyer and seconded by Councilman Shrock that the Chief of Police Kerr purchase paint in 100 gallon lots for traffic sign painting. A11 members of the City Council present voting aye, the Mayor declared the motion duly carried. A communication was received Prom the Sisters of Saint ,~ Francis, Mount Alverno, offering to sell to the City of Lynwood certain p8rcels of land in the City of L1~nwood, designated and shown as North 30 feet of Beachwood Avenue and the West 27.04 feet of Stockwell Street at the rate of X2,000.00 per acre. Tha City Cou ncil directed this communication be referred to the City Attorney for checking. A communication was received from the Lynwood Seventh.-day Adventist Church, asking permission for the erectionof a tent at Century Boulevard and Long Beach Boulevard for evangelistic meetings stating that the tent would be pitched from the middle of September to the and of the year and they would be dismissed by 9:I5 each evening. It was moved by Councilman Tucker and seconded by Council- man Meyer that permission be granted. All members of the City Council voting aye, the Mayor declared the motion carried. An offer to purchase Lots 49 and 50, Block ~, r~od,jeska Acres, for 500.00, was received Prom Mr. Henry G. Schmidt, said lots to be free and clear of all indebtedness and the City to clear title thereto. It was moved by Councilman Tucker and seconded by Councilman Meyer that said bid be accepted if it being within the appraisal value. ~~ Ro11 Ca11: Ayes: Councilmen Shrock, Meyer, Tucker and Wiggins. Noes: None. Absent: Councilman Looney. Gasoline Report was received and ordered filed. Audit report was received for the last quarter of the fiscal year 1944-1945. ORAL COMNNNICA'1'IONS: ._. ~ ~ _ _.... . Mr. Aubry Goldin who resides at 3382 Norton Avenue, Lynwood, addressed the City Council as to the proposed doing away with chickens in the City of Lynwood. Asking that the people have it put to a vote about the keeping of chickens. Mr. Peter T. Baden, Cornish Avenue, C. Meyers, B. Larson, 3171 Louise Street, Mr. Borden 11800 Esther St., Mr. Tribble, 3614 Norton, Avenue, Mrs. E. V. Lar1, 3164 Banning, John Crow, 3547 Palm, Mr. Rassmusson, Fernwood, all expressed their ideas as to keeping chickens in the City of Lynwood. Mr. S. H. Stephens who resides at 3306 Euclid Avenue, Lynwood, addressed the Council regarding the keeping of chickens and rabbits, asking that they appoint a committee of 5 men to r egu- late the keeping of rabbits and chickens, suggesting that they appoint 1 for commercial rabbits and 1 for back yard and 3 for chickens. Mr. C. E. Bruoh who resides on Pine Avenue spoke in fa'v'or of a limit to the number of chickens. Much discussion was had at this time. Whereupon it was moved by Councilman Shrock and seconded by Councilman Meyer that Mayor Wiggins be appointed to appoint 7 persons to serve as a committee in investigating the chicken and rabbits in the City of Lynwood and report their findings in 60 days to the City Council. All members of the City Council present voting aye, the Mayor declared the motion carried. Mrs. Clara Benek, 3517 Los Flores addressed the City Council as to the burning on Imperial Highway late in the evening; with a very bad odor. Mrs. Benck was referred to contact the Fire Department with her complaint as there are times for regulating bu rni ng. UNFINISHED BUSINESS: Or~DINANCE IvO. 414, entitled "AN ORDINANCE OF THE INCOR- ~-'ORA`T'ED CITY OF LYNWOOD, CALIFORNIA, ESTABLISHING TAX DISTRICTS NO.- 1, AiVD N0. 2 OF SAID CITY, FIXING THE RATES OF TAXES, AND LEVYING TAXES FOR THE FISCAL YEAR BEGINNING JULY 1, 1945, AND ENDING JUNE 30, 1946." was read for the second time by caption. Thereet~DOn it was moved by Councilman Shrock and seconded by .Councilman Meyer that the further reading of the ordinance be waived. All members. of -the Council present. voting aye, the Mayor declared the motion duly carried. Thereupon it was moved by Councilman Meyer and seconded by ,Councilman Shrock that said ordinance be adopted as read the second time, finally pass, and be published as required by law. E. Williams in the Fernwood and Brev~~ster Avenue District was received, stating that he has checked with the Southern California Edison Company and they claim that they are in accordance to the rules of the Railroad Commission and these are of no different type than have been installed previously as they soon become discolored and. unnotic~~,~~e. City Engineer Graves reported•on a communication received from J. S. Schwab as to a charge made of $3.60 for weeds during the year of 1944-45 for cleaning off his lots in the Lugo Home Tract, As the exact Lot v+.as not determined ?+![r. Graves was asked to check ~tzst which lot it is and report back. ,~..~ Report was received from Engineer Graves relative to the request of the School Board upon certain vacation of Alma Avenge in exchange for a deed to the City of Lynwood for widening of another portion of Alma Avenue with map attached giving location for said work to be done. Stating that the cost for materials of read oil with a small amount of fine rock dust would be in the amount of X148.71. Thereupon it was moved by Councilman Tucker and seconded by Council- man Meyer that the work be done at a cost of X148.71. All members of the City Council present voting aye, the Mayor declared the motion duly parried. Chief of Police Kerr reported on the application of the Junior Symphony Society of 373 South Bellflower Boulevard, Bellflower, California, that to date they have not filed with several business firms of Los Angeles County the intent and purposes of this society and. he. would recommend that this application be denied inasmuch as the funds collected by the Society provides for one monthly lesson, as he feels the merchants will be paying more. than that which is received by the members from this City. It was moved by Councilman Meyer. and seconded by Councilman Shrock that the Chief of Police action be ratified. All members of the City Council present voting aye, the Mayor declared the motion duly carried. Communication was received from Ensign A. F. Buckley making complaint against the Courtesy Cab Company at 11446 Long Beach Blvd., for overcharge of fare from Los Angeles City to Lynwood, California said matter was referred to Chief of Police Kerr to make report on same. City Engineer Graves submits Form M. C-4 for Maintenance of Atlantic Avenue, State Highway Fund, asking; for ~2,390.~0 for this work to be done. I t wa.s moved by Councilman Shrock and seconded by Councilman Meyer that the Mayor be authorized to sign said applications in behalf of the City of Lynwood. Hohn addressed the Council ~s to the garbage contract change, It was moved by Councilman Meyer and seconded by Councilman Shrock that the City Attorney be instructed to draw up a new contract for three years at X750.00 per month. All members of the City Council present voting aye, the Mayor declared the motion duly carried. Mr. J. A. Sammons of 3393 Los Flores ~oulevard,addresaed the City Ccyuncil in the matter of a proposed airport in the City of Lynwood. The City Council asked Mr. Sammons to refer his inquiry in writing to the Planning Commission. A communication was received from Gordon R~hitnall, Planning Commission Consultant, with reference to a check for X50.00 tendered for the month of July services rendered to the City Planning Commission refusing to accept same as the statement he rendered was for the full a.maunt agreed to of X100.00. It was' moved by Councilman Shrock and seconded by Councilman Meyer that he believes that the Council should be the one to act upon any change and not an Official and that an additional check be drawn for X50.00 to Mr. Gordon rNh.itnall for July ser~rive to the City Planning Commission.
