CALL TO ORDER
The Regular Council Meeting of October 4, 1999, was convened at 7:30 P.M. by Mayor
Tom Rackers.
Prayer was offered by Councilman Charles Jackson, followed by the Pledge of Allegiance.
ROLL CAL
The following Council Members were present for the roll call:
Present: Blaney, Jackson, Landwehr, Nelson, Nilges, Stella, Vincent, Vogel,
and Weber
Absent: Jaynes
A quorum was declared present.
PUBLIC HEARINGS
Rezoning 1.08 acres of 2.2 acre tract at 2808 E. McCarty from RS -2 (Single Family
Residential) to M -1 (Light Industrial). Planning and Code Enforcement Director Keith
DeVault gave a presentation outlining the background of the request for rezoning. Following
his presentation, no one present requested to speak in favor of, or opposition to, the
proposed rezoning. Mayor Tom Rackers declared the public hearing concluded.
CONSENT AGENDA
The following items were presented for approval on the Consent Agenda:
a. Minutes of September 20, 1999 City Council Meeting
b. Designation of Steve Schlueter as Employer Representative at 1999 LAGERS
Annual Meeting
c. Authorizing Execution of Safety Grant (as approved by Resolution RS99 -2)
A motion was made by Councilman Rick Nilges to approve the Consent Agenda as
presented, seconded by Councilman Larry Vincent, and approved unanimously.

ANNOUNCEMENTS BY TH
E MAYOR
Mayor Tom Rackers presented a plaque to Public Works Director Marty Brose and Transit
Division Director Tom Hood from the local NAACP which commended the Transit Division
for its outstanding record of hiring personnel from minority backgrounds. Mr. Brose and Mr.
Hood were present to accept the award. Mayor Rackers also thanked the NAACP on behalf
of the City for its recognition of this achievement.

Following passage of Bill 99 -67, Councilman Charles Jackson made comments stating his
concern for the procedure which was followed in this particular bid. He said that he had
received calls from citizens regarding the issue as well, and that he hoped there would be
no change orders connected to this project.

Following passage of Bill 99 -72, Councilman Steve Nelson reminded the public that anyone
who wished to run for City Council should contact City Clerk Phyllis Powell for more information
about filing for office.

There was no new business to come before the Council at this time.

Discussion of Chamber Contract for MODAG Loan Program — Following a presentation by
Finance Director Steve Schlueter in which he explained that the Council adopted

Resolution RS99 -5 on August 16, 1999 pertaining to this issue. Following his presentation,
a motion was made by Councilman Larry Vincent to approve the contract as presented,
seconded by Councilman John Landwehr approved unanimously. Councilman Charles
Jackson stated that he felt this information (the contract) should have been provided to the
Council at the same time RS99 -5 was presented to them for adoption.
Councilman Charles Jackson and Councilman John Landwehr both made comments
regarding to Planning and Code Enforcement Director Keith DeVault, whose last day with
the City of Jefferson will be October 8. They both commended him highly on a job well done
during his six years of employment as Director of Planning & Code Enforcement, and
wished him well on his new position.
COUNCIL LIAISON REPORTS
Councilman Larry Vincent announced a meeting of the Environmental Services Committee
at 5:15 PM on Tuesday, October 12.
EXECUTIVE SESSION MINUTES
September 20, 1999, Executive Session Minutes — A motion was made by Councilman
Rick Nilges for approval of the minutes, seconded by Councilman Steve Nelson, and
approved unanimously.
GO INTO EXECUTIVE SESSION
A motion was made by Councilman Steve Nelson that the Council go into Executive
Session at this time to discuss matters pertaining to real estate, litigation and personnel.
Motion was seconded by Councilman Larry Vincent, and approved by the following roll -call
vote at 7:55 P.M.
