of tre Lynwood. Junior High School to the effect that the Lynwood
Juvenile Base~~~a_ll Congress started Saturday l~ov. 3, 1945 ~ti~ith 135
boys present, stating treat the congress Bill continue each Satur-
day and Sunday for eight months, suggesting that the traveling
semi-pro team, naai~ely Engineers, of ~lilmington, be reauested to
relinquish the baseball diamond at the City Park Sunday afternoons
hereafter so flat the Recreational Committed of Lynwood may con-
tinue a full ~~~rogram; also suggesting that the Park Superintendent
Cliff ??'~llac~; be requested to have ground keeper tixaork the ball
Diamond early S~.turday and. S~~nday mornings.
NIr. Paul Kerr addressed the Council stating that the Re-
creation Committee i s meeting tomarrov~ w~,:en they wrillconsider the

ved signed by 0. L. Lattin and 10 others requesting ~,~he City to re-
condition t=°~e a.lley. Thereupon it Sias moved by Councilman Shrock
and seconded by Councilman i~~eyer that said petition be referred to
the City Engineer for study and give a report to the City Council
as to tr.e cost for such improvement. All. members of the City Coun-

A communication was received from I~~r. Ci-~as. E. Marcy ~o
the effect th~~t h.e has noticed in the paper that City Council has
adopted an Ordinance requiring a set back of 10 feet on Long Beach
Blvd, for net^a structures, requesting that such provision be waived
as affecting his property as he now has a motel next to a Lot that
he is anticipating buildin~~ another unit of his court on, a.nd that
it would spoil hs effect if he were required to set back more than
the old set back of 7 feet, presenting a plan u~?hich showed. a belfry
on the north end of the building which ~a~ould be the advertising
value of the enter~~rise.

such plant must also be approved by the State of California.
Fire C~~ief Daetweiler addressed tre Council to the effect
that such clea.nin~~ establishments did not used to be permitted in
Zones 1 and 2, Lo~Arever, there is no~~i one that is approved by the
State Fire P~Iarshall' s office known as I40-F cleaning plant.

subject to approval of the Fire Chief of Lyn~Alood and the State

A communication was received from E. R2. Austin, Adjutant
of the Navy Mothers Club of LyntA~ood requesting permission to hold
a tag day on Saturday preceding Armistice day; November 10, the
proceeds to be used in their welfare c~rork at their adopted ward
at the Navy. Hospital at Corona, California. Thereupon it eras moved
by Councilrnan~ i!1e~Ter and seconded by Councilman Tucker that permis-
sion be granted, All mem~:ers of the City Council present voting

A Petition alas received from property owners in the vici-
nity of Caress Street as it exists north of the P. ~ E. ri?~ht of way
signed by Dr. S, H. Burgess and. 77 others requesting that the City
Council consider and remedy the flood condition that existG along
Caress Ave., stating that it is very difficult for children to
reach the ?xj,~:shington Grammar School, a_s well as for motorists,

a.nd it is alm.,t impossible far pedestrians to reach the F. E.
car stop at Caress, and that it .s detrimental to the health.
Dr. i~Lar;~;es~s addressed the Council stating that it has
been most ~nno, _~_nN:' during the summer months also on account of

be put out dt~rin,~ the rainy season so that children could get to
school.
I!~Iayor '"Wiggins stated that in order to completely elimin-
ate the Uiater it ~~aill be necessary to ,~-ut in a flood tiro ject that
tnrould_ take care of zTernon, ~-'untington Park, South Gate, Compton,
and L n~T~ood, t~~.t~_ng that the I:~a;?or of these Cities have had a.
meetrig urith the County officials, Supervisor Smith and the County
Surveyor and tr~.at cost estimates ~n~ill be ~~~orked up for an assess-
ment district to help drain the territories in question.

Engineer check thr territory to ascertain if any relief can be ha.d
at this time and to furnish bridges for school children during

PvTr. E. t~~=. Fritz who has a foundry on Atlantic Ave. Ad-
dressed the Council on tie matter of modernizinf~ h,_s store front
and build a concrete block baailding~ to house his furnace, which
he stated tiR-ould eliminate noise therefrom. After due consideration
of tre matter, it ti~:ra:~ determined that his establishment ~~,,~s ap-
proved only a s a_ ~=r~,'r expediency and that i t vaa ,~ to be moved. 6 months
after the cess ti on of hostilities, therefore, P~,~~r. Fritz was de-
pied a permit to improve his structure for such operation, said
location not being zoned for such 'ousiness.
