HomeMy Public PortalAboutM 1945-12-11 - CC~,~~ ADJOURNED REGULAR MEETING DECEMBER 1L 1945 The City Council of the pity of Lynwood met in an ad- ~journed regular session, in the Council Chamber of the `'ity Hall, 11331 Plaza Street, on above date, at 7:3C P. M. Mayor Wiggins in the chair. Councilmen Shrock, A~eyer, Tucker and Wiggins answered the roll call. Couneil.man Looney was absent. It wa.s moved by Councilman Tucker and seconded by Coun- cilman Meyer that the minutes of the previous re~~ular meeting of Dece~aber 4, 1945 be approved as written. All members ,f the City Council present voting aye, the Mayor declared the motion carried. An Ordinance, entitled: "An Ordinance Licensing the Transaction and carrying on of certain business, trades, profes- sions, callings and occupations in the City of Lynwood, for the purpose of raising Municipal Revenue a.nd providing a penalty for the violation thereof," was read for the first reading. Thereupon Mayor Wiggins inquired ~_f there was any one present who desired to address the Council regarding the proposed Ordinance. Thereupon Lr. Sidney Weissman addressed the Council re- garding several sections of the Ordinance, which sections were cons~.dered and changed where deemed advisable, and explanation being given thereof by City Manager Shannon. Mr. Louis Fisher addressed the Council aug~;esting a change of Sec~ion 3 to not make it restrictive. It was determined that, the language as used was in keeping with la.w. After due consideration of the Ordinance, it was moved by Councilman Tucker and seconded. by Councilman Meyer that said Ordinance be accepted as read the first time and pass to the sec- ond reading. Roll Call; Ayes: Councilmen Shrock, Myer, Tucker and 1~iggins. Noes: None. Absent: Councilman Looney. Mr. Clyde Matheny addressed the ~'ouncil on his communica- tion that was read wherein he requests to lease the real estate office that he wa.s permitted to move to 1161 6 Atlantic Ave. for a headquarters office to a distributor of paints, where no retail business will be done. Mr. Freyette, the Lessee, was present and addressed the Council regarding said matter. After it was determined teat no retail business would be transacted thereat it was moved by Councilman Meyer and se- cbnded by Councilman ~hrock that permission be granted with the understanding that no retail or wholesale business sY~all be trans- acted thereat, but it shall be used only for a distribution office, and that the permit be granted subject to the conditions set forth in the agreement in connection with the moving of the real estate office. _ Roll Call Ayes: Cot,~ncilmen Shrock, Meyer, Tucker and Wig~:ins. Noes: Nine. Absent: Councilman Looney. RESCLUTION N0. 1888, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD REQUESTING PERMISSION FROM THE COUNTY OF LOS Ai~GELES TO INSTALL SEWER LINES IN THE FIRST ALLEY EAST OF ATLANTIC AVENUE WI'T'HIN THE COUNTY OF LOS ANGELES, BE'I'V~rEEN CENTURY BOULEVARD AND OUTH BOUNDARY OF TRACT 6728, IuTAP BOOK 125, PAGES lg AND 20~ RF~'CORDS OF LOS ANGELES COUNTY, " was read. It was moved by Councilman~l~ucker and seconded by Councilman Meyer that said- Resolution No. 1888 be adopted. Roll Call: Ayes: Councilmen Shrock, Meyer, Tucker and Wiggins. Noes: None. Absent: Councilman Looney. A communication was received Prom City Manager Shannon giving a report on se~~er project No. 1945-B, stating that one reason wlay a more favorable bid. ~~,as not received was due to the inability to secure a par value bid on the proposed bonds, or the assessment roll; stating that there was a discrepancy in the number of feet of 6 inch wyes, s~~ggesting that if cash could be ~~~ made available to purchase the proposed bonds at par and the cor- rection was made as to number of feet of wyes, the bid would be approximately X19,425.00, which would still exceed the bid by more than 10 per cent of the estimate. Mr. Shannon stated that Mr. Hunsaker has informed him by letter that he desires to connect to Lugo Street at the end of the tract that he is building on, and put up a deposit oP $1,600.00 Par his part of the cost to extend the pines t2~rough eventfully to"Atlantic Ave.,, which would be X50.00 per lot, as he has some housed that are ready for occupancy and further delay on the sewer installation would greatly inconvenience him and retard his building program. Mr. Shannon also stated that Mr. Badger has stated that he will pay for some of the assessments on lots that bonds would not be saleable; also a Mr. Christensen would pay some bf the assessments on distressed properties. A general discussion ensued thereon, but no action was taken .thereon ~zntil the bids are to be received at the next meet- ing to be held on December 18, however, Mr. Shannon wQs instruct- ed to check into the matter further to determine if anything can be done to allow the present proceeding to be completed. It was moved by Councilman Meyer and seconded by Coun- cilman Tucker that the meeting ~d,journ to December 18, 1945, at 7:30 P. M.
