HomeMy Public PortalAbout11_10A_Mosquito and Vector - Staff Report - Appointment of Trustee to SGV Mosquito Vector Control DistrictMANAGEMENT SERVICES DEPARTMENT MEMORANDUM D ATE: November 17, 2020 TO: The Honorable City Council FROM: Bryan Cook, City Manager By: Peggy Kuo, City Clerk SUBJECT: ADOPTION OF RESOLUTION NO. 20-5503 MAKING AN APPOINTMENT TO THE BOARD OF TRUSTEES FOR THE SAN GABRIEL VALLEY MOSQUITO & VECTOR CONTROL DISTRICT RECOMMENDATION: The City Council (Council) is requested to appoint a representative to serve on the San Gabriel Valley Mosquito & Vector Control District Board of Trustees for a two-year term of office ending on December 31, 2022 and instruct the City Clerk to complete the resolution attached to reflect Council’s decision. BACKGROUND: 1. The San Gabriel Valley Mosquito & Vector Control District was founded in 1989 to protect residents from mosquito-borne disease through public education, surveillance, and control of mosquitoes. 2.On November 4, 2014, City Council adopted Resolution No. 14-5045 appointing Councilmember Sternquist as Temple City’s representative to serve on the Board of Trustee of the San Gabriel Valley Mosquito & Vector Control District. Her appointment was for a two-year term starting from January 1, 2015 to December 31, 2016. 3.On December 20, 2016, City Council adopted Resolution No. 16-5227 appointing Councilmember Sternquist as Temple City’s representative to serve on the Board of Trustee of the San Gabriel Valley Mosquito & Vector Control District. Her appointment was for a two-year term starting from January 1, 2017 to December 31, 2018. 4.On November 20, 2018, City Council adopted Resolution No. 18--5371 appointing Councilmember Sternquist as Temple City’s representative to serve on the Board of Trustee of the San Gabriel Valley Mosquito & Vector Control District. Her appointment was for a two-year term starting from January 1, 2019 to December 31, 2020. AGENDA ITEM 10.A. City Council November 17, 2020 Page 2 of 3 ANALYSIS : The San Gabriel Valley Mosquito & Vector Control District promotes cooperation and communication with property owners, residents, social and political groups, and other governmental agencies to aid in the efforts of educating the public about mosquito-borne diseases. The San Gabriel Valley Mosquito & Vector Control District is governed by a twenty-four member Board of Trustees with one Trustee appointed by each contracting city and one by the County of Los Angeles. A map of the San Gabriel Valley Mosquito & Vector Control District is attached (Attachment “A”). The City of Temple City (City) is one of 24-member agencies that comprise the San Gabriel Valley Mosquito & Vector Control District. The San Gabriel Valley Mosquito & Vector Control District provides mosquito and harmful disease vector control services for its member agencies. As part of its membership in the San Gabriel Valley Mosquito & Vector Control District, the City controls one seat on the San Gabriel Valley Mosquito & Vector Control District’s Board of Trustees. Per the California Health and Safety Code Section 2024 (a) the term of office for a member of the board of trustee shall be for a term of two or four years, at the discretion of the appointing authority (i.e., San Gabriel Valley Mosquito & Vector Control District) beginning January 1 and ending December 31. The City’s current representative serving as a member on the San Gabriel Valley Mosquito and Vector Control District Board of Trustee is Councilmember Sternquist. She was appointed in 2018 for a two- year term (i.e., ending on December 31, 2020). City Council is requested to appoint a qualified individual prior to the Board of Trustee’s meeting on January 8, 2021. CITY STRATEGIC GOALS: Adoption of the attached resolution (Attachment “B”) appointing a City representative to serve on the San Gabriel Valley Mosquito & Vector Control District Board of Trustee for a two-year term ending December 31, 2022 will promote the City Strategic Goal of Good Governance. '-( 'I , •• £ s LAFCO September 15 .2003 D z -1 )> ATTACHMENT A RESOLUTION NO. 20-5503 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING ____________________ AS TEMPLE CITY’S REPRESENTATIVE ON THE BOARD OF TRUSTEES OF THE SAN GABRIEL VALLEY MOSQUITO AND VECTOR CONTROL DISTRICT FOR A TERM OF OFFICE ENDING ON DECEMBER 31, 2022 WHEREAS, the San Gabriel Valley Mosquito & Vector Control District (District) promotes cooperation and communication with property owners, residents, social and political groups, and other governmental agencies to aid in the efforts of educating the public about mosquito-borne diseases. The District is governed by a twenty-four member Board of Trustees with one Trustee appointed by each contracting city and one by the County of Los Angeles; and WHEREAS, the City of Temple City is one of 24 member agencies that comprise the San Gabriel Valley Mosquito & Vector Control District. The District provides mosquito and harmful disease vector control services for its member agencies. As part of its membership in the District, the City of Temple City controls one seat on the District’s Board of Trustees; and WHEREAS, the City Council may appoint any qualified elector of the City of Temple City as the City’s representative on the Board of Trustees. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE: SECTION 1. The City Council does hereby appoint ___________ as its representative on the Board of Trustees for the District for a period ending December 31, 2022; and SECTION 2. Such appointment is made upon adoption of this Resolution by the City Council taking such action.
