MEMORANDUM
DATE: December 1, 2020
TO: The Honorable City Council
FROM: Bryan Cook, City Manager
By: Susan Paragas, Administrative Services Director
SUBJECT: ADOPTION OF RESOLUTION NO. 20-5498 ADOPTING REVISED
SALARY RANGES FOR UNREPRESENTED PART-TIME
CLASSIFICATIONS IMPLEMENTING MINIMUM WAGE EFFECTIVE ON
JANUARY 1, 2021
RECOMMENDATION:
The City Council is requested to:
1.Adopt Resolution No. 20-5498 (Attachment “A”), adopting salary ranges for
unrepresented part-time classifications implementing the minimum wage effective on
January 1, 2021; and
2.Approve a Fiscal Year (FY) 2020-2021 budget amendment of $7,485 for the additional
fiscal impact in the General Fund Parks and Recreation Department, #01-940.
BACKGROUND:
The State of California’s minimum wage law is increasing on January 1, 2021 from $13.00
per hour to $14.00 per hour. Currently, there are three (3) part-time classifications that
will be affected with this change: 1. Recreation Leader; 2. Senior Recreation Leader; 3.
Intern.
ANALYSIS:
In order to ensure compliance with the State of California’s minimum wage law, it is
necessary to adjust the salary rates of the 3 part-time classifications listed above.
Currently, the hourly rates for the Recreation Leader and Intern classifications are below

$14 an hour. So, their minimum hourly rate will be raised to $14 per hour. The hourly
rates for the Senior Recreation Leader (SRL) classification are indirectly impacted
because of the hourly rate compactions caused by the minimum wage increase to the
Recreation Leaders (RL) classification hourly rates. The SRL’s step 1 rate is set at 4%
above the highest step of RL, thus, the hourly rate increases for SRL.
Only the employees in the RL and SRL classifications are affected by the minimum wage
increase, thus, their hourly rates will be adjusted accordingly. The intern position is
currently unfilled. The total increased costs to ensure compliance with the minimum wage
law is estimated to be $7,485 from January 1, 2021 to June 30, 2021.
CITY STRATEGIC GOALS:
Adoption of Resolution No. 20-5498 will promote or further the City’s Strategic Goal of
Good Governance.
FISCAL IMPACT :
The fiscal impact of the minimum wage increase is approximately $7,485 for FY 2020-
2021. A budget amendment is requested in the Parks and Recreation Department, #01-
940.
