HomeMy Public PortalAbout19991101REGULAR COUNCIL MEETING NOVEMBER 1, 1999 1 CALL TO ORDER The Regular Council Meeting of November 1, 1999, was convened at 7:30 P.M. by Mayor Tom Rackers. Prayer was offered by Councilman Steve Nelson, followed by the Pledge of Allegiance. ROLL CAL The following Council Members were present for the roll call: Present: Blaney, Jackson, Jaynes, Landwehr, Nelson, Nilges, Stella, Vincent, and Vogel Absent: Weber A quorum was declared present. Mayor Tom Rackers recognized Ms. Phyllis Emmel who introduced Boy Scout Troop 8 from Trinity Lutheran Church. The group is attending the meeting as a requirement for achieving their Eagle Award. PRESENTATIONS FROM STAFF AND CONSULTANTS Mr. Mark Towner, President of the Parks and Recreation Commission, made a presentation detailing the current goals, achievements and activities of the Commission. He commended Councilman Larry Vincent for his efforts as Council liaison to the Commission, and thanked him for his support of the Commission's projects Finance Director Steve Schlueter made a presentation regarding the status of Y2K compliance. He distributed a list which showed which departments of the City are in full compliance, and which ones are still working on the issue. CONSENT AGENDA The following items were presented for approval on the Consent Agenda: a. Minutes of October 18, 1999, City Council Meeting A motion was made by Councilman Charles Jackson to approve the Consent Agenda as presented, seconded by Councilman Larry Vincent and approved unanimously. REGULAR COUNCIL MEETING NOVEMBER 1, 1999 2 MINUTES AND REPORTS RECEIVED & FILED Mayor Tom Rackers announced that the following reports have been received and are on file for public viewing in the City Clerk's Office: a. Environmental Sanitation Services Committee, September 14, 1999 b. Housing Authority Board of Commissioners, June 29, and September 8, 20, and 30, 1999 c. Planning & Zoning Commission, September 9, 1999 MAYORAL APPOINTMENTS Mayor Tom Rackers asked Council Members to let him know if one of them would like to volunteer to serve on the Census Review Committee. BILLS INTRODUCED There were no new bills introduced at this time. BILLS PENDING Bill 99 -74, sponsored by Councilman Blaney, entitled: AN ORDINANCE AMENDING, SECTION 19 -401, (STREETS AND HIGHWAYS), SCHEDULE (J), (PARKING PROHIBITED), SUBPARAGRAPH (A), OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI BY THE ADDITION OF A PORTION OF WOODLANDER ROAD. Bill 99 -74 was read third time by title, placed on final passage and passed by the following vote as Ordinance 12992: Aye: Blaney, Jackson, Jaynes, Landwehr, Nelson, Nilges, Stella, Vincent, and Vogel Nay: None Bill 99 -75, sponsored by Councilman Jaynes, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY REZONING 1.08 ACRES OF A 2.2 ACRE TRACT OF LAND CURRENTLY ADDRESSED 2808 EAST MCCARTY STREET FROM RS -2, SINGLE FAMILY RESIDENTIAL TO M -1, LIGHT INDUSTRIAL. REGULAR COUNCIL MEETING NOVEMBER 1, 1999 3 Bill 99 -75 was read third time by title, placed on final passage and passed by the following vote as Ordinance 12993: Aye: Blaney, Jackson, Jaynes, Landwehr, Nelson, Nilges, Stella, Vincent, and Vogel Nay: None Bill 99 -76, sponsored by Councilman Nilges, entitled: AN ORDINANCE AMENDING, SECTION 22 -74 OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI, PERTAINING TO PARKING FEES, AND SECTION 1 -13(E) PERTAINING TO GENERAL PARKING. Councilman Rick Nilges requested that Bill 99 -76 be withdrawn at this time. City Administrator Rich Mays stated that the issue will be revisited in the near future after some further meetings with downtown merchants. Bill 99 -77, sponsored by Councilman Blaney, entitled: AN ORDINANCE AMENDING, SECTION 34 -27(D) OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI, PERTAINING TO TRANSIT SYSTEM FARES. Bill 99 -77 was read third time by title, placed on final passage and passed by the following vote as Ordinance 12994: Aye: Blaney, Jackson, Jaynes, Landwehr, Nelson, Nilges, Stella, Vincent, and Vogel Nay: None NEW BUSINESS Councilman Carl Jaynes referred to the memo sent to the Council from City Administrator Rich Mays regarding Woodland Cemetery property. He asked for a report of the current annual maintenance costs at the cemetery. Mr. Mays stated that he will provide that information to Council. UNFINISH ED BUSIN ESS Councilman Charles Jackson stated that since the Public Works Committee was unable to meet during the month of October, a couple of items would need to be addressed by the Council at the November 15 meeting so that developers can move ahead with affected REGULAR COUNCIL MEETING NOVEMBER 1, 1999 4 projects. City Administrator Rich Mays reminded the public that the Prison Task Force will hold a public hearing on Wednesday evening, November 17. The time and place will be determined in a few days. Councilman Steve Nelson commended City Administrator Rich Mays for his proactive role in recent meetings with downtown merchants regarding parking rates. COUNCIL LIAISON REPORTS Councilman Larry Vincent announced that the Environmental Services Committee meetings have been canceled until January. EXECUTIVE SESSION MINUTES October 18, 1999 Executive Session Minutes — A motion was made by Councilman Carl Jaynes for approval of the minutes, seconded Councilman Charles Jackson, and approved unanimously. GO INTO EXECUTIVE SESSION A motion was made by Councilman Carol Blaney that the Council go into Executive Session at this time to discuss matters pertaining to real estate, litigation and personnel. Motion was seconded by Councilman Charles Jackson, and approved by the following roll -call vote at 8:10 P.M.
