The City Council of the City of Lyn~~+ood met in a regular
session in the Council Gha.mber of the City Hall, 11331 Plaza Street
on above date at 7:30 P. M. .
Mayor Doty in the chair.
Councilmen Shrock, Williams, Jensen, tti'iggins and Doty
ans~1ered the roll call.
It was moved by Councilman Shrack, seconded by Councilman
!uilliams that the minutes of the previous regular meeting o.f June 5,
1946, be ayeproved as written. All members of ,the City Council present
voting aye, the tJ[ayo r ~? eclared the ma do n duly carried.
A communication was read fram ~-. R. Wright, Public Accountant
~ who serves Lynv~ood in that capacity, announcing his services for the
next year will be at, the rate of µ2,5O.00 per quarter and that he will
also audit the Recreation Commission without extra charge. It ~flas
' moved by Cot~ncilrnan Wiggins, seconded by Councilman 'n~-illiams, that Mr.
!, Wrig~ht's offer be accepted and the communication ordered filed. All
members of the City Council votin~• aye, the P~ayor declared the motion
duly carried.
A communication from Bodkin, Breslin and. Ludd,y was presented
representing the St. Francis Hospital in their protest against uses
of property in the vicinity of the hospital for air port purposes.
It was moved by Councilman Shrack, seconded by Councilman Jensen that
said communication be fi-led. All members of the Council present
votinf aye, the IViayar declared the motion duly carried.
A communication from 1Li. G. Williams of Doney & '"Jilliams, was
read, requesting permission to operate a business from an establish-
ment under the 600 square feet building requirement for bl~siness
buildings. It was moved by Councilman Wiggins, seconded by Council-
man Jensen, that said permission be denied until such time as building
requirements can be met. All members of tree City Council votinE; aye,
the r2ayax° declared the motion duly carried.
A communication from Allen R. Floyd, City Treasurer, yaas
read, requesting authorization for transfer of :."'10,000.00 fram the
Fire Department Capital Outlay Fund to the Payroll Fund in the farm
of a loan to be returned. upon order of the City CoL~ncil any time that
it may be needed, explaining this was required to take care of c~~rrent
vacation and termination payroll without drawing special warrants
between Council meetings and for payment of the City's share of the
Retirement Fund until s~zch time as the tax funds are received from
the County. It was moved by Councilman Williams, seconded by Council-
man Shrock that said transfer of funds be allowed as outlined.

,~ communication from LeRoy Hamilton was read, requesting
permission to have gas service and electric service to his property
before final completion of the dwelling that is under construction.
Ptr. Hall, Building Inspector, recommended in a written report that
such non-conforming occupancy of garage be allowed. and one year's per-
mit be granted. The r~layor inquired ~if I~r. Hamilton was in the audience.
~ Thereupon, Mr. Hamilton addressed. the Council. The 3viayor inquired if
it vas his intention to complete the proposed. plans that he presented
with his letter. Mr. Hamilton assured hira that it definitely eras= as
soon as materials become available, further explaining that he was the
victim of an eviction before he could further complete his new dwelling.
It was moved by Councilman Shrock, seconded by Councilman Williams
that the' recommendation of the Buildin~~ Inspector be granted. All
members of the Council voting aye, the Mayor declared the motion duly
carried,
A communication was received from C. J. Shrock, requesting
refr~nd for building permit that was never used., also a memorandum
from the Building Inspector recommending that such reftand be made.
Whereupon, it v!~as moved by Councilman Williams, seconded by Councilman
Jensen that said refund be made and warrant dra.tvn on this fiscal year's
funds.

A communication eras read from Allen R. Floyd. and Frank
R. Limber, City Treasj_zrer and City Cler'_~, respectively, requesting
remuneration for their v~~ork in the clearing cf tax deeded land in
the months of Tray and June, 1946, req~~esting '`?5.00 each per
month for these two months. It was moved by Councilman Williams,
seconded by Councilman Shrock, that said request be granted and
v~larrants drawn.

The. hour of 8:00 P. lei. havin~~ arrived, said hour being
the time fixed for receiving any and all bids for furnishing
ready mixed asphalt, as per specifications and as per notice pub- .,,,
li shed in the Lynwood Press, as required by la~a~. The It~~ayor announced
that this v.~as the time and place fr~r receiving .bids, inquiring if
there was anyone present who wished to submit a bid.
There was no response.
The City ^lerk stated that three bids had been filed
with him.
Thereupon, it was moved by Councilman tRtiggins, seconded
by Councilman Jensen, that said bids be publicly opened, examined
and declared. All members of the Council present voting aye,
the Mayor declared the moti on dz.zly carried.

CITY 14TAIVAGER' S REPORTS:
7.'he City TvIanager formally presented bo~znd copies of the bud-
get for the year 1946-1947, suggesting that hearing be held on June
~5, 1946. Thereupon, it was moved. by Councilman jNig~gins, seconded by
Councilman Shrock, that said hearing be held on June ?..5, 1946. All
members of the City Council present voting aye, the Mayor declared
the motion duly carried.
Report on cab colors in regard to Sure Way Cab and. Yellow
Car.;. City Attorney Barnes informed the Council that he had checked
into the color schemes a.s requested at the Last meeting and his recom-
mendation is that the hood and the~top of said Sure Way Cabs be painted
orange, said painting to be carried out some time in the coming year.
The Mayor inquired if anyone from either cab company was present,
-- Thereupon, Mr. Doyle of the Sure Jay Cab and Mr. Harris of
!'" Yellow Cab came forward, Mr. Harris explained Yellow Cabs position
and that their interest was in retaining exclusive use of the color
yellovr on cabs inasmuch as they have spent years i.n promoting the
name and appearance of Yellow Cabs. Mr. Doyle was asked if the color
scheme a.s recommended by City Attorney Barnes would be agreeable to
him, He replied by inquiring if there would be any objection to paint-
ing the entire cab orange v~tith the exception of the fenders which he
wished to retain red. It was apparent there was no objection. Mr.
Harris inquired as to ~nrhy it cti~ould take a year possibly, to~ repa_int
three ca1~s,, further offering to paint three Sure h~a„v Cabs at Yellow
Cab's expense. The Council felt that this was a. more than fair plan
and it Uras agreed upon that Sure Way Cab Company should secure bids
from three painting establishments for the painting of Sure '~'1ay Cabs
orange tArith the exception of the fenders, which are to remain red and
that said. painting arrangements will be handled through the Chief of
Police, P. W. Kerr. It was so moved by Gouncilman Jensen, and seconded
by Councilman '•"Yggins. All members of the Council present voting aye,
the Pu?a,yor declared the motion dL~ly carried.
The Dnanager reported on transfer of funds to provide a fund
~e3u
for payment of outstanding co~rirnT.ttments of the year 1945-46. He
explained that there are X510.78 in committments on the General
Fund .and ;;4443,90 on the ?eater Fund on purchases made in the present
fiscal year and this provision of transfer vaould make it possible
that these bills be paid. from funds in the fiscal year v~iherein
they were committed. A schedule of these purchase orders was
presented tivith the report. It was moved by Councilman 'F~'iggins,
seconded by Councilman Shrock that said transfer of funds be
authorized as presented by the City Manager.

The City P~1ana.ger reported on recommendation of the Plan-
ning Commission that PaTulford Avenue between California Avenue and
Birch Street be widened. The Mayor asked if anyone was in atten-
dance as to this matter. P.~r. Defines of 3514 TRulford Avenue spoke,
explaining the bad situation in regard to parking on mulford
.Avenue; furtLer explaining; trat because of the parking it is
nearly imtaossible to enter one's own driveway. The b4anager ex-
plained that they are considering parking reg~.alations limiting
parking to one side of D~ulford onl~v.

by Councilman Shrock that said matter be set over to the next
regular meeting .in order to check into it more thoroughly and to
find ~ti•r~~t effect par~~ing control will have on the problem.

Police Department Capital Outlay Fund to pay for committments made
in this fiscal year for the purchase of new automobiles in the amount

The City Clerk. presented a quitclaim deed signed. by Elizabeth
O'Bradovich Wallis, Rose Maggiora, and Frank Car;po, whereby they con-
vey their interest in. and to Lot El, Tract 921 to tTie' City of Lynwood.
He also presented certified copy of order authorizing compromise on
said. Lot 51, Tract 9`?l, in the City of Lyn?:vood and Lots 28 and 29 in
Block 1, I~,~od jeska Park in the City of Lynwood. He further presented
quitclaim deed of administrator signed by Joseph A. Ballerino, quit-

A comrr~unication from Gordon ~,~hitnall, Planning Consultant
to the City of Lynwood, was read, pointing out discrepancies in
the Swiatek proceedings for rezoning, stating he would be derelict
in his dtaty to tre City if he failed to recommend that the contem-
plated reclassification be held in abeyance until the final sub-
division map is placed- of record.
~,",hereupon, a letter from Allen T. 'Fitter, Chairman of
tkre Planning Commission, was read, expla_inin~• that the Planning
Commission had received information that they had erred in their
action on the Swiatek rezon,in~:, asking that the matter be referred
back to the Planning Commission. It ~~~as moved by Councilman Shrock,
seconded ~~y Councilman ~~liggins, that said matter be referred bacl~
to the Planning Commission. Mr. Read, of the planning Commission,
addressed the Council explaining .the fact that he and the Commis-
sion acted s~rithout counsel and that the matter be referred back
to the Cornriission to be corrected. Per. Kennedyi representing
Swiatek, asked why it v,~as necessary for it to be returned e
to the Planning Commission and stated th2t he personally had con-
tacted Mr. "jhitnall and it eras his impression that everything was
in order. City Attorney Barnes explained Mr. 4Vhitnall's letter
to the e~sent that tree point to be made was -- subdivision must
be of reccrd before rezoning could be made. There was further.
discussion by the Swiateks and nRr. Kennedy with the Council.
"]hereupon, the Mayor stated that there «ras a motion before
the Council to be voted upon, that motion being that the Swiatek
matter be referred back to the Planning Commission.

The City Manager made a verbal report that inasmuch as
ceiling prices of automobiles decreases July 1 and that the City is
proposing to sell one immediately and further, that there is a
meeting• of the Co-until to be held on the 2.5th of June, that he
be granted permission to advertise forbids to be received June
25, 1946. It ti~~as moved by Councilman Shrock that said authori-
zation be granted, sec^nded by Councilman ~Alilliams.

T'ne City Manager further reported that the Chamber of
Commerce reglaested permission to hang a banner across Long E~each
Boulevard advertiGing Lynwood's participation in a radio pro~ram
and article in a national magazine. It was moved by Councilman
Jensen, seconded by Councilman ~Nilliams, that such permission
be granted if safety requirements are met. All merlbers of the City
~~
Council voting aye, the Mayor declared the motion duly carried.
The City Manager reported on the resurfacing; of Imperial
Highway, ?pointing out that he felt we could resurface at least a
portion o.f the highway with our own forces more reasonably than by
contracts as recommended previously by the Council. The Manager'
felt that vue could do it at least 15 per cent cheaper than the
present contract price trends. Counc~,lman Shrock inquired if there
are ar_y other plans as to street improvement. The Manager stated.
that he hoped to run four other streets simultaneously with Imperial
Highway. He stated further the portion he ~~lished to commence v~ith is
Imperial Highway from California. to Bellinger Avenue. It was moved
by Councilman Jensen, seconded by Councilman tR/illiams that the City
Manager be authorized to go ahead according to his proposal.

James E. ~sahan of 4152 Shirley- Avenue, be anpoi-nted members of the
Planning Commission for terms of four years.

The City R~anager presented a letter from the Pacific South-
. west Realty Company asking the City of Lynwood to release for quit-
claim its right of entry to the property, namely, Lot 401, Tract
2,551, in the City of Lynwood. The letter explained that there would
be no need for such right o,f entry in the present day; that «11
utilities have been moved to the street. It was moved by Councilman
Wiggins, seconded by Councilman Jensen, .that said matter be set over
for further study. All members of the City Cov~ncil present voting
aye, the IlTayor declared the motion duly carried.
It was moved by Councilman V'liggins, seconded by .Councilman
Shroc~~, that the meeting be adjourned to June_ 25, 1446, at 7:00 P.P~T.
