', The Mayor inquired if there were any oral bids.
The following persons submitted bids for the car i,n the
amount of ~~945.00, plus X10.00 for spot light, plus sales tax:

Councilman ~ri~;•~;ins suggested that all bids be numbered,
including the oral bids as they were taken by the Clerk, and eorres-
pordir~~; n~~mbered slips be made and placed in a hat, the number drawn
being the vrinning bid. Such was done.
T•,ir. Palmer Abbott, manager of the Edison Company office,
drew the nLZmber, that being number 6. Investigation showed bid num-
bered 6 tc be that of, F. C. Goble. Thereupon, the car ~*}as ordered
sold to ~'. C. Goble for cip945.00 plus X10.00 for the spot light, plus
state sales tax. _
The City Clerk presented a payroll demand that had been in-
advertently left off the last list through error. Said demand 'oeing
for wages for Robert Reynolds of the Police Department, it was riloved
by Councilman Williams, seconded by Councilman Jensen, that the demand
be allowed and vaarrant be drawn on the City Treasurer for same.

The Ma,~ror inquired if there was anyone in the audience who ~^?ished any
clarif~.cation, ~':rhereupon, r~~r. Bush addressed the Council, stating
that he represented and was apeaking fora group of citizens located
nortri of Century in the City of Lynwood and he had several qL?estions
he vrished. answered.
First, how does the City Plan on collecting• ~°arbage service
fees?
The P~ayor informed him that it viotald be collected through
the ?.Water Department ina srriach ~ s they are set up for such a collection
t~~ith <~ minimum of additional exr~ense.
r7r. Bush then asked hC~tn! the City would collect from those
outside the City ?rater district, yet are in the City of Lynarood.
`~ The City I~~tanager informed hir.~ that they would. be collected
from ~by separate bills. Mr. Bush commented that v~;oLZld be-all right
but vahy ti:~eren't these people billed separately for their Park Fund
charge as is collected noi~r via the v~rater department, he being of the
impression there are some 400 homes no~fi~ being serviced by Lyn~~:~ood
~Jater Department. The Mayor inquired of Chief Daetweiler if there
are th~..t many homes not serviced by the Lynv~ood Water Department.
Chief Dae'UVTeiler said. that the section kno~~m as Belle Vernon Acres is
the onl,v section not ser.vec~. by the Lynwood. Water Department, and that
it ~Kloulc~ only represent- `?00 homes at the most. The r~~ayor thanked
Iu2r. Bush for bringing up the point that there are some people not
paying their share of Lynwood's Park and that it would be corrected.
~~~Ir. Bush f~.zrther asked if the Mr. Skelton that was appointed
to thn Planning Commission at the last meeting of the Counci_1 was the
same S?ielton v~ho was instrL:mental in the Century Boulevard develop-
ment arzd that if he was it u~as a question in their minds as to the
advisability of such an appointment. The P.rayor informed hi:l t'r~at
Century Boulevard development vsLPS before his time in Lynwood. and that
