CALL TO ORDER
The Regular Council Meeting of December 6, 1999, was convened at 7:30 P.M. by Mayor
Tom Rackers.
Prayer was offered by Councilman Edith Vogel, followed by the Pledge of Allegiance.
ROLL CAL
The following Council Members were present for the roll call:
Present: Blaney, Jackson, Jaynes, Landwehr, Nilges, Stella, Vincent, Vogel
and Weber
Absent: Jaynes and Nelson
A quorum was declared present.
PRESENTATIONS FROM STAFF AND CONSULTANTS
Mr. Jack Curtit, Chairman of the Jefferson City Housing Authority, made a presentation
regarding the Authority's progress in certain areas of the City, as well as a report on the
status of the Campus View housing project.
Bill Lockwood introduced James Burkes, City Forester, who made a presentation and
report on status of the urban tree program in Jefferson City. Mr. Burkes has accepted a
position in another city, and will be leaving Jefferson City soon, and commended the City
Council for its proactive approach to managing the City's trees. Mayor Tom Rackers
thanked Mr. Burkes for a job well done for the City during his tenure here and wished him
well in his new position.
Fire Chief Robert Rennick made a report on the status of the loss of water service due to
a power outage and the United Water Missouri facility earlier in the day.

A motion was made by Councilman Rick Nilges to approve the Consent Agenda as
presented, seconded by Councilman Charles Jackson, and approved unanimously.

NEW BUSINESS
Councilman John Landwehr mentioned the hazardous highway conditions on East Highway
50 between Clark Avenue and Eastland Drive. He stated several accidents have occurred
there, and requested that staff bring to the attention of the State Highway Department the
need for barriers to be erected between the east and west bound lanes there.

Councilman Rick Nilges asked Fire Chief Robert Rennick to check into the blasting in the
area of Edgewood and give a report on his findings.
COUNCIL LIAISON REPORTS
Councilman Larry Vincent announced thatthe Environmental Services Committee meetings
have been canceled until January.

Charles Jackson made a motion to adjourn, seconded by Councilman Carol Blaney, and
approved unanimously at 8:10 P.M.
