Mayor Doty in the chair. Councilmen Uoty, Shrock, Wiggins, and ',~Yilliams, answered the roll call. Councilman Jensen was absent. It was moved by Councilman Shrock, seconded by Councilman William-s, that the minutes of the meeting of October 15 be approved as written. All members of the City Council present voting aye, the I,Rayor declared. the motior. duly carried. A communication from the Lynwood Chamber of Commerce request-ing that there be no change in the business license ordinance was read. It was moved by Councilman Shrock, seconded by Councilman 'Nilliams, treat the communication be filed. All members of the City Council present voting aye, the 1tla.yor declared the motion duly carried. A communication from the Lynwood Chamber of Cormerce was read, objecting to several provisions of the proposed sales tax. ht was moved by Councilman 'Nig~~ins, seconded by Councilman Shrock,•that said communication be filed. All members of the City Council-present voting_ aye, the Mayor declared the motion duly - carri ed•. - A petition signed by Kenneth '~~. Payne and thirty-six others objecting to any proposed change in the present dance ordin- ance wa-s presented. It was moved by Councilman Wiggins, seconded by Councilman Shrock, that the petition be filed.. All_ members of the City Council present voting; aye, the Mayor declared the motion duly carried. - The Manager reported that due to difficulties in shipment of cast •iron pipe that has been ordered, delivery will be delayed quite some time unless there can be a change in shipping instructions changing from ship to rail. Said change !:would amount ~to X328.00 additional cost to the City but wo~.~ld mean that delivery would be many weeks earlier. The P~~anager further explained that the City is at present completely out of 6" cast iron pipe and it is needed quite badly. It was moved by Councilman Shrock and seconded by Councilman 'Nilliams, that the change in shipping instructions be authorized. Roll Call: Ayes: Councilmen Doty, Shrock, 'Nibgins, and Williams. N0. 1 0~' LOS AIVGELF~'S COUNTY Ii~iCLUDING THE CITY OF LYNWOOD," ~!as read. It was moved by Councilman Shrock, seconded by Councilman 'Nilliams, that said Resolution be adopted. Ordinance No. 439, entitled, "AiJ ORDIi~Ah'CE A~ENDIi~G ORDINANCE N0. 422 FOR THE PURPOSE OF CHANGT_.tvTG THE CLASSIFICATION OF CERTAIN PROPERTIES ATdD THE ADOPT'IOI1 OF AN Ai~~'IENDED SECTION OF THE 20TJIi~G I~IAP '~IHICH IS A PART OF SAID ORDI;JAitirCE N0. 42.2," was read for the second time. It was moved by Councilman 'Nilliams, seconded by Councilman 1Niggins, that said Ordinance No. 439 be adopted as read the second time, finally pass and be published as required by law-. Roll Call: Ayes: Councilmen Doty, Shrock, Wiggins, and Williams. Noes: Id one. • Absent: Councilman Jensen. Public official bond for Charles M. Hall, Building Inspector, was presented and it laws moved bar Councilman Wige°ins, Seconded by Councilman 'Nilliams, that said official bond in the amount of X1,000.00 be accepted ~;nd filed. ~~ Roll Call: Ayes: Councilmen Doty, Shrock, ~~Iiggins, and Williams. Noes: None. Absent: Councilman Jensen. ORAL COMP,:".tJNICATIONS: ' - 14~r. K. F. Thompson, 2658 E. 108tri Street, addressed the Council in regard to the water situation a,t Century and Santa Fe,both that caused by General Tv7otors dumping excess water and the expected difficulties from the natural storm drainage which he expects to be greater this year owing to the great extent of surfacing of lots. The Prlanager explained that General Motors have agreed to correct their nuisance but as to the storm drainage there is no solution owing to the tremendous cost involved. Mr. Thompson furtrer~inquired when the lights on Century west of Long Beach Boulevard would be turned on. The Manager informed him that it should be any day now as the Edison Company has practically completed hooking up. Whereupon, an ordinance entitled, "UNIFORP.2 SALES TAX ORDIN* ANCE. COLLECTION BY CITY. AN ORDINANCE OF THE CITY OF LYN'JVOOD IM- POSII`G A LICEiJSE TAX FOR THE PRIVILEGE OF SELLIVCs TANGIBLE PERSOP~IAL FROPERTY AT RETAIL, PROVID ~ ~~G FOR PERT~~IITS~ TO RETAILERS, PROVIDII~!G FOR THE COLLECTION AND PAYING OF SUCH TAX, AND PRESCRIBITIG PENALTIES FOR VIOLATIONS OF THE PROVISIONS HEREOF," tivas read for the second time. It was moved by Councilman Wig~•ins, seconded by Councilman Shrock, that approval be withheld for another week. The Mayor inquired if there was any discussion of the proposed tax. Mr. Taylor, 4025 Agnes Avenue, expressed his opinion that it was a tax on small business. ' F~4r. `~Jeaver voiced an objection to Sections 13, 17, and 21. Mr.White, Secretary of the Retail Grocers' Association of Southern California explained the hardships grocers experience in collection of sales tax. Torn Wheatley asked if consideration had been given to the amount of business that would be driven from the City. Charlie Jeff of the Imperial Farmers Market cleared up a misunderstanding on his part thnt the tax would. be collected on his gross receipts. It was pointed out ti-~.at tree tax would only be collected on those items taxed by the State. Pete Economou, 4247 P~torton Road, voiced his protest to the tax. Mr. 0. Kieffer, 3F31 Cedar, representing the Taxpayers and ~~erchants'Protective League, Inc,, explained his organization's fight in Huntington Park and ability to carry the same fight into Lynwood in protest to the tax, Councilman Wiggins at this point explained to the audience the necessity of raising more money to match State funds already appropriated and expected Federal funds, requesting cooperation so that Lynwood may be able to take advantage of these offerings. Mr. lt~oore of Mode O'Day, voiced his agreement with Council- man Wiggins. At this point, the Mayor asked the Manager to report on the proposed expenditures of the money to be derived from sales tax, all of which are capital improvement items. Mr. Roacoff representing ~destern Gpar, questioned Section 16 arnd 17 of the proposed. ordinance and whether or not a.n emergency existed, qualifying the urgency clause. Mrs. Janssen, 3726 Cedar, expressed her objection to the proposed. tax. Mr. Friedman, 3764 Virginia, voiced his opposition as a business man. Mr. Hamblin of Atlantic Avenue, voiced his protest to the bookkeeping involved. Mr. Janssen, 3726 Cedar Avenue, inquired why it could not be put on the. ballot. Mr. Gerfen, 10900 Standard, pointed out the obvious need of additional revenue and the need for a complete investigation into the matter of raising it. Phil Russo, of Phil's Market on Platt Street, express his objection. Lee Lattin, of Lattin's Stationery, Questioned about exemptions. ~-. _ __ _ _ __ Paul Seidel, 3837 Tr7orton Road, questioned as to when the Cit~r's ordinance would be repealed in the event that the State decides to collect for the cities. T~.Zr. Bush, 3338 Seminole Street, suggested open poker playing such as held in Gardena be used to raise the needed money. There being no more discussion, the TUlayor restated the motion before the Council, made by Councilman Wigging, seconded by Councilman Shrock, that~the second reading, be continued until the next meeting. The following demand was presented: TAX DEEDED LAND FUND The Lorraine Corporation 307 X500.00 It was moved by Councilman Shrock, seconded by Councilman Wiggins, that the demand be allowed and warrant be drawn on the City Treasurer for said amount. Roll Call: Ayes: Councilmen Doty, Shrock,"lig~ins, and Williams. Noes: None. Absent: Councilman Jensen. It was moved by Councilman ~~'illiarns, seconded by Council- man Shrock, that the meeting be adjourned to October 29, 1946 at 7:30 P. T~:7.
