The Clerk informed the Iu1a~Tor that there had been no ~hrritten protests filed.. _ The mayor declared that this was the time and place for hearing an~* and. all protests, inquiring if there was anyone present who wisr~ed to speak for or against said assessments. There was no response. Triereupon, RESOLLrTIOTS N0. 2008, entitled, "RESOLUTION SETTI~tG FORTH FACTS CF HEARII~~U .~`D FIivDIY'GS AP1D CONFIRM.ZI'3G ASSESS.:t~i\T," was read. It vaas moved by Councilman `u`lilliams, seconded by Councilman Sr~rock, that said Resolution be adopted. Roll Call: Ayes: Councilmen Doty,Jensen,Shrrck,':'Y'ig~•ins, and. Williams. i~Toes: None. ~? ~ A communication from the American Legion Department of California,, San Francisco, bein~° in the form of a resolution asking ' cooperation of governmental units in the fer3erah airport program, was presented. It was moved by Councilman ~"Jiggins, seconded by Councilman Jensen, th~•t the communication be filed. All members of the City Council present voting aye, the•Mayor declared the motion duly carried. MANAGER' S REPORTS fihe Manager reported as instructed that he had finally received some bids on the cement mixer and motorcycle. They were written bids. The bids were as follows: Cement i~~iixer, Gerde Sales, submitted'on October 21 in the amount of X35.00. The other was from Robert Jacobs, Lynwood, pre- sented November•6 in the amount of X35.00. ''""', Inasmuch .as Gerde Sales' bid was the first,' it was suggested that they be given the bid'unless someone in the ~,uc~ience wished to increase the bid. '1~hereupon, Mr. Jacobs, being in the audience, offered $40.00. There being no further bids, it was moved by Councilman Williams, seconded by Councilman Jensen, that the high bid of Per, Jacobs be accepted. Roll. Call: Ayes: Councilmen Doty, Jensen, Shrock, Wiggins, and 'Nilliams. -- Noes: None. The following bids were received for the motorcycles. Grimm & Newman, Lynwood, October 10 1946, X550.00 each. Bellflower Cycle Shop, Bellflower, 575.00 each. There were no bids from the floor. ' It was moved by Gouncilman Shrock, seconded by Councilman Williams, that the motorcycles be sold to the higher bidder, Bell- flower Cycle Shop. Roll Call: Ayes: Councilmen Doty, Jensen, Shrock, `rVig~ins, and Williams. Noes: None. The Manager explained that it was necessary to authorize an agent of the City of Lynwood to sign application on behalf of the City for collecting half of the plan preparation cost for post- war pro,~ect of Lynwood's recreation auditorium. Thereupon, RESOLUTION' N0. 2009, entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, DESIGivATING GEURGE C . SHANNON, CITY r~fANAGER, AS THE A?.1THURIZED AGENT OF THE CITY OF LYN'iN00D TO SIGT~ Air APPLICATION ON BEHALF OF THE CITY OF LYNWOOD FOR ONE-HALF OF THE COST OF PREPARING PLANS FOH POST-WAR PROJECT OF LYNWOOD REGREATIUN AUDITURIUP~q," was read. It was moved by Councilman r'Viggins, seconded by Councilman Williams, that said resolution be adopted. Roll Call: Ayes: Councilmen Doty, Jensen, Shrock., Wiggins, and Williams, ,,~..• Noes: None. ', ~ The Manager reported on liability insurance bids., The Manager explained some of the problems in allowing the bid. After discussion, it was moved by Councilman Williams, seconded by Council- , man Jensen, that the matter of accepting bid be set over until the next meeting. All members of the City Council voting aye, the Mayor declared the motion duly carried. The Manager pointed out further that the public liability and property damage insurance on the vehicle fleet of the City will expire November 10, requesting permission to advertise for bids on that coverage. It was moved by Councilman Shrock, seconded by Councilman Jensen, that such authorization be granted. ' Roll Call: Ayes: Councilmen Doty, Jensen, Shrock, Wiggins, and Williams. Noes: None. The iuianager read his report on garbage exemption investi- gation as requested at the last meeting. After discussion by the s7 ` f~ Council of the difficulties in checking exemptions, the P;Zayor inquired if there were any communications from the audience. Ivir. E. A. t?rockman, 4006 Virginia, protested the water bill being used as leverage to collect the garbage fee and wanted to know definitely if the water would be turned off i~f the garbage fee is not paid. The T~.iayor said it wouldn't and that the Water Department could collect for the water alone. I7r. Glen Bower, 10973 Standard Avenue, stated that the trash collection is very poor. There was further discussion as to the reasons for the collection fee, it being brought out that paying for it out of City tax revenue would make it impossible to have crossing guards. TvTiss Fulton of Traveler's 1':Rotel, wanted to inquire about turning off of water if the P~a.rbage fee is not paid. Tvlrs.FitzUerald, • Imperial Highway, stated she has no trash or garbage and objected to the fee. It was moved by Councilman `Nigp;ins, seconded by Council- man Williams, that it be laid aver until a special meeting can be held to check into the matter of exemptions thoroughly and the decision announced at the regular meeting follav~ing said stud~r. ' The h~anager reported on Civil Service examination for pos ition of Bu ld.irg Inspector, Trade I zh~hich resulted in an eligibility list for said position. It was recommended by the T17anager that ~~r. I:~Taurice C. Helton, No. 1 on the list, now serving in a•temporary capacity, be appointed to the position of Building 1r~spector~Grade I at a salary of X229.20, including. cost of living index figure. It was moved by Councilman Shrock, seconded by Councilman `JJig_y~ins, th~~t said appointment be made as recommended. Roll Call: Ayes: Councilmen Doty, Jensen, Shrock, Wiggins, and Williams. Noes: None. The I~.Ianager presented Personnel rules and_ re~ulati ons prepared by the Personnel Board, pointing out that these rules and. regulations apply only to miscellaneous employees owing to the Attorney General's ruling that Ordinance i1o. 229 was not repealed by Ordinance No. 427. It was moved by Councilman Shrock, seconded by Councilman villiams, that said rules and regul~.tions be adopted. ~• Roll Call: • Ayes: Councilmen Doty, Jensen, Shrock, '"Jiggins, and 4tiilliams. Noes: None. The Iv2anager further brought up the vacancy cn the Personnel Board and Civil Service Commission. The Personnel Board has recommended the appointment of Joe Russell to complete E. H. Brinker's term, expiring December 31, 1949. It wa,s moved by Councilman Shrock, seconded by Councilman Jensen, that said appointment be made.
