CALL TO ORDER
The Regular Council Meeting of January 3, 2000, was convened at 7:30 P.M. by Mayor
Tom Rackers.
Prayer was offered by Councilman Charles Jackson, followed by the Pledge of Allegiance.
ROLL CAL
The following Council Members were present for the roll call:
Present: Blaney, Jackson, Jaynes, Landwehr, Nelson, Vincent, Vogel and
Weber
Absent: Nilges and Stella
A quorum was declared present.
Mayor Tom Rackers recognized 14 members of Boy Scout Troop 11 who are attending the
meeting to earn a Citizenship in the Community Badge, and welcomed them to the meeting.
PRESENTATIONS FROM STAFF AND CONSULTANTS
Mr. Mark Allen, Chairman of the Transportation and Traffic Commission, made a
presentation regarding that Commission's functions within the city. He also encouraged
citizens interested in serving on the Commission to contact City Hall and request a
Volunteer Profile form so that they can be considered when a vacancy occurs.

A motion was made by Councilman Rick Nilges to approve the Consent Agenda as
presented, seconded by Councilman Charles Jackson, and approved unanimously.

Councilman Charles Jackson recommended a Council work session to give the City Council
members an opportunity to discuss the development agreement thoroughly. He also
suggested that any questions about the agreement should be submitted to staff in plenty
of time to research and find the answers to them before the work session.

Following the passage of Bill 99 -94, Councilman Carl Jaynes requested that Charles
Lansford, Interim Director of Planning & Code Enforcement, address the concerns of
citizens regarding the location of the recycling containers in or near public parks where
children play. Mr. Lansford stated that he and Parks and Recreation Department Director
Bill Lockwood had visited the sites where the containers are to be located and specifically
chose areas in those parks that are not normally used by children or adults.

Bill 99 -97 was read third time by title and placed on final passage. Councilman John
Landwehr moved to amend Bill 99 -97 as follows:
2. Setting a specific beginning time for City Council meetings at 6:00 P.M.
3. Remove the sentence giving both the Mayor and the City Council authority to
change the meeting time (reverting back to the original language before the bill was
written which gives only the City Council the authority to change the time), and
4. Make the ordinance effective with the first meeting in February 2000.
The motion to amend was seconded by Councilman Charles Jackson, and approved
unanimously. Bill 99 -97 was then passed, as amended, by the following vote as Ordinance
13013:

RESOLUTIONS
RS99 -14 — Authorizing Application for Corps of Engineers Study of Wears Creek (Nelson
& Vogel). A motion was made by Councilman Larry Vincent for adoption of
RS99 -14, motion was seconded by Councilman Carl Jaynes and approved
unanimously
NEW BUSINESS
Cable Television — Following discussion, Council agreed to combine both the Cable
Television and Convention Center Development Agreement into one meeting, and
scheduled a work session to discuss those two issues at 6:00 P.M. on Wednesday, January
12, 2000.

There were no Council liaison reports made at this time.
GO INTO EXECUTIVE SESSION
A motion was made by Councilman Charles Jackson that the Council go into Executive
Session at this time to discuss matters pertaining to real estate, litigation and personnel.
Motion was seconded by Councilman Steve Nelson, and approved by the following roll -call
vote at 8:30 P.M.
