REGULAR MEETITdG FEBRUARY 4, 1947
The City Council of the City of Lynwood met in a regular
session in the~Council Chamber of the City Hall, 11331 Plaza Street
Lynwood, on above date at 7:30 P. M.
Mayor Doty in the chair.
Councilmen Doty, Jensen, Shrock,Wiggins, and Williams
answered the roll call.
It was moved by Councilman Shrock, seconded by Councilman
Williams, that the minutes of the meetin~• of January 21, be approved
as written. All members of the City Council voting aye, the ~~2ayor
declared the motion duly carried.
A communication was read from the Four Square Church
asking permission to hold a tent meeting at Century and Long Beach
Boulevards for a period of ten days commencing May 26. After some
~' disoussion, it was moved by Councilman Jensen, seconded by Council-
man Shrock, that said permission be granted sub,~ect to the .usual
police and fire regulations. All members of the City Council voting
a.ye, the istla,yor declared the motion duly carried.
A communication was read from Vido Kova,cevich Co. wherein
they request extension of time on their contract in .the improvement
of Tract 12600. A communication from the Engineer in explanation
of said request was read where he points out that the extension was
desired. owing to a technicality of making the contract period include
confirmation of assessment.
Whereupon, RESOLUTION N0. 2023, entitled, "IN THE ~~~ATTER
OF THE I~iPRO~'Eit~r,NT OF LYNDORA AVENUE ET AL, IN THE CITY OF LYNWOOD,
RESOLUTION GRANTING EXTENSION OF TIP~E TO CONTRACTOR", was read. It
was moved by Councilman V'liggins, seconded by Councilman Williams,
that said Resolution be adopted. .

Noes: None.
The hour of 8:00 o'clock P. ~~T. having arrived, said hour
being the time fixed to hear any and all ob,~ections in regard to the
confirmation of assessment for improvement in .Tract 12600. The Mayor
inquired if there was any one present in the audience in regard to
said hearing.
~~r. Harry '~`?hite, 3933 Lynd.ora Street, addressed the Council
stating he had been appointed spokesman for the property owners,in
said tract and. he wished to express their complete satisfaction with
the ,fob and the assessment.
Thereupon, RESOLUTION N0. 2024, entitled, "RESOLUTION
SETTIiVG FORTH FACTS OF HEARING, OVERRULING PROTESTS AND CONFIRItl~ING
ASSESSldCEIVT, IN THE 'a'IAT^t ER OF THE II~IFROVEdENT OF LYNDORA STREET, ET
AL IN~THE CITY UF' LYNWOOD," was read. It was moved by Councilman
Williams, seconded by Councilman Shrock, that said Resolution be
adopted.

Ayes: Councilmen Doty, Jensen, Shrock, Wiggins, and
Williams.
Noes: None.
A communication was read from Calvert E. a"Tilliam s, Street
<" Commissioner, wherein he expressed his opinion that the City should
not agree to resurface or surface any more parking lots or alleys
until the streets of the town are in acceptable condition, further
stating that if and. when that condition is reached, cooperation
as to the alleys and parking lots should be resumed. It was moved
by Councilman Jensen, seconded by Councilman Wiggins, that the com-
munication be filed.
The ~lla.nager reported on the proposed smog ordinance,
entitled, "AN ORDII3ANCE PROVIDIiJG FOR THE ALLEVIATIQN OF AIR POLLUTION,
CITY OF LYNWOOD," as drawn by the County Counsel. He pointed out
that this is a uniform ordinance and has been adapted by nearly all
cities in the area. He further stated that the Attorney has examined
the ordinance and declares it to be in order. After some discussion,
it was moved by Councilman Shrock and seconded by Councilman 6illiams,
that reading be waived.

It was further moved by Councilman v"Jilliams, seconded
by Councilman Jensen, that said ordinance be adopted by caption
at the first reading and ps.ss to the second. reading.

Noes: None.
The Iulanager reported on the proposed sales tax ordinance
amendment, stating that the Attorney had completed the draft as
per instructions of the Council.

THERETO", was read for the first time. It was moved by Council-
man ~illiams,~ and. seconded by Councilman hrock, that said
ardinance be accented for the first reading and pass to the second
reading,

Noes: None.
~~ The Manager reported on the plan of advertising for
bids for street improvement, stating that as per plan, the City has
a cos t. `analysis on municipal improvement to check against bids that
might be submitted by private contractors. He presented profiles
of the Imperial Highway project and requested permission to adver-
tise for bids on same.
- It was moved by Councilman Williams, seconded by Council-
man Jensen, that the City Iulanager be authorized to advertise for
bids on said pra,ject. -

He further presented Specifications No. 403 on aforesaid
project for approval. It was moved by Councilman Shrock, seconded
by Councilman Williams, th-at said specifications b~ adopted.

The Manager reported on personnel problem in regard to
the Building Department. He pointed out that Assistant Building
Inspector IulcDaniel was ill last week a,nd. it was necessary to employ
Arthur G. Newton on a daily basis a.t a Wage of X8.00 per day.
Owing to the back log of inspections caused by the illness of Air.
McDaniel, it was recommended that I~r. i~tewton be retained for an
additional two weeks so that inspection work can be brought up to
a current status.
It was moved by Councilman Shrock, seconded by Councilman
Jensen, that said temporary employment be approved.
The IJlanager further explained the need for a new eligible
lifit in the Building Department. There was a discussion wherein
it was decided that the City should always maintain eligible lists
in a.ll departments.
The Manager reported on a plan as submitted by the County
of Los Angeles to furnish medical treatment and hospitalization
to Lynwood prisoners in need of same. He explained the "red tape"
that now exists in acquirin~medical assistance and that the attorney
has examined the agreement proposed and declares it to be in order.
He further stated that Chief Kerr expressed his opinion as being
in favor of it.
It was moved by Councilman Jensen, seconded by Council-
man Shrock, that the City enter into said agreement with the
County of Los Angeles.

The ~dlanager reported a,s directed on the liquor license
problem in the City of Lynwoad. There was a discussion as~to what

approach could be taken towards alleviation. It was moved by
Councilman Wiggins, seconded by Councilman Shrock, that the ~!~anager
should further investigate a.nd bring in a suggested limitation with
reasons therefor that the City could transmit to the State Board for
their consideration in issuing new licenses. All members of the City
Council present voting aye, the Mayor declared the motion duly carried.
The Manager reported on the proposed Pacific Electric right-
of-way parking lot, stating that the Chamber of Commerce has held
a meeting where they agreed to pay rental of said property and that
they are starting on a plan of raising the money for the materials
to surface the right-of-way. There was some discussion wherein it
was pointed out that a previous commitment should be honored. It wP,s
moved by Councilman Wiggins, seconded by Councilman Shrock, that when
the money is raised for this project, the City will complete their
part in the plan. All members of the City Council votine~ a.ye, the
Mayor declared the motion duly carried.
`i'he Manager reported on the proposed water well site on
the Junior High School property at Carlin and Bullis Road, stating
that the plan is ready for the City's part in the bargain, namely,
the vacation of Magnolia Avenue between Bullis and Bradfield in ex-
change for the well site. After some discussion, RESOLUTION N0, 2025,
entitled, "RESOLUTIOF~I C)F INTENTION; BY THE CITY COUNCIL OF THE CITY
OF LYNWOOD, CALIFORNIA, DECLARIidG ITS I1~!TENTION TU VACATE AND ABANDON
THAT PORTION OF MAGNOLIA AVEr1UE HEREIN DESCRIBED," was read. It was
moved by Councilman Shrock, seconded by Councilman Wiggins, that
said. Resolution be adopted..

ORAL COMMUNICATIONS:
The Mayor asked if there was anyone present in regard tom
purchasing the 1940 Chevrolet Sedan.
Mr. Gus Elke, 1122,6 Apricot, offered $885.00. The Mayor
inquired if tYiere was anyone else present desiring to bid.
Mr. George~Benck, 3257 Louise Street, stated he would
offer X900.00. The A~4ayor inquired if there were any other bids.
There was no response.
It was moved by Councilman Shrock, seconded by Councilman
Jensen, that the car be sold to Mr. Benck for X900.00, plus sales
tax, it being the highest bid.

rJlr. Louise Swiatek addressed the Council and. presented his
new plan for improvement of his property at Century and California
Street, stating that the Planning Commission the night before has
proffered its tentative approval as to layout. The Council examined
the proposed plan and after some discussion, it was moved by Council-
man Wiggins; seconded by Councilman Jensen, that approval as to lay-
out be granted.

The Manager presented his printed report on the proposed
communi3:y center building. Tt was moved by Councilman Jensen,
seconded by Councilman Williams, that the report be accepted and
held for study. All members of the City Councj_l voting aye, the
Mayor declared the motion duly carried.
The Clerk presented a tax deed dated January 13, 1947 and
signed by H.L. Byrau~ Tax Collector of Los Angeles County, whereby
they convey their interest in and to Lot 1047 in Tract No. ,3023, as
per Book 35, Pages 43-44 of naps, Records of Los Angeles County, to
the City of Lynwood.
It was moved by Councilman Wi~~~ins, seconded by Councilman
Jensen, that said deed ~e accepted a.nd that the City Clerk be
directed to cause said instrument to be recorded in the office of the
Recorder of Los Angeles County.

leap recorded in Book 16, Page 37 Records of Surveys, Los Angeles
County to the City of Lynwood v~~as submitted.
Five Grant Deeds dated January 2,3, 1947 and signed by
Charles A. Ruby and Minnie C. Ruby whereby they convey their
interest in and to the following property to the City of Lynwood,
were submitted: the Easterly 20 feet of th~a.t portion lying
northerly of Century Boulevard of Parcel 128; the Easterly 20 feet
of Parcrel 12,9; the Easterly 20 feet of Parcel 130; the Easterly
20 feet of Parcel 131; the Easterly 20 feet of Parcel 132, all as
shown on Licensed Surveyor's PJtap recorded ~in Book 16, Page 37,
Records of Surveys of Los Angeles County.
A Grant Deed dated January 27, 1947 ~.nd signed by John
LeRoy L-uke and Hazel E. Luke whereby they convey their interest

Surrveyor's Ptfap recorded in Nook 16, Page 37 Records of Surveye
of Los Angeles Cr~znty to the City of Lynwood, was submitted.
Two Grant Deeda were submitted, dated January 27, 1947
and signed by Arthur H. Savage and 'Jdinoaene Savage whereby they
convey their interest in and to the westerly "20 feet of Parcel
55 and. the westerly 20 feet of Parcel 56 as shown on Licensed
Surveyor's I,+1ap recorded in Book 16, Page 37, Records of Surveys,
Los Angeles County, to the City of Lynwood.
Two Grant Deeds ~~ere submitted, dated January 25, 1947
and signed by Reuben W. Anderson and. Trixie V. Anderson whereby
they convey their interest in and to the '~iesterly 20 Peet of
Parcel 57 and the ti~lesterly 20 feet of that portion lying northerly
of Century Boulevard of Parcel 58, -both as spawn on Licensed
