3902 was read wherein they request permission .f or a change_of 1 ocation

California. It was moved by Councilman ~'Ji1liRms, seconded by Coun-

A communication from the Veterans of Foreign~'Nars Post Na.
3902 wa,s read wherein they request the first four Tuesdays of each
month to be reserved for their use in the proposed new community
center, It was moved by Councilman '.~lilliams, seconded by Councilman
Jensen, that said communication tie filed. All members of the City
Co~zncil vatin~; aye, the Tf~ayor declared the motion duly carried.
At this point the T~Iaycr receseed the meeting for five
minutes for presentation of a memento to the P~ianager and in order
ths,t the press could. take a picture or two. _
MANAGER'S REPORTS:
~'ersonnel I~iatters :
•1. In regard to the position of Clerk-Dispatcher, it was
pointed out that the first two eligibles were no longer interested ~'
in the position grid that Edward. F. T42arsoobian, T1o. 3, had been
appointed temporarily. It was further pointed out that P,ir. r~Tarsoobian
is presently emplo~Ted as radio technician, a part time activity, It
is Ythe recommendation of the Chief that T,rir. Peiarsoot;ian be appointed
to th.e pos~:~tion and that the City contract with hire to continue the
equipment maintenance, such work to be done entireltr on his own time,
proposed cantra.ct price being X50.00 per month.
It was moved by Councilman Shrock, seconded by Councilman
Jensen, that Pdr. T:iarsoobian be appointed to the position of Clerk-
Dispatcher at a salary of X212.40 per month, which includes the
cost of living €id~justment and that the City enter into a contract
with ~,2r. T~Ilarsoabian far radio technician service at a cost of X50.00
per month.

Thomas U. Williams No. 1. He ha.s been em Dyed on a temporary basis
and is recommended for appointment at a salary of X207.40, including
the cost of livin~• adjustment. It was moved by Councilman Jensen,
seconded by Councilman Shrock, that T.2r. "~illiams be appointed as
Street Jaintenance Helper at a salary of X2,07.40, including the cost
of livin~~ ad_,justment.

3. Owing to an oversight on July 1, 1946, H. H. P~aei•er,
employed as a street maintenance man, Grade II, wa,s receiving ~~10.00
per month less than other workers in the same classification, this
being caused by Prir. T.~ieier working only five days instead of five and
ape-half as other employees, owing to his religious affiliations.
On July 1, all employees went on A five day basis and t~4r. P~leier's
pay has never been raised to the proper amount. It was recommended
that this adjustment be made effective February 16, bringing his
pay up to X232.40 per month, including the cost of living adjustment.
It was moved by Councilman Jensen, seconded by Councilman `,'liggins,
that said recommendation be adopted..

c. In re~~a~.rd. to rec}izPSt far s~~lary `increase from Ju~~ge
Hemenway, a survey .~ salaries of co-~pa.ra,ble cities ~,vaQ made. The
findings reveal the average salary fc7r City Judge to be X190.00
per month. At the present time Judge Hernenway is receiving a
salary of X150.00. ~secause of hiis efficiency in carrying out his
duties of ~udde and his lang tenture of office, it was recommended
that an adjustment be made to bring him more nearly in line with
the ,judges of other cities. It was moved by Councilman 'IJillians,
seconded b~T Councilman Jensen, ths-it the Jud.ge's salary be increased
to X175.00 per month.

5. Chief of Police Kerr ha.~s requested the consideration
of ad,justin~• the salary schedule for the Detective Sergeant classi-
fication. At the present time the sergeants are beLng r~a.id. a
salary of 2S`~.20 per month, with the exception of the traffic
sergeant who is receiving. `272.20. Chief Kerr has made a compila-
tion of ~jork performed by •the detective sergeant far the year 194
and faund_ that he was averaging approximately eleven hours each
~•~~orkin~• d_ay. He says th<~.t these lone hours are necessary when
there is only one officer assigned to such work. Due to the
extra load. 2nd to the hi~~;h training necessary far this ,job, it
is thou~•ht t'_-gat the salary should. be adjusted to the same salary
schedule paid the traffic sergeant, which would. be a X10.00
increase. Chief Kerr requests that canGidera_tion be given to this
pay a.d justment to became effective ?~.~tarch 1, 1947.
It was moved. by Councilman Shrock, seconded by Councilman
~~tiig~ins, that the salary of the detective ser~-eant be increased to
X272.?0 per month, which includes the cost of living?; adjustment.

The ~~~anager presented several ordinances in regard. to
control of public address sytems, 'ooth stationery and mobile,
for the Council to exaxninp as proposed ]_e~•islation.
As requested at the last meeting, the rsdanager presented
a proposed policy of the City of Lynwood in reu~ard to liquor
licenses to be transmitted to tree B-card, of B,ualization. ~ It has
been determined in the z~a,st waeeK that a letter of palicy will not be
accepted by the Board. but th~,.t individual cases ~.re treated as
such. Ha~:~ever, in filing-; e~;ith the Board the compilation df fasts
as ^resentecd at th~J nrev? cus meeting, it rni~~ht have same bearinC
on the promiscuous issuance of additional licenses. '

Reverend Roberts bein~• in tb.e audience, add.regsed the
Council expresing ~~_is doubt as to the effectiveness of Duch a
plan. It v~ras aointed out tYi,~t t'rie complete p'o~n~er lies with the
Board and-that all the City cculd do would be to hope fha.t the
Board recognizes its problem as outlined ~n the report as com-
piled by the Chief of Police.
The P~:anager presented proposed Civil Service rules and
regulations that have beer. tiF:orked out ;~rith the Civ;_1 Service
Board and in cooperation with the members of the Police and ''ire
Departments. He further pointed out that these rules and
regulations closely follow those of the Personnel Baard ~~hich
will reduce some of the complications th~~t result from operating
under two systems.
Thereupon, it was moved by Councilman ~RJilliams, seconded
by Councilman Shrock, th«.t said rules and regulations be adopted.

The Manager presented the Engineer's report on proposed
openin`r of Palm Avenue frarn Peach Street easterly to the rear pro-
perty line of Lot 1107, Tract 302,5. It wa.s sug~°ested that this
openin~~ be accarnplished under the Street Ope:~-ing Act of 1903, which
would be rather expensive to all concerned. Before this is done,
every effort should be made to secure dedications. from the property
oajners. It was suggested that the City Clerk contact the owners
who are at present unwilling to deed and explain tree circumstances
treat make voluntar~r dedication advisable. It was moved by Council-
man Wiggins, seconded by Councilman Shrock, that the Engir_eerrs
recommendation be accepted and such policy be followed. All members
of the City Council present voting aye, the ~~Yayor declared the motion
duly carried.
The I~~.nager presented a suggested program of proper street
~,, signs. hefurtrer requested permission to advertise for bids on
Borne 250 sepa.r~~te signs. From the T~roposals .received the Council
would be able to make its selection of the .type of sign to be stan-
dardized. It was moved by Councilman Jensen, seconded by Councilman
+Jilliams, .treat said authorisation be :ranted. All members of the
City Council present voting aye, the tr7ayor declared the motion duly
carried..
The l.ianager presented the City Treasurer's written report
wherein he requested permission to purc'r«~se outstanding bonds in the
following amounts: •
District V X364.49 ~ 90 per cent ~ X319.04
District AA X1132.90 ® 50 per cent X566.45,
bonds to be purchased out of the Special Assessment and
Tax Relief Furd which has been established for that purpose. Said
request has had the Attorney's approval as to legality of expendi-
ture. It was moved. by Councilman Shrock, seconded by Councilman
Jensen, that said expenditure as outlined in the report be apr~roved.

The City Clerk read the resignation of City Manager Shannon
wherein he expressed his app%reciation for the cooperation .he has
received from the various departments, said r.esignat-ion to be
effective March 7, 1947. It eras moved by Councilman Shrock, seconded
by Councilman Wiggins, that said resignation be accepted vrith regrets.
All members of the City Council voting aye, the i~7ayor declared the
Iti~otion duly carried.

ra~r. James Osme,nt addressed tree Council as to the newspaper
report of a proposed air show at the Hollin~°sworth strip. After some
discussion in order to spike other rumors, it was moved by Councilman
Jensen, seconded by Councilman '~'lilliams, that there shall be no air
snow in the City of Lynwoo~. in 194?.

'~ Councilman ti'dig~~ins explained his vote by saying he didn't
feel that there should. be such a troad policy established in the
matter.
A Grant Deed, dated February 10, 194?.and signed by Vincent
and Tt~iary F. Doyle whereby they convey their interest in and to the
Easterly 20 feet of Parcel 70 as shown on Licensed Surveyor's T,~ap
