RESOLUTION NO. 20-06
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF McCALL, IDAHO, MAKING
CERTAIN FINDINGS;ADOPTING A UTILITY ELECTRONIC PAYMENT CONVENIENCE
FEE, NON-UTILITY SERVICE FEE, AND AN eCHECK FEE FOR THE CITY OF McCALL;
AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, on March 12, 2020 the City Council directed staff to move forward to contract with
Xpress Bill Pay to provide electronic payment options both online and at point of sale; and
WHEREAS,there are other ways for customers to pay for City utility services without the use of
a debit card or credit card and therefore without a convenience fee; and
WHEREAS,there are other ways for customers to pay for non-utility City services without the use
of a debit card or credit card and therefore without a service fee; and
WHEREAS, according to Idaho Code 63-1311A a public hearing is necessary when a new fee is
introduced or an increase of 5%or more is proposed for an existing fee; and
WHEREAS, a public hearing was properly noticed in the Star News for two consecutive weeks,
March 26, 2020 and April 2,2020; and
WHEREAS, a public hearing was held on April 9,2020; and
WHEREAS, the City Council is of the opinion that it is in the best interest of the City customers
to have the opportunity to use a debit card or credit card to pay for City services; and
WHEREAS, the City incurs additional expense when payments are made by debit or credit card;
and
WHEREAS, the City Council has determined that those individuals or entities choosing to use a
debit card or credit card should pay the fees associated with that method of payment.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY
COUNCIL OF THE CITY OF McCALL, IDAHO:
Section 1: Adoption of Electronic Payment Fee Schedule:
Online Electronic Utility Payment $2.95 per transaction Convenience Fee
Non-Utility Payment—Online and Point of Sales 3.25% of the total purchase or charge plus
$1.00 per transaction Service Fee

Section 2: Effective Date: The above rates are effective immediately upon adoption and shall
remain in effect until further action by the City Council.
