REGULAR MEETING MARCH 4, 1947

The City Council of the City of~Lynwood met in a regular
session in the City Hall, 11331 Plaza Street, on above date at 7:30
P . M.
Mayor Doty in the chair.
Councilmen Doty, Shrock, Wiggins, and Williams answered
the roll call.
Councilmen Jensen was absent.
It was moved by Councilman Shrock, seconded by Councilman
Williams, that the minutes of the regular meeting of February 18 and
the adjourned regular meeting of February 19, 1947 be approved as
written. All members of the City Council present voting aye, the
Mayor declared the motion-duly carried.
A communication was read from Aid for the Blind wherein
they requested permission to operate salvage pickup trucks in
Lynwood. It was moved by Councilman Shrock, seconded by Councilman
Williams, that said request be referred to the Chief of Police for
investigation as to the character of the-organization. All members
of the City Council present voting aye, the Mayor declared the motion
duly aarried.
A communication from E. S.~Cavanaugh was presented where
he brought up several planning matters for consideration. It was
moved by Councilman Wi{~gins, seconded by Councilman Shrock, that
said communication be referred to the Planning Commission for ite
consideration. All members of the City Council present voting aye,
the Mayor declared the motion duly carried.
ORDINANCE N0. 451, entitled, "AN ORDINANCE OF THE~CITY OF
LYNWOOD, CALIFORNIA, FIXING THE SALARIES OF THE CITY TREASURER AND
THE CITY CLERK AND PRESCRIBING THE TIME FOR PAYMENT THEREOF, AND
REPEALING ORDINANCES NOS. 292 AND 351", was read for the second time.
It was moved by Councilman Shrock, seconded by Councilman
Williams, that said Ordinance No. 451 be adopted as read the second
time, finally pass and be published as required by law.
Roll Call:
Ayes: Councilmen Doty, Shrock, Wiggins, and Williams.
Noes: None.
Absent: Councilman Jensen.
Public Official bond in the amount of X1,000.00 for
Josephine Shepherd was presented, said bond covering her work as
cashier. It was moved by Councilman Wiggins, seconded by Councilman
Shrock, that said bond be accepted and filed. All members of the
City Council present voting aye, the Mayor declared the motion duly
carried.
An opinion from the City Attorney in regard to return of
forfeited bail bond was read as requested at the last meeting. Mr.
LeSage held in his opinion the City has no authority to refund this
P orfeited bail. This case specifically being in connection with the
arrest of Edward Clarence Wright on November 20th, 1946. It was
moved by Councilman Shrock, seconded by Councilman Y~illiams, that
said opinion be accepted and filed. All members of the City Council
present noting aye, the Mayor declared the motion duly carried.
Two resolutions from the Compton Board of Realtors were
read wherein one they endorsed the sales tax and the other in which
they condemned an out of town paper entering•into another towns
controversy. It was moved by Councilman Wiggins, eeCionded by-C oun-
cilman Shrock, that $aid resolutions be filed. All members of the
City Council present voting aye, the Mayor declared themotion duly
carried,
The Clerk presented a group of 64 letters and two petitions
with 82 names on them, said letters and petitions all expressing
their favorable attitude towards the proposed community center and
requesting that the City Council do everything in its power to secure
the suggested building from Santa Ana Army Air Base. Among the
communications were letters from the following organizations:

At this point the Mayor inquired if there were any gra7.
communication.
Reverend Roberts of the Lynwood Methodist Church
addressed the Council representing the Coordinating Council of
Lynwood. He explained that_he had been requested to speak and
request action on the proposed community center. He pointed out
the many advantages that could be derived from such an addition
to the park and urged immediate action towards pressing the matter
towards a successful conclusion.
He then presented~Mrs. Bennett, representing the youth
of Lynwood, she having been in charge of the teen-age center
when it was in existance.
Mrs. Bennett in turn presented a petition bearing some
600 names, said petition requesting action on acquiring the
proposed community center. Mre. Bennett then presented Ronald
Johnson, speaking for the youth of the town who again stressted the
importance of and the value to be derived from such a.center.
Reverend Roberts presented Francis Gillman, who expressed
his favorable attitude in the matter.
Mr. Taylor of Agnes Street inquired as to the source of
money for such a program. Reverend Roberts called on Floyd Rowlee
who explained the plan of financing the program. Mr. Roberta
then again appealed to the Council for its favorable and lmmediate
action.
Whereupon, it was moved by Councilman Shrock, seconded
by Councilman Wiggins, that the Council proceed with the plan
to acquire the officers' club building at,the Santa Ana Army Air
Base if it is at all possible and that every measure be taken
that would possibly aid in acquiring said building. All members
of the City.Council present voting aye, the Mayor declared the
motion duly carried.
The hour of 8:00 P. M. having arrived, said hour being
the time fixed for hearing any and all objections in connection
with vacation and abandonment.of Magnolia Avenue between Bullis
Road and Bradfield Avenue, the Mayor inquired if there were any
present in regard to said hearing.
Whereupon, Mr. Flint of Bradfield Street stated that he
and several other people were present about the matter who are of
the same opinion, that they wanted some concrete assurance of the
eventual opening of Bradfield from Magnolia to Carlin befo~°e they
would approve the abandonment of the aforesaid portion of Magnolia.
After Some discussion, the Mayor pointed out the need for early
adjournment and that this hearing would be continued.

It was moved by Councilman Wiggins, seconded by CouriciY-
man Williams, that the demands be allowed and that warrants be
drawn on the City Treasurer for said various amounts.

Absent: Councilman Jensen.
It was moved by Councilman Williams, seconded by Council-
man Shrock, that the meeting adjourn to March 5, 1947 at 7:30
o'clock P. M. All members of the City Council present voting aye,
the Mayor declared the motion duly carried. .
