REGULAR MEETING MARCH 18, 1947
The City Council of the City oP Lynwood met in a regular
session in the City Hall, 11331 Plaza Street, on above date at
7:30 P. M.
Mayor Doty in the chair.
Councilmen Doty, Jensen, Shrock, Wiggins, and Williams
answered the roll call.
It was moved by Councilman Shrock, seconded by Council-
man Williams, that the minutes of the previous regular meeting of
March 4,.1947 and the ad~jou rned-regular meeting of March 5, 1947
be approved as written. All members of the City Council voting aye,
the Mayor declared the motion duly carried:
A communication from the Lynwood Traffic Safety Council
was read wherein it requested the City to pay its membership fee ,,.~
of X30.00 in the National Safety Council. It was moved by Council-
man Wiggin8, seconded by Councilman Williams, tYiat said request
be granted and the membership fee be approved.
Roll Call:
Ayes: Councilmen Doty, Jensen, Shrock, Wiggins and
Williams.
Noes: None. • •
A communication from the Veterans of Foreign Wars Was
read, inviting the Council to their installation of new officers.
It wa.S moved by Councilman Shrock, seconded by Councilman Jensen,
that the communication be filed. All members of the City Council
voting aye, the Mayor declared the motion duly carried.
A communication from the Reynolds family expressing
appreciation for the Council's sympathy in their recent bereavement
was read. It was moved by Councilman Williams, Seconded by Council-
man Shrock, that said communication be filed. All members of the
City Council voting aye, the Mayor declared the motion duly carried.
A communication was read from Mr. Wittman, Attorney for
Mr. Hohn, the City garbage contractor, wherein he stated his desire
to terminate his contract with the City of Lynwood. It was moved
by Councilman Williams, seconded by Councilman Shrock, that the
communication be referred to the City Attorney for answer and that
the City Clerk be authorized to advertise for bids on garbage and
trash removal.

Ayes: Councilmen Doty, Jensen, Shrock, Wiggins, and
Williams.
Noes: None.
A communication from Bruce Mason, Attorney for Consumers
and Merchants was read wherein he transmitted initiative petition
to the City of Lynwood in regard to the sales tax.
Certification of sufficiency of number of the initiative
petition of the City Clerk was read. The Mayor inquired if there
was any. comment from the audience.
Whereupon, Mr. Cormier, 11424 Long Beach Boulevard,
addressed the Council as to the initiative petition, Stating he
felt the strength of the petition obviated the necessity for an
election. He further stated, however, that there was no objection ,,,~
to the tax as a tax but as to its method of passage.
Louis Fisher, 3241 Virginia, addressed the Council in
regard to the sales tax and stated his approval of the tax and hoped
that it would be retained and his feeling that an election would
prove his point of general acceptance of the tax. He further
stated that Mr. Vanderford of Cedar and School Street has stated
to him that the circulator of said petition had represented to ham
that this was for the specific purpose of calling an election and
for a public vote on the tax and not a direct request for repeal.
Mr. Bush, 3338 Seminole, expressed his disapproval of
the method of passage of the tax.
Mrs. W. H. Corwin, 3913 Lyndora, addressed the Council,
expressing her opinion of misrepresentation by the circulators of
said petition and further stating; that a vote was the only solution.
Whereupon, RESOLUTIUN N0. 2033, entitled, "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF LYNWOOD CALLING A SPECIAL ELECTION
PURSUANT TO AN INITIATIVE PETITION FILED WITH THE CITY REQUESTING
THE SAID CITY COUNCIL TO REPEAL ORDINANCE N0. 440 OR, IN LIEU THEREOF,
TO SUBMIT THE QUESTION TO THE VOTE OF THE PEOPLE AT A SPECIAL ELECTION,p

was read. It was moved by Councilman Williams,. seconded by Council-
Jensen, that said Resolution be adopted.

Ayes: Councilmen Doty, Jensen, Shrock, Wiggins, ,and
Williams.
Iiioes: None.
The hour of 8 P. M. having arrived, said hour being the
time fixed for receiving any and all bids for furnishing weed abate-
ment service in the City of Lynwood as advertised.
The Mayor inquired if there was anyone present wishing to
submit a bid..
There was no response.
-The Clerk stated that he had received Pour sealed proposals.
It was moved by Councilman Williams, seconded by Councilman Shrock,
~.,,, that the bids be publicly opened, examined, and declared. All mem-
bers of the City Council voting aye, the Mayor declared the motion
duly carried.

Mr. Hooks being in the audience, clarified his bid by
stating he misinterpreted the request and what he meant was for
double disking, .03 in addition to the .05 for single disking.
It was moved by Councilman Wiggins, seconded by Councilman
Jensen, that the bids be ref erred to the Acting City Manager for
checking and .report.
Roll Call:
Ayes: Councilmen Doty, Jensen, Shrock, Wiga;in$, and
Williams.
Noes: None.
The hour oP 8 P. M. having arrived, said hour being the
time fixed for receiving any and all bids Por furnishing street signs
as advertised. The Mayor asked if there was anyone present wishing
to submit a bid.
There was no response.
The Clerk stated he had received three .bide.
It was moved by Councilman Williams, seconded by Council-
man Shrock, that the bids be publicly opened, examined, and declared.
All members of the City Council voting aye, the Attayor declared the
motion duly carried.

It was moved by Councilman Wiggins, seconded by Councilman
Jensen, that the bids be referred to the Acting City Manager for
checking and report thereon. All members of the City Council voting
aye, the Mayor declared the motion duly carried.
'''~ The Clerk presented a grant deed dated March 10, 1947 and
signed by Loucretia Shoemaker whereby she conveys her interest in
and to the westerly 20 feet of Parcel 54 as shown on Licensed Sur-
veyor~s I~ap recorded in Book 16, Page 37, Records of Surveys; Los
Angeles County,, California, to the City of Lynwood.
It was moved by Councilman Williams, seconded by Council-
man Jensen, that said instrument be accepted and that the City Clerk
be directed to cause said Grant Deed to be recorded in the Office of
the Recorder of Los Angeles County.

Noss: None.
The Clerk presented several Home Occupation applications
that have been processed.
1. Application from Robert R. Strehlow for builder-con-
tractor office at 3819 Morton Road. The Mayor inquired if there was
anyone in the audience ob~eeting to said application.
There was no response.

whereupon, it was moved by Councilman Williams, ;seconded
by Councilman Shrock, that said application be approved. All members
of the City Council voting aye, the Mayor declared the motion duly
carried.
2. Application from Harry Fisk for hobby shop at 10924
McNerney. The Mayor inquired if there was anyone present objecting
to said application. •
There was no response.
It was•moved by Councilman Williams, seconded by Council-
man Jensen, that said application be approved. All members of the
City Council voting aye, the Mayor declared the motion duly carried.
3. Application from Florence Moorehead-Dunn for civil
engineering office at 10943 Colyer Avenue. The Mayor inquired if
there was anyone present who wished to object to said application.

It was moved by Councilman Williams, seconded by Council-
man Jensen, that said application be approved. All members of the
City Council present voting aye, the Mayor declared the motion
duly carried.
• 4. Application from Lena Fuller for a beauty parlor at
3566 Bunton Avenue. The Mayor inquired if there was anyone present
wishing ~to ob,ect to said application.
There was no response.
It was moved by Councilman Wiggins, seconded by Council=
man Shrock, that said application be approved. All members of the
City Council voting aye, the ~4ayor declared the motion duly carried.
The Clerk stated for clarification that every applicant
on this form is advised of the limitations involved and that no
violations will be tolerated.
The Clerk presented the result of the re-investigation
of the zone change at the corner of Mulford and California. It was
moved by Councilman Williams, seconded by Councilman Jensen, that
said findings be filed for further study and action at the meeting
of April 1. All members of the City Council •present voting aye,
the Mayor declared the motion duly carried.
The Clerk stated he had received a request for the return
of the "Black Maria" to its original owners. A check of the minutes
wherein the vehicle had previously been accepted by-the City did
not reveal any particular person to whom it could be released.
Whereupon, it was moved by Councilman Wiggins and
seconded by Councilman Jensen, that Councilman Williams be dele-
gated to investigate as to the rightful owner and that upon report
of his investigation the Clerk be authorized to execute transfer
of the vehicle to that person or organization. -All members of the
City Council voting aye, the Mayor declared the motion duly carried.
An Ordinance entitled, "AN ORDINANCE OF THE CITY OF
LYNWOOD AMENDING ORDINANCE N0. 68, SECTION 49~, GOVERiJING IiVST~4L-
LATION OF GAS £iEATER5 AND GAS 1tIETERS," was presented. It was moved
by Councilman Williams, seconded by Councilman Wiggins, that further
reading be waived. All members of the City Council voting aye, the
Mayor declared the motion duly carried.
It was moved by Councilman Williams, seconded by Council-
man Jensen, that said ordinance be accepted as read the first time ,~,,,
and pass to the second reading.
Roll Call:
Ayes: Councilmen Doty, Jensen, Shrock, Wiggins, and
Williams.
Noes: ~ None.
As requested at the last meeting a suggested ordinance
amendment to provide for a different schedule of license fees for
permanently established amusement businesses, the suggested amend-
ment was read, following which Councilman Williams suggested there
should be some measure to provide for adequate surfacing of the
location to be used in such endeavors and that there are other pro-
blems that should be settled before any action. It was moved by
Councilman Wiggins, seconded by Councilman Jensen, that the matter
be laid over until the next meeting. All members of the City Coun-
cil voting aye, the Mayor declared the motion duly carried.
The Mayor inquired if there were any oral communications.
John Garrold, 3184 Fernwo~d Avenue, addressed the Council
in regard to the condition of Fernwood Avenue, particularly in
front of his residence, requesting that something be done to correct

the enormous ehuckhold in Pront of his driveway. The Mayor stated
that it would be taken care of immediately.
harry Towes addressed the Council in regard to the general
condition o~ the streets, asking if something couldn!t be done. He
further stated his appreciation for the immediate attention Lynwood
Road receiv@d in regard to cleaning. .
