CALL TO ORDER
The Regular Council Meeting of January 18, 2000, was convened at 7:30 P.M. by Mayor
Tom Rackers.
Prayer was offered by Rev. James Jackson, Pastor, House of Prayer, followed by the
Pledge of Allegiance.
ROLL CAL
The following Council Members were present for the roll call:
Present: Blaney, Jackson, Jaynes, Landwehr, Nelson, Nilges, Stella, Vincent,
Vogel and Weber
Absent: None
A quorum was declared present.
Mayor Tom Rackers recognized 14 members of Boy Scout Troop 11 who are attending the
meeting to earn a Citizenship in the Community Badge, and welcomed them to the meeting.
PUBLIC HEARINGS
Rezoning of Lots 6 and 7 of Julmar Estates Subdivision Section Two, located approximately
600 feet west of the intersection of West Truman Boulevard and North Ten Mile Drive from
PUD (Planned Unit Development) to C -O (Office Commercial) — Senior Planner Janice
McMillan made a presentation detailing the background of the request for rezoning and
showing the affected areas. Following her presentation, no one present requested to speak
in favor of, or opposition to, the proposed rezoning. Mayor Tom Rackers declared the public
hearing concluded.
PRESENTATIONS THE PUBLIC
Mr. Richard Groner, 1301 E. High Street, made a presentation regarding "dual carry" for
cable tv connectors as currently used in St. Louis. He distributed a handout to illustrate his

point, and suggested the city consider doing the same thing.
PRESENTATIONS FROM STAFF AND CONSULTANTS
Mr. Ken Ferguson, Complete Count Census Committee, made a presentation explaining
the functions of the committee in the upcoming U.S. census. He encouraged citizens to fill
out the forms that will be coming to them in the mail and return them to ensure that every
citizens gets counted.
CONSENT AGENDA
The following items were presented for approval on the Consent Agenda:
a. Minutes of January 3, 2000 City Council Meeting
b. Bid 1850 - Dry Polymer, Public Works
c. Bid 1858 - Skid Loader, Fire Department
Councilman Charles Jackson made comments about items (b) and (c) because the low bid
was not chosen. He stated he has had ongoing concerns regarding the bid process at the
city, and that if testing is done in connection with a bid, it should be done before the bid
instead of after, and should be part of the RFP. Councilman Jackson stated he will be
bringing up those concerns again until he feels the process is improved. Following Mr.
Jackson's comments, a motion was made by Councilman Larry Vincent to approve the
Consent Agenda as presented, seconded by Councilman Rick Nilges, and approved
unanimously.
BIDS OVER $25,000
Bid 1853, Triple Combination Pumpers (2), Fire Dept.(hand delivered 1/10/00) —
Councilman Charles Jackson asked questions of Fire Chief Robert Rennick regarding this
bid, and reiterated some of the concerns he mentioned about the bids just approved.
Following the questions and answers, a motion was made by Councilman Carl Jaynes for
approval, seconded by Councilman Rick Nilges approved unanimously.

Mayor Tom Rackers announced that the following reports have been received and are on

MAYORAL APPOINTMENTS
Mayor Tom Rackers recommended the following appointment for Council approval:
Council Liaison to Cable Quality Commission — Councilman Leonard Stella
A motion was made by Councilman Carl Jaynes for approval of the appointments as
presented, motion was seconded by Councilman Steve Nelson, and approved unanimously.

Councilman John Landwehr made a motion to withdraw Bill 99 -102 pending receipt of more
information about the development, motion was seconded by Councilman Carol Blaney
approved unanimously.
INFORMAL CALENDAR
Bill 99 -92, sponsored by Councilman Nilges, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING VARIOUS
SECTIONS OF THE PERSONNEL POLICY FOR THE MUNICIPAL SERVICE OF
JEFFERSON CITY, MISSOURI.
Councilman Rick Nilges stated he wished to remove Bill 99 -92 from the Informal Calendar
for final passage. Bill 99 -92 was read third time by title and placed on final passage.
Councilman Rick Nilges moved to amend Bill 99 -92 as outlined in the "Motion to Amend"
which was distributed in the Council packets. Motion was seconded by Councilman Carl
Jaynes approved unanimously. Bill 99 -92 was then passed, as amended, by the following
vote as Ordinance 13018:

NEW BUSINESS
Mayor Tom Rackers reminded the Council and citizens of the new 6:00 P.M. meeting time
for Council meetings beginning with the February 7, 2000, meeting.
City Administrator Rich Mays stated that due to the recent concern expressed by citizens
about cell towers in public parks, perhaps a meeting could be held to discuss the issue
more fully. Councilman John Landwehr requested that the Council know what is being
proposed before a meeting is held so they can be prepared to discuss it. Following
discussion, the Council set a meeting date of Tuesday, February 8 at 6:30 PM to discuss
the issue.

Councilman Rick Nilges stated he has received some calls regarding recycling bins.
COUNCIL LIAISON REPORTS
REGULAR CITY COUNCIL MEETING JANUARY 18, 2000
Councilman Charles Jackson announced the Public Works and Planning Committee will
be at the new Hyde Park facility for a ribbon - cutting ceremony on Thursday, January 20,
at 10:00 A.M., and the regular committee meeting will be held at the facility at 6:30 PM.
GO INTO EXECUTIVE SESSION
A motion was made by Councilman Charles Jackson that the Council go into Executive
Session at this time to discuss matters pertaining to real estate, litigation and personnel.
Motion was seconded by Councilman Carol Blaney, and approved by the following roll -call
vote at 9:10 P.M.
