The City Council of tine City of Lynwood met in a
regular Cession in tre City Hall, 11331 Plaza Street on above
da*e at 7:30 P. rtZ.
IGTayor Doty in the chair.
Councilmen Doty, Jensen, Shrock, 'fVig~~ins, and Williams
answered the roll call.
It was moved by Councilman Shrock, seconded by Councilman
'~~'i1lia.ms; that the minutes of the previous regular meeting of April
1, 1947 be anpraved as written. All members of the City Council
voting aye, the Mayor declared the motion duly carried.
A communication from Chief Kerr was read vrherein he
clarified the letters from O'Shau~;hnessy and Legg in regard to
their suspension. It was moved by Councilman Williams, seconded
by Councilman Shrock, that said communication be filed. All members
of the City Council voting a,ye, the Mayor declared the motion duly
carried.
The findings of Neil F. Anderson resulting from his sur-
veY of the Police Department were read. It was moved by Councilman
Shrock and seconded by Councilman Jensen,- that said report be
accepted .and filed. All members of the City Council voting° aye, the
Mayor declared the motion duly carried.
Upon considering report of Police Department Survey by
Neil F. Anderson and the letter of Chief Kerr, it was moved by
Councilman Williams, seconded by Councilman Shrock,'~`that the 30 /
day suspension of Sergeant R. Y. O'Shaughnessy reported in the
minutes of the meeting of the Council of I~2arch 19, 1947 be modified
to a 5-day period effective Ialarch 20 to and including nliarch 25;
that Sergeant R. Y. O'Shaughnessy be reinstated with pay effective
as of It2arch 26, 1947. The within 5-day suspension is based upon
the recommendation of the Chief of Police and is made because of
the failure to properly care for a city automabile.''
This suspension is made without pre,~ur?.ice to further
consideraticn of alleged violations of Sections 26, 58, 27, 11, 17,
and 1B of the rules .and regulations of the Police Department as
reported in Page A-3 of the report of Neil F. :~nderson.

It wA.s moved by Councilman Williams, seconded by Council-
man Jensen, that the 30-day suspension of Sergeant Wesley Leg
reported in the minutes of the meeting of the Council of I,Zarch 19,
1947 be modified to a 5-day period effective I~Jtarch 20 to and
including P,2a rch 25; that Sergeant Wesley Legg be reinstated ~vith
pay effective as of I~.4arch 26, 1947. The within 5-day Guspension
is based upon the recommendation of the Chief of Police and is
made because of the failure to praperly care for a City automobile.
This suspension is made without prejudice to further
consideration of alleged violations of Sections N6, 58, 27, 11, 17,
and 18 of the rules and regulatians of th.e Palace Department as
reported in Page A-3 of the report of Neil F. Anderson.

The rules and regulations supplementing rules now in
effect for the Police Department were read, as follows:
1, That the Chief of Police establish a central filing
system and that the responsibility of keeping this filing system
be delegated to the Secretary of the Chief of Police. The Police-
vsroman shall assist in her spare time. The desk clerks will assist
when their time permits.
2. That a daily log of the department, the detective
investigations, etc., shall be brought together into a central file.
3. That all complaints be in duplicate and signed by
the complainant and one copy kept in central file and .one copy
sent to the City L4anager.
4. That th.e daily log sheet be kept in duplicate and

a copy sent to the City manager by .09:,00 A. .':g. dailey.
5. That the Department be re-organised into five (5}
functional divisions and three eight (8) hour shifts as recommended
by t~~1r. Neil F. Anderson in his report.
6. That the Chief of Police use his own personal car and
that he be allowed Twenty-five Dollars {25.00) per month plus a
reasonable gasoline allowance for the use of his car, and that a two-
way Police radio be installed at City expense in the Chief's car
for his use in Police work in the City of Lynwood.
7. That the Chief of Police nc>t be allo~~aed to leave the
City on any speaking en~•ager?ents unless he hs.s first obtained approval
of the Police Commissioner or the City Council. This approval to be
in writing.
8, That tY~e Chief of Police act in an advisory capacity
only to the Traffic Safety Council and that he hold no office in
said. Council .
9. ThG.t all cars be lodged in the daily log sheet and
when it is necessary to leave the City limits, the log shall show
the time of departure, time of return, destination, and name of
operator in charge of car. In special cases of pursuit the operator
v~~ill make the report as soon as practicable after return to the City.
10. Ths.t na car or Police personnel be Gent out of town
to return missing persons or prisoners without first obtaining per-
mission in writing from the Police Commissioner or the City Council,
and in no case shall any Police officer accept any expense money
for these trips from any person but the City Treasurer or his author-
ized Deputy. -
11. The use of Police carp is authorized for the use of
Police officers who may be required to testify in the Los Angeles
Courts provided all of the requirements of rule nine (9) are complied
with.
12. The Chief' cf Police will repair. in his office at all
times or leave word. with the Desk Sergeant as to his whereabouts and
where he can be reached. This information to be furnished from the
Desk Sergeant to the City Manager or the Police Commissioner at their
request.
The following; policy is hereby established regarding the
identification of all City of Lynwood mobile equipment:
1. Effective this date anc~ a.s time will permit, the garage
foreman ~~rill take steps ~to properly identify all City owned mobile
equipment by the installation of a suitable Decalcomania as approved
by the City Council or by the painting of the words "Cityy of Lynwoad"
an each side of each piece of equipment, together ~~~ith th.e name of
the department the equipment is assigned to. Each piece of equip-

the time fixed for hearing a.ny and all objections to the assessment
far the improvement of Carson Drive, et al, by the installation o£

present in regard to said hearing.

The Tr'la.yor inquired if there !were any oral cornrnunications.
TuIr. '+'v. T. 'Walker, 10720 Rarlo~rv, addressed the Council
in regard to his house on State Street raving R-3 usage in an R-1 zone.
After discussion of the subiect, it was moved ry Councilman Jensen,
seconded by Councilman Williams, that the matter be referred to
the Manager for investigation and report at the next meetin~•. All
members of the City Co~zncil voting aye, the T~Iayor declared the
motion duly carried.
Mr. Sermon, 10802. Sa.n Joee Street, addressed the Council
in regard to his alteration of a gar~a.ge into an apartment without
a build inn permit a.nd the resultin~• R-3 usage in an R-1 zone. Tn
the discussion it was brou~rit out that it brad been done because of
his invalid mother-in-lalo. After discussion, it was moved by
Councilmar.'williams, and seconded by Councilman Jensen, that tem-
porary use be permitted pending further investi~ation~as to the
medical qualifications concerr.in?• this until the first meeting of
the Council in June. All members of the City Council voting aye,
the Mayor declared the motion duly carried.
TtiTr. Garrold., 3181 Fern~~~oa;~ Avenue addressed the Council
stating; that they should be commended on their hn.ndlirrg of the
Police case.
A communication from the Recreation Com-nission arras read
wherein they requested th~~t the Council proceed as rapidly as
possible with the installation of gas plates and electric li~,hts
in the picnic shelters in the City Park a.r.d also that fire rings
be installed. It was move. by Councilman t`dilliamS, seconded by
Councilman Shrock, that every effort be made tc comply with the
Commission's req~_zest. All me,nberc of the City Council voting_ aye,
the T!~ayor declared the motion duly carried.
Chief Kerr transmitted. a request he ha.d received to hold
a horse p~.rade on April 26 from the Lazy-A 'western Shop. In the
discussion it was pointed out tri~t it !Mould. be poor policy to
allow parades by private enterprise. The Tvtayor inquired if T:Zr.
Atwood, the applicant, -!vas in the audience. T~:~r. Atwood was present.
The T~~Zayor explained to him the policy as to p~:rades and suggested
that he contact T:,Ir. Cruikshank and see if~ he could. not work into
the public schools week parade. It was moved by Councilman
t~Jilliams, seconded by Councilman Shrock, teat the request for
parade be denied. All rnernbers ~f the City Council voting aye,

The Pacific Electric Railway presented « new bond in
the amount cf .1,000.00 covering their spur track franchise en
3eechwood parallel with ~srayson Heat Control. It was moved by
Councilman Williams, and seconded by Councilman Jensen, that said
bond be accepted and filed. All members of the City Council voting
aye, the i~:~iayor declared the motion duly ca.rried.'

THEREOF", was read for the second time. It was moved by Council-
man Williams, seconded. by Councilman Jensen, that further reading
be waived. All members of the City Council voting C ~Te, the T~~ayor
declared the motion duly carried.
It was moved by Councilman Y'~illiams, seconded by Coun-
cilman Shrock, that said ordinance be adopted as read the second
time, finally pass and. be published as required by law.

Several Planning; Commission matters were presented, as
follows:
1. Planning Commission Resolution 16 was read wherein
the Commission approved variance of ~~se to allo.~T a grocery store on
the West 72 feet of the East 145 feet of the North 250 feet of Lot
5, Tract 5103. It was moved by Councilman t'Jilliams, seconded by
Councilman Shrock, that said action be confirmed.

2. Planning Commission Resolution No. 17 was read where-
in the Commission approved the variance of rear yard requirements of
Lots 1059 and 1060, Tract 302.5. After some discussion, it was moved
by Councilman Shrock, seconded by Councilman ,Jensen, th.~.t said matter
be held for further study until the next regular meeting. All mem-
bers of the City Council voting aye, the Mayor declared the motion
duly carried.
•3, The Planning Commission's approval of the policy
wherein Pendleton .?venue between Colyer a.nd Hulme should be abandoned
was presented. After some discussion and inquiry if there was anyone
present in .regard to said abandonment, it was moved by Councilman
Shrock and .seconded by Councilman Y^Ji~;~ins, that proceed~.n~•s be started
to abandon ,said street as above described. All members of the City
Council present voting• aye, tree h~Iayor declared the motion duly carried.
,C. P. Vrinchester and Sons requested permission to operate
the office .of their floor sanding and finishing business at 3341
Beechwood_ avenue. The Clerk stated that all requirements had been
met, cards had been mailed and no objections filed, thereby indicating
approvalvof the neighboring property owners. It was moved by Council-
man Williams, seconded by Councilman Shrock, that said home occupation
be authorized. All members of the Gity Council voting. aye, the It4ayor
declared the mot ion duly carried.
A communication from '~1. J. Zimmerman wherein he tendered
his resignation from the Civil Service Commission was read. It was
moved by Councilman Shrock, seconded by Councilman Jensen, that said
resignation, be accepted u~rith regrets and that a letter of appreciation
for past services be sent to it+Ir.Zimmerma.n. All members of the City
Council voting aye, the :lriayor declared the motion duly carried.
.The Clerk presented the Water Department's need of addition-
al cast iron pipe, pointing out the long period required. for delivery,
and requesting authorization to advertise f.or bids. It was moved by
Councilman _Shrock, seconded by Councilman Jensen, that said authoriza-
tion be gr.~~nted_. All members of the City Council voting aye, the
i:~ia~TOr declared the motion duly carried.
.The tentative map of Subdivision No. 14785 of N. Tuiarma,lefsky
and Son was presented, said subdivision havin~• received approval of
the Planning Commission. After some discussion, it was moved by
Councilman ,`lliggins, seconded by Councilman Jensen, .tha.t said tentative
map be approved. ,

and declare the X1,000 bon d:,forfeited that had been filed therewith.
