The City Council of the City of Lynwood met in a regular session in the City Hall, 11331 Plaza Street on above date at 7:30 P. M. TrTayor Doty in the chair. Councilmen Doty, Jensen, Shrock, tF~ig~ins, and PJilliams, answered the roll call. It was moved by Councilman Shrock, seconded by Councilman ?Nilliams, that the minutes of the previous regular meeting of July 1, 1947 be approved as written. All members of the City Coun- cil voting aye, the Tutayor declared the motion duly carried. A communication from the Lynwood School District notify- ing the Council of their discontinuance of use of the nursery building at State and_ Imperial was read, requesting sore consid - eration for utilization of the building for storage. It was moved by Councilman ~'dilliams, seconded by Coun- cilman Jensen, that the communication be filed and that it be referred to the Iv~anager for a report as to possible disposition of the building. All members of the City Council voting aye, the Mayor declared the motion duly carried. . A communication was read from•the H. & R. Company by Fenton Hudson, requesting permission to erect a temporary structure, namely, a quonset hut, on his property on Century near Santa Fe for a.period of 60 to 90 days while a permanent structure is being completed. T~Ir. Hudson being in the audience, the Mayor inquired as to_his purpose in requesting the permit and he pointed out the need for storage for small articles which might-be stolen without protection. It was moved by Councilman Jensen, seconded by Coun- cilman.Shrock, that permission be granted for a 90-day temporary permit upon posting of a X1,000 bond. All members of the City Council present voting aye, the lUlayor declar-ed the .motion duly carried. A petition was received signed by John W. Gardiner and. 31 others requesting that Oakwood Avenue between. Bellinger and State-Street be resurfaced. It was moved by Councilman Williams, seconded by Councilman Jensen, that the matter be referred to the F,ngineer. All members of the City Council voting aye, the Mayor declared the motion duly carried. lUMANAGER' S REPORTS The Manager reported on the gasoline and oil bids, recommending that Pathfinder Petroleum Company's bid for gasoline in the amount of 133 for ethyl and .123 for regular and Standard Oil Company of California's bid_ of.565 per gallon for RPNT Heavy Duty 011 be accepted and contracts entered into. • It was moved by Councilman Wiggins, seconded by Council- man Williams, that said bids be accepted and contracts entered into for a period of one year beginning August 1, 1947. Roll Call: Ayes: Councilmen Doty, Jensen, Shrock, Wiggins, and Williams. Noes: The Manager reported on the new classification of Radio Technician, pointing out that the Civil Service Commission at its last meeting declared the need for said classification and adopted specifications, further stating it now required Council approval in order to advertise and hold examinations. After some dis- cussion, it was moved by Councilman Williams, seconded by Council- man Shrock, that the classifiction Radio Technician be approved as Pioes: None. The Manager further reported the need for a temporary patrolman owing to leaves of absence and resignations depleting the force. He stated that Chief Kerr had recommended P7r. Frederick Van Cleve for temporary appointment until a new eligible list can be established. It was moved by Councilman Williams, seconded by Councilman Jensen, that Frederi k Van Cleve be appointed temporary patrolman at a salary of X190 p``r month plus th.e cost of living index for a period not to excee six months. _ _ _ _ __ ~~ Roll Call: Ayes: Councilmen Daty, Jensen, Shrock, Wiggins, and Williams. Noes: None. ADDITIONAL BUSINESS: Resolution No. 2052, suggested for passage by the County Counsel eras presented. It was moved by Councilman Shrock, seconded by Gouncilman Villiams, that said Resolution be adopted. Roll Call: Ayes: Councilmen Doty, Jensen, Shrock, Wiggins; and Wi Ilia r~is . • Noes: None.- RESOLUTION N0. 2053, entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWUOD CUIVFIRMING REPORT OF THE STREET SUPER- ITJTENDEI~IT RELATIVE TO '.NEED ABATEIvgENT FOR THE 194P-48 YEAR," was read. It was moved by Councilman Williams, seconded by Councilman Jensen, that said Resolution be adopted. Roll Call: Ayes: Councilmen Doty, Jensen, Shrock, ~liggins, and ~~11111ams . Noes: None. The Clerk presented referral from the Planning Commission in regard to alley vacation that affects Lots 10, 11, 12, and 13 only of Tract 6575. The Planning Commission pointed out that they could see nothing wrong provided proper reserv-ations were made for public utilities. After some discussion it was moved by Councilman Shrock, seconded by Councilman Williams, that proceedings be started to accomplish said vacation. All members of the City Council present voting aye, the Mayor declared the motion duly carried. An ordinance entitled, "AN ORDINANCE OF THE INCORPGJRATED CITY OF LYNWOOD ESTABLISHING TAX DISTRICTS NUMBERS 1 AND 2 OF SAID .CITY,. FIXING THE RATES OF TAXES, AND LEVYING TAXES FOR THE FISCAL YEAR BEGINi~jING JULY 1, 1947, AP3D ENDING JUNE 30, 1948," was presented. It was moved by Councilman Williams, seconded by Councilman Jensen, that further reading be waived. All members of the Gity Council voting aye, the Mayor declared the motion duly carried. It was moved by Councilman ~~Tilliams, seconded by Council- man Jensen, that said ordinance be accepted as read the first time and pass to the second reading. It was moved by Councilman 'Nilliarns, seconded by Councilman Shrock, that said ordinance be accepted as read the first time and past to the second reading. Planning Commission Resolution I~'o. 2G was presented to the Council, wherein they declared the ambiguity existing in listing motels in permissible uses in R-3 zoning and that said usage should have appeared only in C-2. After some discussion, it was moved by~Councilman a'dilliams, seconded by Councilman Jensen, that the Council concur in the findings .of the Planning Commission and permissible use of R-3 zone be corrected as noted. Roll Call: Ayes: Councilmen Doty, Jensen, Shrock, vViggins,, and Williams, Noes: None. ~- An ordinance entitled, "AN ORDINANCE Aiv?Fi~TDIi~?G SECTION 11 OF ORDIi~1A~1CE N0. 440 OF THE CIT1' OF LYN'WOOD; .THE SALES TAX ORDINANCE", was read. It was moved by Councilman Williams, seconded by Councilman Jensen, that said ordinance be accepted as read the first time and pass to the second reading. Roll Call: Ayes: Councilmen Doty, Jensen, Shrock, Wiggins, and Williams. Noes: None. The Mayor inquired if there were any oral communications. Mr. Leslie Long, 3169 Euclid Avenue, addressed the Council in regard to the proposed development of a street in Belle Vernon Acres between Euclid and Carlin on the north and south and between Peach and Tract 3025 on the west and east. The Clerk explained that this had been thrcugh the Planning Commission and with the assistance of the Engineering De?~artment there had been drawings and cost estimates on the project mailed to all affected properties and that there had been only one response and that ir, the negative. After further discussion, it was moved by Councilmen 'Williams, seconded b,y Councilman Jensen, that the matter be referred to the Attorney for report as to the possible means to be taken in condemnation pro- ceedings. All members of the City Council votin~• aye, the I~,7ayor declared the motion duly carried. It was regularly moved by Councilman Shrock, and seconded by Councilmen V~iggins, that the demands presented to the Council at its meting of July 15, 1947, having been regularly audited, are hereby allowed and approved and warrants ordered drawn on the City Treasurer therefor in accordance with and to the payees named in the several demands hereby approved.
