REGULAR MEETING AUGUST 5, 1947
The City Council of the City of Lynwood met in a regular
session in-the City Hall, 11331 P1aza~Street on above date at 7:30
P. M. .
Roll Call:
Ayes: Councilmen Doty, Jensen, Shrock, and Williams. .
Noes: None.
Absent: Councilman Wiggins.
A communication from the City Treasurer was read in
regard to a claim for refund on an overpayment oP sales tax for
the month of January, 1947, in the amount of X19.42. After some
discussion,-it was moved by Councilman Shrock, seconded by Council-
man Jensen,• that said refund be authorized and warrant drawn.

A communication Prom Clyde Doyle, Long Beach Attorney,
was read wherein he commended the Cou-ncil on their forward step in
recreation -for the City of Lynwood. It was moved by Councilman
Williams, s-econded by Councilman Jensen, that the communication
be filed. ,All members present voting aye, the Mayor declared the
motion duly carried.
A communication from the William J. Grayson Post, American
Legion, was. read requesting that the City obtain and display banners
over the highways through Lynwood, welcoming veterans during the
Los Angeles. convention period. After some discussion, it was -
moved by Councilman Shrock, seconded by Councilman Jensen, that
the Legion .be granted the permission to display banners, sub~eot
to safety regulations, at their own expense. All members of the
City Council present voting aye, the Mayor declared the motion
duly carried.
A communication from R. N. Townsend, 3567 Orchard, was
read wherein he requested some action to prevent the heavy traffic
along Orchard caused by the newly completed housing tract east
of Bullis. He proposed closing Orchard. at Bullis Road. After
some discussion, it was moved by Councilman Shrock, seconded by
Councilman Jensen, that no action be taken other than traffic con-
trol. All members of the City Council present voting aye, the
Ma;~or declared thernotion duly carried.
A communication from St. Paul's Lutheran Church in
regard to the island at Fernwood and Bullis Road was read, proposing
that some plan be worked out to use said island for parking. After
some discussion, it was moved by Councilman Williams, seconded
by Councilman Jensen, that the matter be referred to the Engineer
for study, report, and plan. All members present voting aye, the
Mayor declared the motion duly carried.
A communication from Mid-City Industry and Merchants
Association, Inc. was read wherein they pointed out the tremendous

seconded by Councilman Jensen, that authority be granted for said

man Jensen, that the minutes of the previous meeting of July 15,
1947 be approved as written. All members present voting aye,-the
Mayor declared the motion duly carried. ,
A communication from the Industrial Union of Marine
and Shipbuilding Workers was read wherein they requested action
in regard to rent control in this area. It was moved by Council-
man Shrock .and seconded by Councilman Jensen, that the letter be
filed inasmuch as the Council is working with Governor Warren's
plan for a.statewide rent control program. All members of the
City Council present voting aye, the Mayor declared the motion
duly carried.

increase in assessed valuation in this area and requested that the
Council investigate thoroughly the City's .needs before establishing
the tax rate for the year 1947-48. It was moved by Councilman
Shrock, seconded. by Councilman Williams, that said communication be
filed. All members of the City Council voting aye, the Mayor de-
clared the motion duly carried.
MANAGER'S REPORTS:
e nager reported that it is time to consider equipping
the new well on Carlin Avenue with a pump and motor and requested
authorization to advertise for bids for said pump and motor. It was
moved by Councilman Williams, seconded by Councilman Jensen, that
said authorization be granted. •All members present voting aye, the
Mayor declared the motion duly carried.
The Manager reported on the street sign program for which
the Council had previously received bids for supplying street signs.
~' He recommended that from 140-254 Grote street signs be ordered,
depending on available funds, further stating that the approximate
cost installed would be X15.00 per sign. After some discussion
wherein the need was agreed upon by all, it was moved~by Councilman
Williams, seconded by Councilman Jensen, that approximately 140
signs, as specified, be authorized.

The Manager reported on a request Prom Indoor Sports Club,
Inc. to hold a tag day fund drive in Lynwood, stating he had been
unable to get a report from the Better Business Bureau. After some
discussion as to the merit of the drive wherein it was brought out
that the Lynwood Lions .Club had ,just completed a drive for aid to
the blind, it was moved by Councilman Shroek, seconded by Councilman
Jensen, that permission for the drive be denied. All members of
the City Council present voting aye, the Mayor declared the motion
duly carried. _
The Manager reported on a request of the Chamber of Com-
merce for installation of trash receptacles in the business district
suggesting that if any action be taken that it be on a trial basis
only so that the service coulb be studied as to use and cost. After
some discussion, it was moved by Councilman Williams, seconded by
Councilman Jensen, that the Manager be authorized to install a Pew
trash receptacles on a trial basis.

The Manager reported on reques t for refund of building
permit fee to F. P. McCall, Superintendent of Lynwood School Dis-
trict taken out for the erection of new school buildings. After
some discussion, it was decided that the schools should not be
charged permit fees for their. construction program. Whereupon, it
.was moved by Councilman Shroek, seconded by Councilman Jensen, that
said amount of X90.00 be refunded.

The Mayor inquired if there were any oral communications.
Whereupon, Mr.Dale Newton of corner of Euclid and Dak
Street, Lynwood, addres8ed the Council in regard to a fence he was
erecting at his. home there. He pointed out that he had received
the r~rong information from the Building Department as to the height
of a fence allowed on the street side yard of a corner lot. He
stated that he had been informed he could build a 6 foot fence and
later was told to, stop owing to the misinformation he had been given.
He further stated that the fence upon erection was 7 Peet and that
he w~,s willing to reduce it to the 6 feet limitation. He further
produced a petition bearing the signatures of, all the immediately
adjoining property owners, stating they had no objection to the
fence.
The Mayor asked Building. Inspector Hall for his version
of the misunderstanding which was the same as Mr. Newton's. After
further discussion, it was moved by Councilman Williams, seconded

by Councilman Jensen, that the matter be referred to the City
Attorney for his opinion. All members of the City Council present
voting aye, the Mayor declared the motion duly carried.
Mr. Miller, 1203? Gertrude Drive, addressed the Coun-
cil in regard to the street lights being installed along Gertrude
and throughout Broadaeres Tract. He stated, and presented a petition
bearing out the fact, that the people objected to the lights in
the middle of the block but not at the corners.
Mr. La Roe, 12141 Cornish, addressed the Council and
asked v~hy a street light in the middle of the block was any more
ob~eetional than on the corner and stated his opinion that they
wanted it done right or not at all.
There was considerable discussion on the problem pro and
con. Whereupon, it was moved by Councilman ~Jilliams and seconded
by Councilman Jensen, that the whole matter be referred to the
Engineer for additional study and report. All members of the City
Council present voting aye, the Mayor declared the motion duly
carried.
Mr. Tonne, 12137 Gertrude, addressed the Council in
regard to the drainage problem at Broadacres owing to the slow
drainage at Bradfield and Magnolia, stating that when they were
testing the new well water backed up for blocks around. City
Manger Storey assured Mr. Tonne that the Engineer is planning
that the ditch as promised will be built before the rainy season
commences, further stating that in his opinion the ditch would
be a help but not a solution.
The City Engineer reported as requested on the petition
presented requesting resurfacing of Oakwood Avenue bet~reen State
and Bellinger, stating that it was in bad repair and should be
included in the current resurfacing program. It was moved by
Councilman Williams, seconded by Councilman Jensen, that the
Engineer's recommendation be accepted. All members of the City
Council present voting aye, the Mayor declared the motion duly
carried.
The Engineer reported on the request for improvement by
construction of sidewalks, curbs, gutters, and driveway aprons
on Otis, McNerney, Fracar, Washington, and Pine Streets in the
vicinity of Imperial and Abbott Road. His report indicated that
the ma~arity of property owners signed, recommending that the
City institute proceedings under the 1911 Act. It was moved by
Councilman Shrock, seconded by Councilman Jensen, that said pro-
ceedings be started. All members of the City Council present
voting aye, the Mayor declared the motion duly carried.
ORDINANCE N0. 458, entitled, "AN ORDINANCE AMENDING
ORDINANCE N0. 422 FOR THE PURPOSE OF CHANGING THE CLASSIFICATION
OF CERTAIN PROPERTIES AND THE ADOPTION OF AN AMENDED SECTION OF
THE ZONING MAP WHICH IS A PART OF SAID ORDINANCE N0. 422"t was
read for the second time. (Rezoning of Zastrow Property.)
It was moved by Councilman Williams, seconded by Coun-
cilman Jensen, that said Ordinance No. 458 be adopted as read
the second time, finally pass, and be published as required by law.

ORDINANCE N0. 459, entitled, "AN ORDINANCE APlfENDING
ORDINANCE N0. 422 FOR THE PURPOSE OF CHANGING THE CLASSIFICATION
OF CERTAIN PROPERTIES AND THE ADOPTION OF AN AMENDED SECTION OF
THE ZONING MAP WHICH IS A PART OF SAID ORDINANCE N0. 422," was
read for the second time. (Rezoning of Lynwood Road - Malone).
It was moved by Councilman Williams, seconded by Councilman Jensen,
that said Ordinance No. 459 be adopted as read the second time,
finally pass, and be published as required by law.

ORDINANCE N0. 460, entitled, "AN ORDINANCE OF THE CSTY
OF LYNWOOD CREATING A PUBLIC PLAYGROUND AND RECREATION COMMISSION,
PRESCRIBING TEAMS OF MEMBERS, ORGANIZATION, PO`AERS, AND DUTIES,
AND REPEALING ORDINANCE N0. 424 OF SAID CITY," was read for the
second time. It was moved by Councilman Williams, seconded by
Councilman Jensen, that said Ordinance No. 460 be adopted as read
the second time, finally pass, and be published as required by law.

ORDINANCE N0. 461, entitled, "-AN ORDINANCE AMENDING SECTION

was presented. It was moved by~Councilman Shrock, seconded by Coun-
cilman Jensen, that further reading be waived. All members of the
City Council present voting aye, the Mayor declared the motion duly
carried.
It was moved by Councilman Shrock, seconded by Councilman
Williams, that said Ordinance No. 461 be adopted as read the second
~ time, finally pass, and be published as required by law.

Commissioq to complete the unexpired term of Calvin Moreland, said
term expiring July, 1949.

The Clerk stated that it had been the practice in most
all tax deeded land sales by the City to present a free anti clear
title and that it had been brought to his attention by Mr. Halter
H. Zastrow that upon his atte~pt to build on a lot he had purchased
Prom the City several years ago, the title report indicated some
outstanding bonds that the City had agreed to clear that had been
overlooked for some reason. In order to facilitate construction,
Cdr. Zaetrow had paid up the bonds in cash with the understanding
that it would probably be refunded. The Clerk recommended that
inasmuch as this had .been an oversight of the previous administration
and no fault of Mr. Zastrow, that the Treasurer be authorized to
refund to Mr. Zastrow Prom A. & I. No. 7 Bond Fund the sum .of X78.18.
It was moved by Councilman Shrock and seconded by Council-
man Williams, that said refund be authorized.

It was moved by Councilman Shrock, seconded by Councilman
Jensen, that the services of I~r.W. R. Wright as Auditor be retained
for another year at $1200 per year.

It was regularly moved by Councilman Williams, seconded
by Councilman Shrock, that the demands presented to the Council at
its meeting of August 5, 1947 having been regularly audited, are
hereby allowed and approved and warrants ordered drawn on the City
Treasurer therefor in accordance with and to the payees named in the
several demands hereby approved.
