The City Council of the~City of Lynwood met in a regular session in the City Hall, 11331 Plaza Street, on above date at 7:30 P.M. Mayor Doty in the chair. Councilmen Doty, Jensen, Shrock, Wiggins, and Williams answered the mll call. it was moved by Councilman Shrock, seconded by C:ouneilman Williams, that the minutes of the previous regular meeting of August 19, 1947, be approved as written. All members present voting aye, the Mayor declared the motion duly carried. The hour of 8:00 o'clock P. M. having arrived, said hour being the time fixed for hearing any and all objections or protests 'to the proposed vacation of the first alley westerly of Caress Street !^ in the City of Lynwood, said hearing having been posted es required by law. The Mayor inquired if there was anyone present who wished to protest said vacation. There was na response. Whereupon, RESOLUTION N0. 2057 entitled, "RESOLUTION OF ORDER OF VACATION FOR FIRST ALLEY WESTERLY OF CARESS STREET, IN THE CITY OF LY1V'WOOD," was read. It was moved by Councilman Williams, _ seconded by Councilman Jensen, that said Resolution No. 2057 be adopt.ed.. Roll Call: Ayes: Councilmen Doty, Jensen, Shrock, Wiggins, and Williams. Noes: None. The Clerk presented a petition signed by Armand Chaput.and eight others requesting the institution of improvement proceeding$ Par sidewalks between Century Boulevard. and Sanborn Avenue on the west side of Atlantic. After some discussion, it was moved by Coun- cilman ~Nilliams, seconded by Councilman Jensen, that the matter be held over for an additional effort towards a cash proceeding. All members present voting aye, the Mayor declared the motion duly carried. I~'(ANAGERS REPORTS The Manager reported on a meeting of the Personnel Baard wherein ,job description and qualifications for Recreation Director has been set up. After some discussion, it was moved by Councilman ~ 'Wiggins, seconded by Councilman Jensen, that said classification as outlined be established. Roll Call: Ayes: Councilmen Doty, Jensen, Shrock, Wiggins, and Williams. Noes : None. The Manager reported on the pump bids as directed, stating that the Engineer had made an analysis of cost and efficiency and recommended that the bid submitted by Food Machinery Company, Peerless Pump Division, $4158.50,•less sales tax, be accepted as the lowest and best bid. It was moved by Councilman Jensen, seconded by Coun- cilman Shrock, that said bid be accepted and all others rejected. Roll Call: Ayes: Councilmen Doty,' Jensen, Shrock, Wiggins, and Williams. Noes: None. The Manager reported on the request from the American Legion for installation of a traffic signal at State aid Imperial Highway. He stated that he had contacted the Chief of Police and that his report indicated that "stop for pedestrians" signs are sufficient. It v~.~as moved by Councilman Shrock and seconded by Coun- cilman Wig~•ins, that said communication be .filed and that the inter- section remain as it is at present. All members of the City Council voting aye, the Mayor declared the motion duly carried. The Manager presented a request from the Twin Furniture Stores for permis$ion to hang banners Prom the Pace of their building over the sidewalk for their anniversary sale. After some discussion, it was moved by Councilman Wiggins, seconded by Councilman Jensen, that the request be denied so that there would not be a precedent establiehed,.~ All members present voting aye,.the Mayor declared the motion 'duly carried, __ .~ n,, ~ ~e iJ ~,, The A~Ianager reported on the report oP the Lynwood Traffic Safety Council in regard to the poll taken as to cross- walk design. The report contained the intersections at which the Council desired crosswalks established. After further discussion, it was moved by Councilman Shrock, seconded by Councilman P~illiams, that the traffic Safety Council's recommendation as presented and on file be adopted. All members present voting aye, the Mayor declared the motion duly carried. The Manager presented a complaint as to trash service signed by Robert W. Bailey and several others. It was moved by Councilman Shrock, seconded by Councilman Wiggins, that said com- munication be filed. All members of the City Council voting aye, the Mayor declared the motion duly carried. The Mayor inquired if there were any oral communications. Whereupon, bir. S. V. Hunsaker addressed the Council in regard to his construction of homes within the City without garages, stating that his houses were designed to sell for only X7,000, thus making it economically impossible for him to provide garages. After some discussion, Mr. Hunsaker was informed by the City Attorney, that the Council could not waive any of the ordinance requirements and that he should contact the Planning Commission for any action along this line. The Mayor inquired if there were any other communications. 'Nhereupon, Mr. Puterbaugh, Commander of the V. F.~ v`~. addressed the Council stating he wished formally to extend an invitation to the Council and all City Officials to attend an open meeting at the American Legion Hall activating Sea Scout Ship Marblehead on Thursday, September 11 at 8 P. ~q. The Mayor thanked Mr. Puterbaugh for the invitation. The Clerk presented several home occupation applications stating that all have complied as to petition and mailings to property ov~mers involved have been accomplished and there were no pro- testants in any instance. R. T. F~cAlpine, Ace Planning Service. It was moved by Councilman Shrock, seconded by Councilman Williams, that said application be approved. X111 members of the Council voting aye, the IJta.yor declared the motion duly carried. George R. McInnes, Radio Servicing. It was moved by Councilman Shrock, seconded by Councilman '~tilliams, that said application be approved. All members present voting aye, the Mayor declared the motion duly carried. Lester B. Robertson, Painting and Decorating. It was moved by Councilman ti~/iggins, seconded by Councilman `~lilliams, that said application be approved. All members of the City Council voting aye, the Mayor declared the motion duly carried. Louis F. Green, Advance Bakery Maintenance. It was moved by Councilman Shrock, seconded by Councilman Williams, that said application be approved. All members present voting aye, the Mayor declared the motion duly carried. Richard Griffith, Radio Repair. It was moved by Council- man Williams, seconded by Councilman Shrock, that said application be~approved. All members present voting aye, the Mayor declared the motion duly carried. The Clerk presented final subdivision map of Tract No. 14301 for approval, said map incorporating all of the corrections that were required when tentative map of said subdivision received its approval. The Pw4anager recommended that said map be approved subject to filing of a faithful performance bond in the amount of X9800 guaranteeing the street improvement and the filing of bond or policy of insurance in the amount of X5,000 P/D and 10,000/20,000 P/L for protection to the City during the construction period. After some discussion,•it was moved by Councilman Williams, seconded by Councilman Shrock, that said map be approved and streets, alleys, and drives as indicated thereon be accepted subject to the filing of the aforementioned bonds. It was moved by Coun- cilman 4~ill,iams, seconded by Councilman Jen~aen, that said Resolution. be adopted, Roll Call: Ayes: Councilmen Doty, Jensen, Shrock, Wiggins, and Williams.
