It was moved by Councilrrran Shroc'_~, seconded. by Councilman Williams,. that the minutes of the previous regular meeting of September. l6, 1947, be approved as written. All members present voting aye, the I~iayor declared the motion duly carried. The hour of 8:00 o'clock P. P.r. h<~vin~ arrived, said hour being the. time fixed for hearing any and all objections or protests to the proposed vacation of the first alley northerly of Platt Avenue in. the City of Lynwood, said hearing having been posted as required by law. . .The Iillayor inquired whetY~~er there was anyone present tArho wished_ to protest said vacation. . I~~rs. Ellermsn of 3587 Platt Street and Pers. Sheaffer of 3585A Platt Street, ~:.nd It~rs. P~~oore of 33851 Platt Street inquired as to the. exact location of the alley. When informed, they stated they had no objection. ^Thereupon, RESOLUTION NO. 2065, entitled, "RESOLUTI01, OF ORDER OF VACATION FOR CERTAIN PORTIOrdS OF THE FIRST ALLEY idORTHERLY OF PLATT AVEPvtJE IN THE CITY OF LYN~FJOOD, " was read. It was moved by Councilman Shrock, seconded by Councilman Williams, that said Resolution No. 2065 be adopted. .Roll. Call: .Ayes: Councilmen Doty, Jensen, Shrock, and ~r~illiams. .Noes: None. Absent: Councilman ~~'Viggins. .The hour of 8:00 o'clock P. Pin, having arrived, said hour being the. time fixed far hearing any and all objections or protests to the proposed improvement of Otis Street, et al. .The P.7ayor inquired. if there was anyone present who wished to protest said. improvement. . -~~'hereupon, P,;Zr. Kel)_er of 109_'1 Otis Street Addressed the Council expressing his opinion as to the price possibly being a little high, but was nevertheless for the improvement. Also express- ine~ a similar opinion were D. L. Danielson of 10815 Oti4 Street and E. J. ~"~ZcCs:w of 10940 Otis Street, and. several others. Tylr. Bugg of 10834 Otis Street addr. weed the Council in respect to several driveway approaches that were off grade, stating that the grade had been established by the City En~;ineering Depart- ment approximately three years ago and that it was hiG understanding that during this improvement program the City would rectify its error by installing new approaches. The Clerk stated that it was his understanding that the Engineering Department intended to do so sometime during the project. There trJas further discussion and no protests were voiced.' '~Jalter Larson, Pastor of the Assembly of God_ Church, wherein permission was requested to erect a gospel tent on Lots 17 and 18, Block 8, of Tract 9288, at the corner of 'vYalnut and Linden. After some discussion, it was moved by Councilman Shrock, seconded by Councilman Jensen, that said permis- sion be granted, not to exceed Gixty days, contingent upon ov~rnership of said ~uropert,y and erection of a permanent church. All members. of the City Council voting aye, the Mayor declared the motion duly carried. A communication was read from the Ly muood School District wherein they expressed their appreciation of the Council's Resolution No. 2059 and of their cooperation in the recreation program. Also one from the Lynwood Playground. and Recreation Com- mission expressing the same sentiments. It was moved by Councilman Shrock, seconded by Councilman Williams that said cori~munications be filed. Communication from the City of Maywood wherein they requested the Council's cooperation in asking the League of California Cities' help in a mosquito abatement program was read. It was moved by Councilman Shrock, seconded by Councilman Jensen, that the Clerk correspond cti~ith the League requesting said action. AlI members of the City Council voting aye, the P~Rayor declared the motion duly carried , ORAL CO~gPL~~UTdICATIO~TS: The R4ayor inquired whether there was anyone present who v~rished to address the Council. ~2r. Arch PJIcLay, Lynu±ood attorney, ~xddressed the Council, stating he represented T~.~r. Lee, an ice cream vender, in respect to the recent order forbidding the use of noise- making devices by said vending trucks. He pointed out that Ordinance No. 305 forbidding said use was prohibitive inasmuch as it forbade any noise. He suggested several ways of correction of the nuisance caused by some two or three uncooperative vendors. The City Attorney suggested that the Ordinance should be amended to read "any obnoxious noise". After some discussion, it was moved by Councilman a'Villiams and seconded by Councilman Shrock that the Council would take said. matter under advisement, and. that the Chief of Police renotify the vendors and work out a better means of suppressing the nuisance. All members present voting aye, the Ttiayor declared the motion duly carried. T~tr. `v'Visehart of 10831 Plashington Avenue addressed the Coun- cil in respect to trash service. TvZr. Austin t~~eston of Josebhine Street addressed the Coun- c~l in regard. to stop signs on streets entering Imperial Highway east of Century Boulevard. "~r. K. F. Thompson, 2656 108th Street, addressed the Council in respect to his .previous request for a curbing along the Southern Pacific right-of-way on Alameda Street. Also as to the progress of getting the Pacific Electric right-oP-way cleaned up. The T~~ayor in- f ormed him that the City Manager had been investigating the matter. and that he should contest him for the information desired. "wir. R. ~"lri~_ht of the Recreation Commission for the period of June 1, 1945, to August 31, 1?47, inclusive, was presented., along ~~:ith a reconcili~.tion of trans- actions taking place after the audit. `~"thereupon, it was moved by Councilman 'Iilliams, seconded by Councilman Shrock, that said audit report and reconciliation be accepted and filed. Thereupon, it was moved by Councilman `~+illiams, and seconded by Councilman Shrock, th~.t said balance in the amount of X643.75 be added to the Recreation Department budget. A plan of cooperating v~ith the Junior High School with respect to establisr.in~- a parkin: lot on the hi~•h school grounds was presented. `d~'herein, it was requested that the City furnish `he labor and equipment necessary to complete said. parking area. It was also pointed cut that owine~ to the possibility of future develop- ment on the part of thiG area that a decomposed granite and oil sur- face would. be least expensive and acceptable. After some disc~zssion wherein it was pointed out t'rat this parking area might salve some of the traffic problem on Asullis Road, it was moved by Councilman Shrock, seconded by Councilman Williams, that the City agree to furnish the necessary labor and. equipment to complete said project as per plan with decomposed granite and. oil. Request for authorization by the City Engineer to advertise for bids fora street sweeper and a sprinkling system in the new Com=nunity Center building was presented. Application for home occupation license of P. `JV. Hockey of 3985 PJalnut Avenue to conduct a business of custom gunsmithing. Th? Clerk stated the petition ha.d been properly filed €~.nd cards mailed as per ©rdinance, and that no objections had_ been raised. The Clerk presented Resolution Pdo. 30 of the-Lynwood Planning Commission wherein they granted a variance to allow a heliport in a. portion of the Commerce Tract, as described therein, stating- that confirmation by the Council is necesGary before said usage could be allovaed. The Clerk read a letter from Councilman A. J. GdJiggins wherein he tendered his resignation to his position as Councilman. for the City of Lynwood owing to his chane~e of residence to Laguna Beach, California. It ws.s moved by Councilman 'Nilliams and seconded by Councilman Shrock, that said.. resignation be accepted and that a letter be sent to I~4r. Wi~~F~ins expressing their regrets as to his move and their appreciation for r:is :zany years of faithful service.
