CALL TO ORDER: Pursuant to the agenda posted on May 14, 1993, Chairman Sternquist called the meeting of the Community Services Commission to order at 7:30 p.m. on Wednesday, May 19, 1993. 2. ROLL CALL: PRESENT: Commissioner - Adams, Caswell, Crump and Sternquist ABSENT: Commissioner -Broge ALSO PRESENT: Director Chadwick And Supervisor Burroughs Commissioner Crump moved to excuse Commissioner Broge for cause, seconded by Commissioner Caswell and unanimously carried. 3. PLEDGE OF ALLEGIANCE: Led by Chairman Sternquist 4. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: 5. CONSENT CALENDAR: On motion by Commissioner Crump and seconded by Commissioner Adams, the Consent Calendar was unanimously approved as presented. A. APPROVAL OF MINUTES - Regular meeting of April 21, 1993. Commission approved the minutes of the regular meeting of April 21, 1993. B. MONTHLY ATTENDANCE REPORT Commission received the Attendance /Activity report for the month of April, 1993. 6. UNFINISHED BUSINESS: None 7. NEW BUSINESS: A. APPROVAL OF SUBSIDY TO YOUTH SPORTS ORGANIZATIONS FOR SPORTS FIELD LIGHT EXPENSES. Director Chadwick presented an overview the City's lighting subsidy program. He recommended a subsidy for the fiscal year 1993 -94 in a total amount of $4,700 from the Lighting and Landscape Fund. The subsidy would be divided in the following manner: American Youth Soccer Organization - $2,000; Temple City American Little League - $2,500; and Temple City Youth Football - $200. Director Chadwick indicated that National Little League was not in need of a City subsidy at this time. The subsidy would be in form of a credit applied to the energy expenses the City charges the sports groups. Mr. Chadwick indicated that this level is recommended for the following reasons: 1. The amount allocated would subsidize each group approximately 50% of their past year's light bill. The original subsidy program established by City Council in 1991 provided the groups with a 50% subsidy. COMMUNITY SERVICES COMMISSION MIN ,S :'age 2 May 19, 1993 ** of 2. Based upon a recent surve: :cost communities in the surrounding area provide a 100% subsidy in Lighting expenses to their youth sports groups. 3. Youth sports groups provide a tremendous benefit to the community through their services to our youth and their contributions to the quality of life enjoyed by all residents of Temple City. Staff continued that while the City is very supportive of the contributions that youth sports groups provide the community, the reality is based upon the City's fiscal projections, funding for the subsidy program may not be available in the future. consequently, sports groups must consider other measure to balance their operating budgets. Commissioner Adams made a motion to recommend that City Council allocate $4,700 for fiscal year 1993 -94 to subsidize youth sports organizations for their expense related to sports field lights and to encourage sports groups to consider measures to absorb 100% of their energy cost within their future budgets. Seconded by Commissioner Caswell and unanimously approved. Representatives from the youth sports groups came forward to speak. John Adams, 10656 Hallwood Drive, Temple City, is president of the Temple City Youth Football program. He stated last year the football program added a sixth team. The addition of this team required use of more funding. This team included community youth that were either too old for football's regular league or too young for high school football. The desire of the sports group is to keep youth off the streets. He added the subsidy would keep the cost of the program affordable to the youth in the community. Ralph Keyes, 4808 Alessandro, Temple City, Regional Commissioner for the Temple City American Youth Soccer organization. He thanked the City for their support in keeping programs reasonable for all to play and stated he understands the challenging economic times. He stated next year their sports group will look for ways to reduce expenses and creative ways to finance their program. 8. COMMUNICATIONS: Director Chadwick stated staff distributed information regarding Chamber of Commerce Installation dinner. 9. ADDITIONAL ORAL COMMUNICATIONS FROM THE AUDIENCE: None 10. MATTERS FROM CITY OFFICIALS: A. COMMUNITY SERVICES DIRECTOR REPORT. Commission received and filed the Community Services Director's report. Commissioner Crump will be attending the California Contract Cities conference in Palm springs this weekend. He added that on May 12, George Hanft and guests attended the Los Angeles county Older American Recognition Day. Director Chadwick stated that a letter has been sent to the County complimenting them on the luncheon and requested that a less expensive activity be planned for next year. Commissioner Caswell stated he will not be available for the October 2, Festival and Craft Fair. He asked Commissioner Sternquist if her husband would work the car show. Commissioner Caswell stated he would do all the work in preparation of the event. " COMMUNITY SERVICES COMMISSION MINUTES Page 3 May 19, 1993 " 11. ADJOURNMENT: There being no further business, it was moved by Commissioner Adams and seconded by Commissioner Caswell and unanimously carried that the meeting be adjourned to the next regular meeting of the Community Services Commission to be held Wednesday, June 16, 1993, at 7:30 p.m. in the Council Chambers, 5938 North Kauffman Avenue, Temple City.
