HomeMy Public PortalAbout20000221REGULAR CITY COUNCIL MEETING FEBRUARY 21, 2000 CALL TO ORDER The Regular Council Meeting of February 21, 2000, was convened at 6:00 P.M. by Mayor Tom Rackers. Prayer was offered by Councilman Leonard Stella, followed by the Pledge of Allegiance. ROLL CAL The following Council Members were present for the roll call: Present: Blaney, Jackson, Jaynes, Landwehr, Nelson, Nilges, Stella, Vincent, Vogel, and Weber Absent: None A quorum was declared present. PRESENTATIONS FROM STAFF AND CONSULTANTS Kathy Peerson - Police Personnel Board, made a presentation regarding the Board's duties, and what they have been doing recently. She stated that one of the difficulties faced by the Board is recruitment and retention of Police personnel, and mentioned some of the options the Board is looking at to address this problem. Following Ms. Peerson's presentation, Mayor Tom Rackers expressed his appreciation on behalf of the City Council for the time she volunteers to this important function. CONSENT AGENDA The following items were presented for approval on the Consent Agenda: a. Minutes of February 7, 2000, City Council Meeting A motion was made by Councilman Carl Jaynes for approval of the Consent Agenda as presented, seconded by Councilman Charles Jackson and approved unanimously BIDS OVER $25,000 REGULAR CITY COUNCIL MEETING FEBRUARY 21, 2000 Bid 1865 — Roll Off & Recycling Drop Off Containers, Public Works & Planning & Code Enforcement Departments. A motion was made by Councilman Larry Vincent for approval, seconded by Councilman Charles Jackson approved unanimously. Councilman Leonard Stella requested that Bill 99 -108 remain on the Informal Calendar. RESOLUTIONS RS99 -16 — Adopting Affirmative Action Plan (Nilges). A motion was made by Councilman Carl Jaynes for approval, seconded by Councilman Charles Jackson approved unanimously. NEW BUSINESS Councilman Larry Vincent thanked the City Fire and Police Departments for their rescue assistance at a traffic accident in which he was involved. He stated that he had to be extricated from his vehicle, and the departments were both efficient and professional in their performance on the scene. Councilman Charles Jackson commented on the 6:00 P.M. City Council Meeting time and stated that he has had some calls suggesting the Council change the time so it does not conflict with the local 6:00 news broadcasts. Councilman Larry Vincent commented that perhaps the public could be reminded of the "rebroadcast" times for the City Council Meetings. REGULAR CITY COUNCIL MEETING FEBRUARY 21, 2000 Councilman Rick Nilges made comments regarding the higherfees at Oak Hills Golf Course and stated that several people have told him they are going to go elsewhere because of the higherfees. A lengthy discussion was held on the matter in which several Council Members stated they would rather have the improved greens at the golf course even if it meant higher fees than to have the previously inferior conditions at lower user fees. Councilman John Landwehr made comments regarding two items on the Dogwood Drive change order, and asked Public Works Director Marty Brose to check into them for him and send him the information. Councilman Steve Nelson asked if the contractor who is currently working on the alley between Madison and Jefferson will resurface that alley when the work is completed. Public Works Director Marty Brose stated that resurfacing is part of the agreement. UNFINISHED BUSINESS There was no unfinished business to come before the Council at this time. COUNCIL LIAISON REPORTS Councilman Charles Jackson announced the February 24, 2000, Public Works and Planning Committee meeting at 6:30 P.M.. APPROVAL OF EXECUTIVE SESSION MINUTES a. February 7, 2000 Executive Session A motion was made by Councilman Larry Vincent for approval of the Executive Session minutes as presented, seconded by Councilman Carol Blaney and approved unanimously. GO INTO EXECUTIVE SESSION A motion was made by Councilman Charles Jackson that the Council go into Executive Session at this time to discuss matters pertaining to real estate, litigation and personnel. Motion was seconded by Councilman Carol Blaney, and approved by the following roll -call vote at 6:45 P.M.
