M. Mayor Doty in the chair. Councilmen Doty, Jensen, Shrock, Willard, and Williams answered the roll call. It was moved by Councilman. Shrock and seconded by Councilman Williams, that the minutes of the previous regular meeting of Pdarch 2, 1948 be approved as written. All members of the City Council voting aye, the Mayor declared the motion duly carried. The hour oP 8:00 P. M. having arrived, said hour being the time fixed to hear any and all ob,~ections to the proposed abatement of weed nuisance, the Mayor inquired if there were any present in °~ regard to said- matter. There was no response. Whereupon, RESOLUTION N0. 2098 entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWO~~D, CALIFORNIA, PASSING UPON OBJECTIONS, AND DIRECTING THE STREFT,SUPERINTENDENT TO ABATE THE WEED NUISANCE THAT EXISTS ON VACANT LOTS IN THE CITY OF LYN'WOOD", was read. It was moved by Councilman 'Williams and seconded by Councilman Jensen, that said Resolution be adopted. Roll Call: Ayes: Councilmen Doty, Jensen, Shrock, Willard,. and ~fi l l isms . Noes: None. The hour of 8:00 P. M. having arrived, said hour being the time fixed to receive any and all offers on the proposed sale of, Lots 2, 3, 4,. 5,'Block 13, Mod,jeska Park, and improvements thereon, the ~tiayor inquired if there was anyone present wishing to bid. There was no response. Whereupon, it was moved by Councilman jk~illiams and seconded by Councilman Shrock, that said sale be continued. All members of the City Council voting aye, the Mayor declared the motion duly carried The Mayor inquired if there were any oral communications. Whereupon, Mrs. McGrew, of 3834 Fernwood, addressed the Council in protest to the proposed removal of eucalyptus trees at Bulbs and Fernwood. She presented therewith a petition of protest signed by herself and 51 others. After some discussion, it was moved by Councilman Willard and seconded by Councilman Jensen, that said petition be filed for future reference. All members of the City Council voting aye, the Mayor declared the motion duly carried. Mrs. Helen M. Rahner of 11615 Caress Street, addressed the Council to request an extension of time for trailer use in the rear of said property. She presented a certificate from Doctor H. R. McMeekin requesting that she be not forced to move. After some dis- cussiony, it was moved by Councilman Willard and seconded by Council- man Jensen, that Mrs. Rahner be given an extension of sixty days. All members of the City Council voting aye, the Mayor declared. the motion duly carried. The Clerk presented a report from the Chief of Police with '' attached resignation of ~J. R. Leggy, Sergeant of Police, said resig- nation to become effective March 31, 1948. It was moved by Council- man Shrock and seconded by Councilman Willard, that said resignation be accepted. Roll Call: Ayes: Councilmen hoty, Jensen, Shrock, Willard, and Williams. Noes: None. A request was presented from the Chief of Police that C. K. McHenry, first on the eligible list, be appointed to the rank of Sergeant to fill the vacancy caused by W. R. Legge resignation. It was moved by Councilman `+Willard and seconded by councilman Shrock that C. K. McHenry be appointed Sergeant at a be.se salary of X240.00 per month plus coat of living, effective April 1, 1948. The Clerk presented a report from the Chief of Police ~( wherein he requested that a traffic division and the position of traffic lieutenant be created; also, that the position of Detective Lieutenant be created. The report further recomnended that Sergeant W. W. Fuller and Sergeant R. Y. O'Shaughnessey be given temporary appointments as lieutenants of traffic and detective, respectively, pending appropriate examinations by the Civil Service Commission and th~+.t Sergeant Claire Dederick be appointed to the position of Lieutenant of Police as per Ordinance No. 229, said position to be senior to the other lieutenant positions. After further discussion, it was moved by Councilman Shrock and seconded by Councilman Jensen, ti~~.t Chief Kerr's report be con- curred in and filed for future reference and that Sergeant Dederick be appointed Lieutenant of Police at a base salary of $255.00 per month plus cost of living, effective April 1, 1948. Roll Call: Ayes: Councilmen Doty, Jensen, Shrock, Willard, and Williams. Noes: None. It was moved by Councilman Shrock and seconded by Council- man Jensen, that Sergeant R. Y. O'Shaughnessey be appointed tem- porary Detective Lieutenant at a base salary of X265.00 per month plus cost of living, effective April 1, 1948. Roll Cail: Ayes: Councilmen Doty, Jensen, Shrock, Willard, and Williams. Noes: None. It was moved by Councilman Shrock and seconded by Council- man Jensen, that Sergeant W. W. Fuller be appointed temporary Traffic Lieutenant at a base salary of X265.00 per month plus cost of living, effective April 1, 1948. Roll Call: Ayes: Councilmen Doty, Jensen, Shrock, Willard, and Williams. Noes: None. A report was read from the Special Police of the City of Lynwood requesting permission to conduct a carnival from March 16 to 21, inclv.sive, at Atlantic and Pendleton Avenue, no admission to the carnival grounds. The request was supplemented by the signed approval of the neighboring property owners and inspection report of the Fire Chief as to fire protection measures taken and the assurance that special policing will be given the grounds by said Special Police of the City of Lynwood. After some discussion, it was moved by Councilman ~Ailliams and seconded by Councilman Willard that permission be given, license free, to the Special Police of the City of Lynwood to conduct afore- said carnival. All members of the City Council voting aye, the Mayor declared the motion duly carried. The Clerk presented the Engineer's report on the bids previously received for the construction of fire station #2. The Engineer's recommendation was that A. E. Skelton be awarded the ecntract. It was moved by Councilman Willard and seconded by Councilman Williams, ths.t A. E. Skelton be awarded the contract to construct Fire Station #2 for the s~.un of X18,611.50. Roll Call: Ayes: Councilmen Doty, Jensen, Shrock, Willard, and ~'Villiams . Noes: None. The Clerk reported an the plan that had been proposed approximately one and one-half years ago far the canstruction of a check dam commonly known as the "Whittier Narrows" pro,jeet. The Clerk stated that there is evidence now, after furt~~er investigation, that it might not be wise at this time to construct said dam. The Clerk further suggested that the Engineer be authorized to commun- icate with the U. S. Engineers and/or Congress requesting delay in said project thereby allowing sufficient time to h~.ve more com- plete investigation. It was moved by Councilman 'Williams-and seconded by Councilman Shrock, that the Engineer be autharized to write said letter. All members of the City Council voting aye, the Mayor declared the motion duly carried. A communication from the Chamber of Commerce was read wherein they request the X250.00 balance tentatively budgeted for their use in promotion and publicity for the City of Lynwood. ~~~ After some discussion, it was moved by Councilman Williams, seconded by Councilman Shrock, that a warrant be drawn on the City Treasurer ,. in the amount of X250.00 payable to the Lynwood Chamber of Commerce for promotion and publicity for the City of Lynwood. The Clerk presented the Notice of Completion on the Com- munity Center Building, properly signed by the City Engineer as per contract. Whereupon, it was moved by Councilman Willard and seconded by Councilman Jensen, that said Notice of Completion be accepted and that the City Clerk be directed to cause said instrument to be recorded in the office of the Recorder of Los Angeles County, California. ~,,,, Roll Call Ayes: Councilmen Doty, Jensen, Shrock, Willard, and Williams. . Noes None. The Clerk presented a Grant Deed dated Larch 3, 1948 and signed by Lydia N. Bush wherein she conveys to the City of Lynwood for street purposes her interest in and to the northerly 19.5 f t of the following described property, to-wit: Tract No. 5103 0.34 acres commencing at NW corner of Lot 4 th S 83 deg 54 min 40 sec east ?2 ft thence S 6 deg 39 min west 203.84 ft th N 84 deg 00 min 20 see west ?2 ft th north 6 deg 39 min east 204.02 ft to beginning part of Lot 4 as recorded in Book 53, Page 55 baps,, Records of Los Angeles County, Calif ornia. It was moved by Councilman Shrock and seconded by Council- man Williams, that said deed be accepted and that the City Clerk be directed to cause said instrument to be recorded in the office of the Recorder of Los Angeles County, California. The Clerk presented a request from the Southern Calif ornia Edison Company f'or a grant of easement as to the power supply for the Community Center Building. Whereupon, it was moved by Councilman Williams and seconded ~by Councilman Shrock, that the Mayor and City Clerk be authorized and directed to execute said Grant of Easement to the Southern Calif- ornia Edison Company for the following described property for pole line purposes: Beginning at a point in the northwesterly line of Bullis Road as now established 65 Peet wide along the southeasterly line of the property of the Grantor herein, distant southwesterly thereon 170 feet from the southwesterly line of Century Boulevard as now es- tablished 100 feet wide; thence westerly a distance of 6~ feet to a point hereinafter referred to as point "A". -~ Roll Call: Ayes: Councilmen Doty, Jensen, Shrock, Willard, and Williams. Noes: None. The Clerk presented a ,jud.gment quieting title to Lots 13 "' and 14, Block 18, Mod,jeska Park. It was moved by Councilman Willard and seconded by Councilman Jensen, that said instrument be accepted and that the City Clerk be directed to cause same to be recorded in the office of the Recorder of Los Angeles County, California. An ordinance entitled "AN ORDINANCE AMEisDING ORDII<1ANCE N0. 422 FOR THE PURPOSE OF CHANGING THE CLASSIFICATIOI~t OF CERTAIN PRO- PERTIES AND THE ADUPTION OF AN A1aIENDED SECTION OF THE ZONING MAP WHICH IS A PART OF SAID ORDINAiVCE N0. 422" was read. (Hommes). It was moved by Councilman Willard and seconded by Councilman t~illiams, that said ordinance be accepted as read for, the first time and pass to the second reading. An ordinance entitled "AN ORDINANCE AMENDING ORDINANC E N0. 422 FOR THE PURP05E OF CHANGING THE CLASSIFICATIOT~t OF CERTAIN PROPERTIES AND THE ADOPTIOPT c)F AN AR~EIvTDED SECTION OF THE ZONING MAP WHICH IS A PART OF SAID ORDINANCE N0. 422" was read. (Holthaus) It was moved by Councilman Shrock and seconded by Councilman Williams, that said ordinance be accepted as read for the first time and pass to the second reading. Roll Call: . An ordinance entitled "AN ORDINANCE OF THE CITY OF LYN'i~'OOD REGULATING BURNING AND BURNING OF TRASH WITHIN CERTAIN FIRE ZONES OF .THE CITY OF LYNWOOD AND RECxULATIAIG THE USE AND TYPE OF INCINERA- TORS AND REPEALING ORDINANCE N0. 423 OF THE CITY OF LYN'+~~OOD, " was read for the first time. It was moved by Councilman Shrock and seconded by Councilman Willard, that said ordinance be accepted as read for the first time and pass to the second reading. The Clerk presented a report from the F•ngineer wherein he concurs in and approves of a request by the Bultry Corporation for abandonment of the drainage easement extending southerly from Hu1me Avenue in Tract 12600. After some discussion, it was moved by Councilman Willard and seconded by Councilman 'rilliams, that the Mayor and City Clerk be authorized and directed to execute a Quitclaim Deed to all right title and interest in and to the ease- ment granted to the City. of Lynwood, by deed recorded in Book 22642 Page 42 of Official Records over and across Tract No. 15015, in the City of Lynwood, as per map recorded in Book 315 Pages 40 to 45 of T+iaps, in the office of the County Recorder oP said County.. The Clerk presented a corporation Grant Deed wherein Lynwood Development Co. grants to the City of Lyn~ti~ood the following: TY~at portion of the Home Tract of Antonio Maria Lugo and Maria German Lu~•o, in the Rancho San Antonio, in the City of Lynv~rood, County of Los Angeles, StRte of California, allotted to M. A. Shields and Lewis Moore in partition by decree in Case Number 3590 in the District Court of said County, bounded on the west by the Easterly line of Bullis Road; on the South by the Northerly line of Tract Number 11862, as per map recorded in Book 217, Page 8 of Maps, in the office of the County Recorder of said County; on the East by the Northerly prolongation of the center line of Ernestine Avenue as shown on the last mentioned map; and on the North by a line parallel with and distant Northerly .532.00 feet measured along said Easterly line of Bullis Road, from the. Northerly line of said Tract Number 11862. It was moved by Councilman Willard and seconded by Councilman Shrock, that said deed b.e accepted and that the City Clerk be directed to cause said instrument to be recorded in the office of the Recorder of Los Angeles County. RESOLUTION N0. 2099 entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING REPORT OF CITY ENGINEER AND FIXING TITHE OF HEARING IN THE MATTER OF THE PROPOSED IMPROVE- MENT.UF FERNWOOD AVETJUE WITH SIDEWALKS, CURBS, AND GUTTERS, IN THE CITY OF LYNWOOD. RESOLUTION APPROVING REPORT ATdD FIXING TIME OF HEARING," was presented. Whereupon, it was moved by Councilman Williams, seconded by Councilman Shrock, that said resol~~xtion be adopted. Noes: None. 1'73 The Clerk requested permission to advertise for bids for the collection and removal of garbage, combustible trash and non- cor~bustible trash and other material. It was moved by Councilman Jensen and seconded by Councilman Williams, that said authorization be granted. All members of the City Council voting aye, the Mayor declared the motion duly carried., There was a discussion as to the delivery of the loader on order from the Brown Bevis Company since N overnber 4, 1947. Whereupon, it was moved by Councilman Willard and seconded by Councilman Williams, that if delivery of said loader to the City of Lynwood is not made by 5:00 P. M. Thursday, March 18, all bids will be deemed rejected and_ th,e Manager authorized to purchase on the Qpen market, Roll Call: Ayes: Councilmen Doty, Jensen, Shrock, Willard, and "'"~' Williams. Noes: None. There was a discussion as to the plan of employees of the City of Lynwood having served .the of twenty years.
