ADJGURNED REGULAR ?JlEIa;TIIy'G APRIL 27, 1948 The City Council of the City of Lynwood_ met in an adjourned regular session in the City Hall, 11331 Plaza. Street, on above date at 8:00 P. PJI. _ Mayor 'Hillard in the chair. Councilmen Bruner, Jensen, Stroh, ti"Hillard, and ~1i11iams answered the roll call. The Clerk presented a request from Lyle J. Root to park in the street near the Junior High School end vend ice cream pursuant to Ordinance No. 404, said request having been approved by CYiief Kerr. After some discussion, it was moved by Councilman Jensen and seconded. by Councilman Stroh, that said application be any--roved as to Bradfield Street near the Junior High School. All members of the City Council voting aye, the I~:Zayor declared the motion duly carried. The Clerk presented the follovring. deeds: Quitclaim Deed dated April 23, 1948 and sie;ned by Ivlr. Orlie R. Ellsworth and Gladys M. Ellsworth whereby they convey to the City of Lynwood for street purposes their interest in and to the southerly 5~feet of Lot 2385, Tract 5772; Quitclaim Deed dated April ^3, 1948 and signed by Helen A. Brownell whereby she conveys to the City of Lyni*~ood for street purposes the southerly 51 feet of L•ot ?384, Tract 5772; •Quitclaim Deed dated April 22.,, 1948 and signed by Glendora F. `Sanders 'and Marion V. Sanders whereby they convey to the City of Lynvaood for street purposes their interest in and. to the southerly ~0 feet of Lot 63o and the southerly 20 feet of the westerly 8 feet of Lot 635, Tract 6557; It was moved by Councilman Williams, seconded by Council- man Jensen, that said deeds be accepted and that the City~Clerk be directed to cause said instruments to be recorded in the office of the Recorder of Los Angeles County, California. Roll Call: Ayes: Councilmen Bruner, Jensen, Stroh, 'JVillard, and Williams. Noes: None. The Clerk presented a request for authorization to adver- tise for bids in regard to the weed abatement program as per speci- fications. It was moved by Councilman Jensen, seconded by Council- man Bruner, that said authorization be given. All me;r!bers of the City Council voting aye, the P~ayor declared the motion duly carried. '~~+hereupon, there ensued further discussion in regard to the bids tr~.a.t have been received for the collection and removal of all garbage and refuse from the City of Lynhvood.. Councilman 'Jilliams stated that in his opinion his investigation revealed the tenure of operation of a proposed dump as offered in an alternate proposal was too indefinite. Councilman Bruner stated his investi- gation revealed the same findings plus the possibility of exhorbi- tant operation and maintenance costs. rf~hereupon, it vras moved by Councilman Bruner, seconded 'oy Councilman Stroh, that San Pedro Commercial Co.'s bid of ~w~2300.00 per month be accepted as the lowest and best bid offer- ing a yea.r's cornplete coverage as per specifications. Roll Call: Ayes: Councilmen Bruner, Jensen, Stroh, Willard, and Williams. Noes: None. The T~Iayor inquired if there were any oral communications. Whereupon, I.~1r. J. Thais, 4020 Virginia Avenue addressed the Council in regard to his citation of violation of zoning ordinance in regard to unauthorized occupancy in R-1 zone. Mr. Thais pointed out he had been given 10 days' notice to evict and restore the building to conformancy. He furt'ner stated that his tenants are unable to comply with the 10 d.ay limitation and re- quested soma ~.egree of leniency in order thP.t they might find suitable accommodations elsewhere. `Whereupon, it etas moved_by Councilman Bruner and seconded by Councilman Jensen, that 60 days from date be allowed to restore qg (~`'~ 1 1 V 'i the dwelling in a conforming manner. All members of the City Cauneil voting aye, the It~ayor declared the motion duly carried. Councilman `+Nilliams addressed the Council stating that in his opinion there is need in the City employ for a utility man classi- fication in order that the many and varied odd fobs can be completed without disruption of any one department. It was moved by Councilman ~+dilliams, seconded by Councilman Stroh, that the Personnel Board be requested to create the classifi- cation of utility ms.n and. order an examination. All members of the City Council voting aye, the P~ayor declared the motion duly carried. Councilman Williams further discussed the problem of proper maintenance of the pumping plants throughout the City, stating he recognized the problem that the dater Department has currently in their effort to maintain the utilities as well as install great lengths of main brought about by new subdivisions. 'dVhereupon, it was moved by Councilman villiams, seconded by Councilman Strati, that hourly day labor be hired for the specific purpose of cleaning up the various pumping plants throughout the town. All members of the City Council voting aye, the Mayor declared the motion duly carried. It was moved by Councilman Williams and seconded by Council- man Jensen, that the meeting be ad,~ourned.
