HomeMy Public PortalAbout20000403REGULAR CITY COUNCIL MEETING APRIL 3, 2000 CALL TO ORDER The Regular Council Meeting of April 3, 2000, was convened at 6:00 P.M. by Mayor Tom Rackers. Prayer was offered by Councilman Charles Jackson, followed by the Pledge of Allegiance. ROLL CAL The following Council Members were present for the roll call: Present: Blaney, Jackson, Jaynes, Landwehr, Nelson, Nilges, Stella, Vincent, and Weber Absent: Vogel A quorum was declared present. PRESENTATIONS FROM THE GALLERY Mr. Kevin Zumwalt, 1104 Maplewood Court, UMC Fire & Rescue Training Institute, made a presentation regarding the importance of the Hyde Park pad paving project to the Summer Fire School. Cliff Olsen, 103 W. Circle, spoke about the AT &T franchise agreement. He urged Council to make sure there was a clause in the contract regarding open access. AT &T has announced that in two years, their company planned to open up all their systems for competition on the cable networks for cable tv and the Internet. Jefferson City currently has a similar services called "Excite At Home." The opening up to competition will mean lower prices, and he urged Council to make sure that open access clause is in the franchise contract before voting on it. PRESENTATIONS FROM STAFF AND CONSULTANTS Mr. Steve Veile, Chairman of the Historic Preservation Commission, made a presentation regarding the purpose, duties, and funding of activities of the Commission. He announced some upcoming events which will heighten awareness of historic preservation within the community. He stated that "heritage tourism" is important to draw tourism into communities. The Commission has also been working closely with the Jefferson City Correctional Center (JCCC) Task Force to point out the historic aspects of the prison in anticipation of saving some of the historic buildings there. The Commission is also trying to help establish some conservation districts within the city so neighborhoods can take actions to protect REGULAR CITY COUNCIL MEETING APRIL 3, 2000 themselves from future developments which might not consider historic preservation in their plans. CONSENT AGENDA The following items were presented for approval on the Consent Agenda: a. Minutes of March 20, 2000 City Council Meeting b. RENEWAL — Agreement with Oligschlaeger Enterprises for Cemetery Maintenance at Longview, Woodland and Fairview Cemeteries c. Bid 1873 — Ammunition & Targets, Police Department Authorizing Amendment to Contract with Lincoln University for Cable Access Channel Councilman Charles Jackson moved to approve items (a), (b), and (c) of the Consent Agenda. Motion was seconded by Councilman Carl Jaynes approved unanimously Item (d): Councilman Larry Vincent moved for approval, motion was seconded by Councilman Carl Jaynes and approved with Councilmen Jackson and Weber abstaining. MINUTES AND REPORTS RECEIVED & FILED Mayor Tom Rackers announced that the following reports have been received and are on file for public viewing in the City Clerk's Office: a. MAYOR'S ANNOUNCEMENTS Mayor Tom Rackers made an announcement pertaining to the 2000 Census. Mayor Rackers announced that JCTV now rebroadcast the Council Meetings on Monday mornings at 9:00 A.M. in addition to their rebroadcast schedule of Wednesdays at 9:00 A.M. and every other Monday at 6:00 P.M. Mayor Rackers reminded citizens to vote on April 4. BILLS INTRODUCED Bill 99 -136, sponsored by Councilman Jackson, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH TWEHOUS EXCAVATING COMPANY, INC. FOR LAY DOWN PAD PAVING PROJECT AT HYDE PARK OPERATION & TRAINING SITE. Councilman Charles Jackson requested that the rules be suspended and Bill 99 -136 be placed on third reading and final passage. There were no objections to the request for suspension of the rules. Councilman Nilges requested that Bill 99 -135 be placed on the Informal Calendar at this time. RESOLUTIONS RS99 -18 — Urging Passage of Senate Bill 1049 (Blaney, Jackson, Jaynes, Landwehr, Nelson, Nilges, Stella, Vincent, Vogel and Weber). A motion was made by Councilman Carl Jaynes for adoption, seconded by Councilman Charles Jackson and approved unanimously. NEW BUSINESS Councilman Carol Blaney announced the Jefferson City Correctional Center redevelopment committee is holding a series of charrettes regarding JCCC at the Truman Building April 8- 10. Anyone interested in attending or participating should contact the City Administrator. UNFINISH ED BUSINESS Councilman Charles Jackson called staff's attention to the renewal of the cemetery maintenance contract. Since this is the last renewal, he urged that the Council be given information regarding bids for a new contract well in advance of approval of the contract so they will have time to go over it thoroughly. Councilman Steve Nelson requested information about the City's ordinances pertaining to REGULAR CITY COUNCIL MEETING APRIL 3, 2000 unlicensed vehicles on private property. City Administrator Rich Mays stated he would get that information for Councilman Nelson. COUNCIL LIAISON REPORTS Councilman Larry Vincent requested that Charles Lansford, Interim Director of Planning & Code Enforcement give an update on the tire recycling program and the upcoming annual citywide "Spring Cleanup." Mr. Lansford announced that the dates will be May 1 for the east side of the city, May 8 for the west side, and May 10 for that portion of the city north of the Missouri River. Mr. Lansford also updated the public on the tire recycling program in the city. Anyone who has questions regarding either of these issue may call the Planning & Code Enforcement office at 634 -6430. APPROVAL OF EXECUTIVE SESSION MINUTES a. March 20, 2000 Executive Session A motion was made by Councilman Charles Jackson for approval of the Executive Session minutes as presented, seconded by Councilman Carol Blaney and approved unanimously. GO INTO EXECUTIVE SESSION A motion was made by Councilman Carol Blaney that the Council go into Executive Session at this time to discuss matters pertaining to real estate, litigation and personnel.
