Mayor ~oslillard in the chair. Councilmen Bruner, Jensen, Stroh, Willard, and Williams answered the roll call. It was moved by Councilman rtrdilliams, seconded by Council- man Stroh, that the minutes of the previous regular meeting of January 18, 199, be approved as written. All members voting aye, the Mayor declared the motion duly carried. The hour of 8:00 P. M. having arrived, said hour being the time fixed to receive any and all bids for the proposed improvement of Cornish Avenue with ornamental street lights, the Mayor inquired ,~, if there was anyone present ~w*islzing to bid. There was no response. The Clerk stated he had received four bids. It was moved by Councilman Williams, seconded by Council- man Stroh, that said bids be publicly opened, examined and declared. All members voting aye, the tiiayor declared the motion duly carried. The following bids were received: F. R. Yates Construction Company ~2Q50.00 State Construction Company 1780.00 Underground Construction Company 2283.00 J. PvI. Mathes 1t~00.00 It was moved by Councilman Williams, seconded by Council- man Stroh, that .said bids be referred to the Engineer for checking and report thereon. All members voting aye, the P~~ayor declared the motion duly carried. The I~.ayor inquired if there were any oral communications. Whereupon, Mr. Deshon of the Capital Company addressed the Council in regard to Quitclaim of easements as it affects proposed new Bank of ,America building. After discussion, it was moved by Councilman t~illiams and seconded by Councilman Stroh, that the Mayor and City Clerk be authorized to execute, for valuable consideration, Quitclaim Deed covering the following described property: ! All of its right, title and interest in and to Lot 5~~, Tract 2551, as per Map recorded in Book 24, Pages 7z3, 79, and 80 of Maps in the office of the County Recorder of Los Angeles County and particularly any reserved rights in said lot for the purpose of constructing, inspecting, operating and maintaining gas and water pipes and telephone, electric light and poTr-er lines in or over said property along the exterior 'ooundary of said lot excepting, j however, grantors reserved rights for the above described utility purposes in, on, or over the t~'esterly 0.2° feet of said lot. Roll Call: Ayes: Councilmen Bruner, Jensen, Stroh, Willard, and Williams. Noes: None. Mr. Bob Mason, of Morton Road, addressed the Council in regard to failure of contractor to make can pickup in t'r~e alley north of Ifiorton Road. After discussion, it t~ras moved by Councilman Stroh and seconded by Counciirr~an Jensen, ths.t the Clerk be in- structed to correspond Frith the contractor and demand that service be maintained. All members voting aye, the Mayor declared the motion duly carried. A communication from the Lynwood School District was read in regard to the proposed high school district formation, stating its appreciation of the City Councils cooperation. It was moved by Councilman Williams, seconded by Councilman Jensen, that said communication be filed. All members voting aye, the Mayor declared the motion duly carried. A communication from the Chamber of Commerce was read requesting a Council representative at their meetings, in order to develop better understanding. After some discussion, the Mayor appointed Councilman Stroh to represent the Cound 1 at the next meeting, February 7 at 12:00 noon at Ivan's Restaurant. A communication from the American Legion Auxiliary re- questing permission to sell poppies on Ifiemorial Day was presented. It was moved by Councilr:ian Stroh, seconded by Councilman Bruner, that said permission be granted to-both the American Legion and V.F.W. ~ ~ ~~~~ for said sales. All members of the Gity Council voting aye, the Mayor declared the motion duly carried. 'I'he Manager presented a petition from the residents of Or- chard Avenue west of Long Beach Boulevard, requesting restricted parking, stating it had been forwarded by Chief Kerr along with his recommendation that the street be accorded the same treatment given the east side of Orchard Avenue, and that no parking be permitted on the south side. It was moved by Gouncilman Stroh, seconded by Councilman Williams, that the Chiefs recommendation be approved. All members voting aye, the Mayor declared the motion duly carried. The Chief had received a similar request for traffic relief from Pendleton Avenue, resulting from the. increased traffic conditions brought about by recent developments in the Atlantic Avenue and Pendle- ton area. The Chief recommended that stop signs be erected on Pendleton Avenue at Pine, stating that this would result in a lowering of speed. It was moved by _Gouncilman Bruner, seconded by Councilman Williams, that said recommendation be approved. All members voting aye, the Mayor declared the motion duly carried. Councilman Williams requested the Chief to investigate traffic conditions at Elm and Dorton, stating that i.n his opinion it had become exceedingly dangerous. The Manager explained that there had been for many years a small island of County territory in the vicinity of Caress and Morton, and that the owner has requested annexation to the City of Lynwood. After discussion, it was moved by Councilman Jensen and seconded by Councilman S+lilliams, that proceedings be instituted to accomplish annexation of a portion of Lot 1~0, Tract 8716, and portions of abutting streets to the City of Lynwood.. All members voting aye, the Mayor declared the motion duly carried. A home occupation application was presented for James A. Burk for making ladies' strap holders at 291 Los Flores._ The Clerk stated there had been no objections filed. Thereupon, it was moved by Council- man Bruner, seconded by Councilman Jensen, that said application be approved. All members voting aye, the Mayor declared the motion duly carried. Application of i>iaida Ratcliff,, X113 Abbott Road, for piano teaching was presented. The Clerk stated there had been no objections. ~~'hereupon, it was moved by Councilman Williams, seconded by Councilman Bruner, that said application be approved. AlI members voting aye, the Mayor declared the motion duly carried. Application of Vivien Barron, 1106 Hulme, for piano teaching was presented. The Clerk stated that no objections had been filed. Whereupon, it was moved by Councilman Stroh, seconded by Councilman Jensen, that said application be approved. All members voting aye, the I~fayor declared the motion duly carried. The Clerk stated the Engineer had requested that bide be in- vited for foun~.ation of proposed elevated storage tank. Whereupon, it was moved by Gouncilman Jensen, seconded by Gouncilman Bruner, that authorization be granted to advertise for bide for elevated storage tank foundation at Walnut Avenue site. All members voting aye, the ~~ayor declared tY7e mot ion duly carried. An ordinance entitled "AN ORDNANCE Aiy'EI~DIidG SECT:CON 13 OF ORDINANCE NO. X19 OF THE CITY OF.LYI~WOOD" was read for the first time. ~^ It was moved by Councilman Williams, seconded by Councilman Bruner, that the ordinance be accepted as read for the first time and pass to the second reading. Roll Call: Ayes: Councilmen Bruner, Jensen, Stroh, `Millard, and Williams. Noes: None. RESOLUTION N0. 218 entitled "RESOLtt3'ION OF INTEI!ITION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, DECLARING ITS INTEN- TION TO VACATE CERTAIN PORTIONS OF THE FIRST STREET WESTERLY OF STATE STREET" was presented. It was moved by Councilman Bruner, seconded by Councilman Williams, that said Resolution be adopted. Roll Call: Ayes: Councilmen Bruner, Jensen, Stroh, Willard, and Williams. Noes: None. RESOLUTION NO. 2184 entitled "RESOLUTION OF ThE CITY COUNCIL OF THE CITY OF LYNWOOD REGARDING POLICE BADGES" was read. Noes: None. ~~" A deed was presented from Ajax Construction Company for street purposes, covering a portion of Abbott Road, described as follows Those portions of Lots 8 and g of the Downey and Hellman Tract in the City of Lynwood, as shokm on map recorded in Book 3, Page 31 of 2~ii.seellaneous Records in the Office of the Recorder of said County, bounded on the North by the center line of Tweedy and Abbott Road as shown on 1~Iap of Tract No. 6312, recorded in Book 71, Page 75 of ~':.aps, in the office of the said Recorder, on the south by a line that is parallel with and distant 50 feet Southerly measured at right angles from said center line, on the East by the Westerly line and Northerly prolongation thereof of Tract No. 13633 as on map recorded in Book 276, Page 4~7 of T~a.ps, in the office of said Recorder and on the West by the Easterly line of Lewis Road 50 feet wide and the Northerly prolongation of said Easterly line, as shown on map of said 'T'ract No. 6312. It was moved by Councilman Stroh, seconded by Councilman Williams, that said deed be accepted and the Clerk directed to order its recording in the Office of the County Recorder of Los Angeles County, Calif ornia. The ~ia.nager presented for information a report of Victor F."Luke's co mpletion of Delinquency Control course taken at U.S.C. stating that Mr..Luke had received straight B!s with the exception of one B~ for the course, and t'r~at it is quite an accomplishment and a credit to the City. Whereupon, it was moved by Councilman Bruner and seconded by Councilman Williams, that said report be accepted and spread upon Mr. Luke's personnel record. All members voting aye, the Puiayor de- clared the motion duly carried. The ~~ianager stated that the Fire Chief had presented recam~endation resulting from probationary examination of Firemen Frank Davis, Clayton Craw.*ford, and Emil Cuilei, recommending their permanent appointment as Firemen II, at a salary of X210.00 per month plus cost of living adjustment, effective February 1, 19!-9. It w1as moved by Councilman Stroh and seconded by Councilman Jensen, that said recommendation be approved. All members voting aye, the Mayor declared the motion duly carried. The Manager reported that the Fire Chief had overlooked David Bell's completion of 18 months of service and that it had been satisfactory, recommending promotion to Fireman IV at a salary of X230.00 per month plus cost of living adjustment, effective January 1, 1~~9. It was moved by Councilman Stroh, seconded by Councilman Jensen, that said recommendation be approved. All members voting aye, the h~ayor declared the motion duly carried. It was reported that J. J. Hlaising completed 12 months as Utility i~ian satisfactorily and should be promoted to Utility Dian III at a salary of X210.00 per month plus cost of living adjust- ment, effective January 16, 199. It was moved by Councilman Jensen, seconded by Councilman Bruner, that said recommendation be approved. All members of the City Council voting aye, the Mayor declared the motion duly carried. The Mayor stated that it is necessary to appoint a replace- ment for A. E. Skelton, planning Commissioner who recently resigned. Whereupon, Councilman Williams suggested that dir. Vernon Reed, 3327 ~'ernwood Avenue would in his opinion make a good commis- s loner. After discussion, it was moved by Councilman Jensen and seconded by Councilman Stroh, that r-ir. Vernon Reed be appointed Planning Commissioner of the City of Lynwood for the term expiring July, 1950.A11 members voting aye, the Mayor declared the motion duly carried. A communication from the City of Long Beach was read wherein it Sias stated that after additional study it was felt there would be no objection to the proposed truck rerouting. It was moved by Councilman Bruner, seconded by Councilman Stroh, that said communi- 2r cation be filed. A 11 members voting aye, the Mayor declared the motion du~.y carried. The Mayor asked if there was anyone present wishing to address the Council in regard to the proposed traffic ordinance. Whereupon, Tyr. Wade Sherrod of the Psi. T.A. S. C. addres-sed the Council in regard to the proposed truck rerouting, telling them of the result of his association's survey and requested that action be delayed until results could be received from a request of a group of communities to the State for State level solution of the truck problem. There was considerable discussion wherein it was pointed out that the ordinance would not affect adversely carriers that had legitimate business within the tor~m. Councilman Williams explained to i~r. Sherrod that the truck section of the ordinance was dust one feature of a new uniform traffic ordinance which the City is badly in need of. Councilman Bruner stated that in the event some solution results from ~' the State study, the ordinance could be easily amended, incorporating that solution. Councilman Stroh asked the Chief of Police for his opinion and the Chief stated he felt the ordinance should be passed and that he saw no objectionable features to it. Whereupon, an ordinance entitled "AN ORDINANCE OF THE CITY OF LYNWOOD REGULATING TRAFFIC UPON THE PUBLIC STREETS AND REPEALING ORDINANCES NOS. ~p~ AND X36, AND ALL OTHER ORDINANCES AND PARTS OF QRDINANCES IN CONFLICT THEREWITH" was read. It was moved by Council- man Stroh, seconded by Councilman Jensen, that the ordinance be accepted as read for the first time and pass to the second reading. Roll Call: Ayes: Councilmen Bruner, Jensen, Stroh, Willard and Williams. Noes: None. It was moved by Councilman Williams, seconded by Councilman Stroh, that authorization be given to call for bids for disposal ser- vice P©r the City of Lynwood as per specifications. A 11 members voting aye, the Mayor declared the motion duly carried. It was regularly moved by Councilman t~Tilliams, seconded by Councilman Bruner, that the demands presented at the meeting of Fe bru- ary 1, 199 having been regularly audited, are hereby allowed and approved and warrants ordered drawn on the City Treasurer therefor in accordance with and. to the payees named and the funds indicated in the several demands hereby approved.
