M. Mayor ;,dillard in the chair. Councilmen Bruner, Jensen, Stroh, tiJillard and Williams answered tn.e roll call. It was moved by Councilman Williams, seconded by Council- man Stroh, that the minutes of the ?previous regular meeting of February 1, 199 be approved as written. All members vot~.ng aye, the l~iayor declared the mot ion duly carried. The hour of 8:00 P. T'~. having arrived, said hour being the time fixed to receive any and all bids for the construction and installation of foundations for elevated water storage tank, the iYlayor inquired if there ti~~ere any present T,~ishing to submit bids. 't'here was no response. The Clerk stated he had received four bids. It was moved by Councilman Willi:~.r~~s, seconded by Council- man Bruner, that said bids be publicly opened, examined, and de- clared. All members voting aye, the Mayor declared the motion duly carried. The following bids were received: V. D. Case. Coim~ar~y w13,727.60 r.acco Corporation 9,550.00 -Shanahan, Inc. 3,599.00 IJonderly Construction Company 11,2~~•.00 It was moved by Councilman t~Tilliams, seconded by Council- man Jensen, that said bids be referred to the Engineer for checking and report thereon. All members voting aye, the Ivayor declared the motion duly carried. The hour of 8:00 P. Y. having arrived, said hour being the time fixed to receive any and all bide for the removal of refuse from the City of Lynwood-, the Mayor inquired if there were any present urishing to submit bids. There was no response. The Clerk stated he ha.d received four bids. Whereupon, it was moved by Councilman d°+illiams, seconded by Councilman Jensen, that said bids be publicly opened, examined and declared. The following bids were received: Freeman Disposal Service X2,870.00 per month San Pedro Commercial Co. 2,69°.50 " " A. V. Hohn 2,700.00 " " W. J. Bond - x,225,00 " " It eras moved by Councilman Williams, seconded by Council- man Stroh, that said bias be referred to the if-anager and. Engineer t or checking and report thereon. All members voting aye, the l~layor declared the motion duly carried. The Mayor inquired if there ?~~ere any oral communications and there was no response. A communication from Atlantic Avenue Business lens ~ Association was read ~tiTherein they requested consideration for proposed installation of illuminated identification signs at the north and south boundaries of the City on Atlantic Avenue. After discussion wherein Councilman Williams suggested that maybe the Pacific Elec- tric Railway would cooperate in sharing the expense of such an installation at the southerly-boundary, it was moved by Councilman Williams-, seconded by Councilman Stroh, that said matter be re- ferred to the Engineer for checking and report as to the probable cost of such installation. All members present voting aye, the Mayor declared the motion duly carried. Claim for damages of Dorrance J. Laiker in the amount of w18.61 for damage caused. his automobile by defective street, Bulbs near Orchard, December 17, 198, was presented. It was moved by Councilman e~'illiams and seconded by Councilman Bruner, that said claim be acknowledged and referred to the Manager and Attorney for necessary action. All members voting aye, the l~ia.yor declared the motion duly carried. Communication from Charles Hall requesting action toward adopting new uniform plumbing code was read. Council.~~an Williams stated he has been studying the proposed ordinance but as yet is not ready to make a recom,~endation. Nir. Hall enlarged on the need• for a re-vamped plumbing ordinance, stating that master plumbers ~~~ themselves have requested that same be adopted. After discussion, it was moved by Councilman Stro'rl and seconded by Councilrf~an Williams, that the matter be referred to the Attorney and Building Inspector and Engineer for further study. All mem.'oers voting aye, the Mayor de- clared the motion duly carried. At this point, the bid of Hansen & T~iske, Inc. was presented by a police officer, stating it had been left earlier in t~1e evening at the police desk, said bid being for the construction of foundations for elevated storage tank in the amount of w10,000.00. It was moved by Councilman Bruner and seconded by Councilman Jensen, that said bid be included ~Tith the other bids for referral to the Engineer for report. A11 members voting aye, the I~,.yor declared the motion duly carried. The Attorney advised that in the event said bid proves to be the lowest and best bid that the matter be referred to him before any ,,., action is taken. Tt ~:~as moved by Councilman Bruner, seconded by Councilman Stroh, that said application be approved. All members voting aye, the ~°iayor declared the motion duly carried. An ordinance entitled "AN ORDIi~1AI~.CE OF THE CITY OF LYNWOOD AT~IEi~DING ORDINANCE r10. 465 OF THE CITY OF LYNWOOD, PERTAINING TO THE ESTABLISHi~1ENI' OF RULES AI~'D REGULATIONS FOR ELECTRICAL WIRING AND OTHER I=TAT'T'ERS" was read for the first time. It ti*as moved by Councilman Williams, seconded by Councilman Bruner, that said ordinance be accepted as read for the first time and pass to the second reading. Roll Call: Ayes: Councilmen Bruner, Jensen, Stroh, Millard, and ~`jilliams.- Noes: None. ORDINANCE N0. 4g2 entitled "AN ORDINANCE AtiiENDIIvG SECTION 13 OF ORDIT~ANCE N0. 419 OF THE CITY OF LYNWOOD" was presented for the second time. It was moved by Councilman Bruner, seconded by Council- man Williams, that furti~er reading be waived. All members voting aye, the Nlayor declared the motion duly carried. - It tj~as moved by Councilman Williams, seconded by Councilman Bruner, that said ordinance be adopted as read for the second time, finally pass and be published as required by law. It was moved 'by Councilman Bruner, seconded by Councilman Jensen, that further reading be waived. All members voting aye, the Mayor declared the motion duly carried. It was moved by Councilman Bruner, seconded by Councilman Stroh, that said o--rdinance be adopted as read for the second time, finally pass and be published as. required by law. Noes: None. Atth is point there eras a discussion of several street conditions that exist, including Imperial Highways condition as a result of sewer construction. The Engineer explained the problems and the action that is being taker: to correct the several matters. The Clerk presented resolution of Planning Co:~mission recommending the adoption of an ordinance reclassifying a portion of Lot 1, Tract 510;; for parking purposes. Councilman ~~illiams stated_ that as a member of the Planning Commission he had voted against said resolution on the basis that the property had been surfaced and used prior to hearings and that existing parking area had not been completed with fencing as required. There was considerable discussion wherein Mr. Hall ex- plained that he had been in contact t~Tith Hiram's and. that they ~}~ere planning on starting immediately to cor~.ply ~Tith fencing re- quirements. The Clerk presented final map of Subdivision No. 15162 ~~,i th the Engineer's recommendations attac?:ed wherein it ~~Tas stated it was in conformance with the Tentative Pap previously approved. Whereupon, it eras moved by Councilman trlilliams, seconded by Councilr~~an Stroh, that the City approve said map and accept the avenues offered tYiere in for dedication, sub~j eet to filing of a faithful performance bond in the amount of ,~b550.00 for the con- struction of required street work and the filing of an insurance bond covering liability and property damage in the amount of X5000/ w10,000 and X20,000. The Clerk presented the Engineer's report on the bids on Cornish Avenue Street Lights wherein it stated J. iv. I~athes is the lowest and best bidder in the amount of x:1600.00. The TUianager presented recor_nmer~dation from the Recreation Commission in regard to the relighting of the ball pwrk. They re- ported that there had been compiled for the commission a full re- port on the labor and materials to adequately light the ball park for the coming season; that the supplies Uaould mount to X720.00 and that the installation would cost approximately x00.00. After some discussion, it was moved by Councilman Bruner, seconded by Council- man Stroh, that the recommendation of the Recreation Commission be concurred_ in and tl~~at the lig'nting pro,~ect proceed as outlined. Roll Call: Ayes: Councilmen Bruner, Jensen, Stroh, Willard, and Williams. Noes: None. The Clerk presented the resignation of Westana Lott as ~~ Court Clerk effective march 1, 19~g. It was moved by Councilman Bruner, seconded by Councilman Jensen, that said resignation be accepted with regret and that a letter be given errs. Lott expressing the City~s appreciation for her excellent service. All members voting aye, the Mayor declared the motion duly carried. The Clerk presented the request of Calvin D. Wood for ex- tension of leave, stating that his sick leave ~xpi~ed February ~ and requesting an extension of leave without pay to Fel~uary 2~, 1g49. It was moved by Councilman Bruner and seconded by Councilman Williams, that said extension be granted. All members voting aye, the Mayor de- clared the motion duly carried. It was moved by Councilman Williams and seconded by Council- man Bruner, .that authorization be granted to advertise for bids for the collection and removal of all garbage and non-combustible trash ~,, from the City of Lynwood.All members voting aye, the Mayor declared the moticn duly carried. Communication from the ~~. F. W. was presented from the audience wherein they, request permission to hold the Clyde Beatty Cir- cus on April 15 at the Do~rney and Hellman S'ract, Century and California. There was a discussion wherein it was brought out that there should. be an effort made to contact Western Gear in regard to using property on Imperial Highdray and in the event they failed, to petition the neighborhood requested. as to their feelings in the matter. There was further discussion wherein it was suggested that possibly the civic center land on Bullis Road could be developed in such a manner as to handle similar requests. Councilman Williams reported on the. deplorable condition cre- ated by the Farmer's Market at Imperial and Atlantic by stacking of pro!~uce in produce boxes on the sidewalk and parkway= so as to make it practically impassable. It was moved by Councilman Williams and seconded by Councilman Stroh, that the Manager be instructed to have the condition corrected and abated.. All members voting aye, the Mayor declared the notion duly carried. It was regularly moved by Councilman Bruner, seconded by . Councilman Jensen, that the demands presented at the meeting of Fe'E.~uary 15, 19~+g, having been regularly audited, are hereby allowed and approved and warrants ordered drawn on the City Treasurer there- for in accordance with and to the payees named and the funds indicated in the several demands hereby approved.
