COMMUNITY SERVICES COMMISSION
MINUTES
SEPTEMBER 15, 1993
INITIATION:
1. CALL TO ORDER:
Pursuant to the agenda posted on September 10, 1993, Chairman Caswell called the meeting of
the Community Services Commission to order at 7:30 p.m. on Wednesday, September 15, 1993.
2. ROLL CALL:
PRESENT: Commissioner - Adams, Broge, Caswell, Crump and Sternquist
ABSENT: None
ALSO PRESENT: Director Chadwick and Supervisor Burroughs
3. PLEDGE OF ALLEGIANCE: Led by Chairman Caswell
4. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: None.
5. CONSENT CALENDAR:
On motion by Commissioner Crump and seconded by Commissioner Broge, the Consent Calendar
was unanimously approved as presented.
A. APPROVAL OF MINUTES - Regular meeting, of July 21, 1993.
Commission approved the Minutes of the regular meeting of July 21, 1993 as submitted.
B. MONTHLY ATTENDANCE REPORT
Commission received the Attendance /Activity report for the months of July and August,
1993.
6. UNFINISHED BUSINESS:
JOINT CITY /SCHOOL DISTRICT
A. SUMMER YOUTH PROGRAMS EVALUATION.
The Commission received information regarding the 1993 summer youth programs
organized through a partnership between the Temple City School District and City of
Temple City.
Commissioner Broge stated that she was pleased with the programs this past summer and
that the City could present more programs for youths over 14 years of age. She was in
favor of the high school teachers promoting their classes in the summer program.
Commissioner Crump stated he would like to see the present programs enhanced and no
new programs started next year.
Commissioner Caswell stated there are youths not interested in sports and would like to
see some hobby type classes. He suggested possibly a program in creating race cars or

airplanes. He suggested a class on how to negotiate at a yard sale. Also a car restoration
class could draw over 100 people.
Commissioner Adams stated the programs represented the participation of many youths.
He stated the swim program attracts many adults. He suggested the adults should pay
to swim. He would like at least one hour in the evening for adults with no young people
in the pool. He recommended an exercise class for non - swimmers be planned. He felt the
volleyball program was just for girls and emphasized that boys and girls should be
encouraged to participate.
Commissioner Sternquist suggested a name change on the karate class for teens. Possibly
"Self Defense in the 90's." She also suggested a baby sitting course.
Commissioner Broge made a motion to receive and file the report, Commissioner
Sternquist seconded and unanimously approved.
7. NEW BUSINESS:
A. REVIEW OF FIREWORKS ORDINANCE.
The Commission discussed the community benefits and costs of the selling and use of safe
and sane fireworks in Temple City.
Commissioner Adams stated that the City Council had the safe and sane fireworks issue
on the 1988 ballot and that citizens voted to support the continued sales of safe and sane
fireworks. He felt this was not the time to discuss the issue. Commissioner Adams
stated that he felt they are safe. He stated that if the local non - profit groups were in
agreement he would go along with abolishment. If enforcement of the ordinance
prohibiting fireworks at city parks is a problem, Commissioner Adams stated that perhaps
the Temple City Emergency Reserves or the Boy Scouts could patrol the park.
Chairman Caswell indicated he didn't see why the Commission should discuss this issue.
Commissioner Broge called the Sheriff's Department to have a Sheriff come to the park
and enforce no safe and sane fireworks in the parking lot at Live Oak Park. When the
Sheriff's responded they stated that the group was orderly and let them stay. She stated
that she had to clean up the street the next morning and City staff cleaned up the parking
lot. She felt that staff should not clean up fireworks.
Director Chadwick indicated that part of the Commission duties is to review City
ordinances and policies affecting use of parks. Given the issue as presented it would be
appropriate for the Commission to discuss this issue.
There was some discussion on the groups and their membership including Temple City
residency. The City Clerk approves the applicants and according to City Ordinances,
organizations must be based in Temple City.

Commissioner Sternquist stated that 43% of the 28 cities polled allow fireworks.
Therefore some cites think it is a problem. She concurred with Commissioner Broge and
suggested the issue be placed on the ballot.
Director Chadwick responded to questions on the impact to the Sheriff and Fire
Departments. He stated that Lt. Osborne indicated in a course of a average day they
respond to 25 -30 calls. During a 24 hour period, last 4th of July, the Sheriff's Department
responded to 51 calls. He had reported that the demand for Sheriff's service during the
same period in other communities also increased even, in communities that ban safe and
sane fireworks.
Commissioner Sternquist made a motion to recommend to City Council to place on the
April ballot to ban the sale of safe and sane fire works. Seconded by Commissioner Broge.
After some discussion Commissioner Broge rescinded the second and Commissioner
Sternquist withdrew her motion.
Commissioner Sternquist made a motion to invite the Sheriff's and Fire Departments and
community groups selling safe and sane fireworks to the October Commission meeting,
seconded by Commissioner Broge. The motion was approved on a roll call vote as follows:

AYES: Commissioners Broge, Crump, Caswell and Sternquist
NOES: Commissioner Adams
Commissioner Broge made a motion for Chairman Caswell and Commissioner Broge and
Sternquist develop a list of questions for representatives to respond at the October
meeting, seconded by Commissioner Adams and unanimously approved.
Chairman Caswell requested Commissioners to submit questions to them.
8. COMMUNICATIONS: None.
9. ADDITIONAL ORAL COMMUNICATIONS FROM THE AUDIENCE: None.
10. MATTERS FROM CITY OFFICIALS:
A. COMMUNITY SERVICES DIRECTOR REPORT.
Commission received and filed the Community Services Director's report.
Chairman Caswell stated that the meeting with the City Manager, Mayor and Mayor Pro -
Tem included discussion of term limits and he solicited comments from the Commission.
All the Commissioners concurred a city the size of Temple City does not have a need for
term limits. Commissioners thought that purpose of term limits (having new people on
the Commission) can be achieved when a Commissioner's term is due to expire. The City
Council has the option to appoint a new member at that time.
Director Chadwick informed the Commission on the status of the Live Oak Park
improvement project. The competitive grant for Live Oak Park could represent a major

renovation or a re -build project. A project would need to be in place before submitting for
the grant. The building is not in compliance with the ADA and we believe it would be a
major expense to make accessible. Also there are some environmental concerns. The
facility would include public in put. The deadline for submitting a grant proposal is
January. He indicated a City Council sub - committee would be formed to work with staff
in developing the project and indicated that the Commission will be included in the
project's process.
Commissioner Adams - indicated he was in favor of City Council action to increase staff
on the playgrounds and the closing of La Rosa and Cleminson due to construction. He
stated those students can participate at other schools. Also, he will be out of town for the
meeting in October.
Commissioner Caswell - requested Commissioners to help Vic Kobett line up the cars for
the Festival & Craft Faire. He asked Supervisor Burroughs to rope the cars off with flags
and pylons, have the ballots ready for the voting of the cars and some blank car forms to
display on cars. He stated Awards by Champion donated the mayors plaque for her to
pick her favorite car and dash plaques for the first 30 cars.
