The City Council of the City of Lyn~~*ooc? met in a regular
session in the City Hal l_, 11331 Plaza Street on above date at 7:30 P.M.
Mayor Willard in the chair.
Councilmen Bruner, Jensen, Stroh, Willard, and Williams an-
swered the roll call.
It S1ras moved by Councilman S.'illiams, seconded by Councilman
Bruner, that the minutes of the previous regular meeting of April 19,
19~~ be approved as written.. All members voting aye, the Mayor de-
Glared the motion duly carried.
The hour of 8:00 P. Ni. having arrived, said hour being the
time fixed. to receive any and all bids for the proposed improvement
of Pendleton Avenue, the Mayor inquired if there was anyone present
~~ishing to submit a bid. There was no response.
The Clerk stated he hdd received four bids. It was moved by
Councilman Williams, seconded by Councilman Stroh, th~.t said bids be
publicly opened, examined, and declared. All members voting aye, the
Isayor declared the motion duly carried.

It was moved by Councilman Williams, seconded by Councilman
Stroh, that said bids be referred to the City Engineer for checking
and report thereon. All members present voting aye, the I~la.yor declared
the motion duly carried.
'the hour of 8:00 P. M. having arrived, said hour being the
time fixed to receive any and all bids for weed abatement, the t~ia.yor
inquired if there were any wishing to present bids.
t~~~ihereupon, a bidder addressed the Council inquiring as to
T~rhether or not a personal check would serve for the bid bond. The
City Attorney ruled that specifications called for certified check or
bond and that a_personal check could not be allo~~red.
The Clerk stated he had received 2 bids. It was moved by
Councilman Williams, seconded by Councilman Bruner, that said bids be
publicly opened, examined and declared. All members voting aye, the
Mayor declared the motion duly carried.

It was moved by Councilman Bruner, seconded by Councilman
Jensen, that said bids be referred to the City Engineer for check and
report thereon. All members voting aye, the Piayor declared the motion
duly carried.
The hour of 8:00 P. M. having arrived, said hour. being the
time fixed to hear any and all objections to the proposed vacation of
a portion of Shirley Avenue, the Mayor inouired if there was anyone
present in regard. to said "nearing,
~~~hereupon, Ivir, td. Angus, X360 Shirley Avenue, asked hour this
~rould affect the residential lots abutting Atlantic Avenue. The En-
~~ineer explained that there would be no change whatsoever in said resi-
dential lots.
jjThereupon, RESOLUTIONS N0. 2206 entitled "RESOLUTION OF ORDER
OF VACAT IOI`1 FOR CERTAIN PORT"IONS OF SHIRLEY A VE:~1UE BEZ'titrEEN ATLAIvT'I'IC
AND FIRST ALLEY WESTERLY THEREOF, IN THE CITY OF LYN~~IOOD" was presented.
It was moved by Councilman Williams, seconded by Councilman Stroh, that
said Resolution be adopted.

The Mayor inquired if there were any oral communications.
Whereupon, I~ir. Bob t~illiams addressed the Council in regard
to refund of business license fees upon termination of a business. The
mayor asked the City Attorney tQ explain the licensing, theory, which he
did, pointing out the problems that a municipality ~n~ould encounter if

a refund policy was fol7_ot~red. After consicerable discussion, it t~.*as
moved by Councilman Bruner, seconded.'hy Councilman Williams, that the
present policy be maintained with no change. All members voting: aye,
the Mayor declared the motion duly carried.
A communics,tidr. from the American Legion Auxiliary in
regard to extension of poppy sale days was presented. After some
discussion it was moved by Councilman ~~iilliar^s, seconded by Council-
man Stroh, that said reauest be approved for the V.F.W. as well as
the American Legion, to conduct poppy sales May 26, 27, and. 28, and
that both organizations be so notified. All members voting, aye, the
Nia.yor declared the motion duly carried.
A communication from Bosko Construction Company request-
ing 160 days extension on sewer construction contract was presented,
said extension being reco mmended by the City Engineer. After dis-
cussio n, it was moved by Councilman Bruner, and seconded by Council- ,,,,~
man Stroh, that said request be approved subject to the surety on
Bosko Construction Co~lpany's bona filin~~ consent and approval of
said extension, in writing, ?,rith tree City Clerk. All members voting
aye, the Mayor declared the motion duly carried.
An invitation from the Recreation Director for the
Council to attend the opening of tree summers softball league I4iay 12 at
7:00 P. NI. was read. It eras moved by Councilman Stroh, seconded by
Councilman ti~Tilliams, that said invitation be accepted. All members
voting aye, the Mayor declared the motion duly carried,
A communication from- Mercury Oil Tool Company request-
ing that action be taken to effect crossing over the Pacific Electric
lines for the east roadway of Alameda was read. There was a dis-
cussion wherein the Engineer explained the problems in sucr. a project.
It ~*as moved by Councilman enTilliams, seconded by Councilman Bruner,
that the Engineer be instructed to institute the necessary negotia-
t ions Frith the Pacifi c Electric for said crossing;, and that the
Chief of Police be instructed to post for "not a through street" at
Imperial High*aay. All members voting aye, the Nia,yor declared. the
motion duly carried.
The Engineers report on the skip loader uTas presented,
recommending that Herron Rickard & NIcCone be at~~arded the bid. It
ores moved by Councilman Williams, seconded by Councilman Jensen,
that said recommendation be approved and a~rard made.

The Engineer's report on the improvement of Locust
Street was presented, recommending that tree Cairns Construction Co.
be awarded the contract as the-lo~•rest responsible bidder, It was
moved by Councilman Bruner, seconded by Councilman Jensen, that said
award be made subject to the approval of State Higri~ray Division, as
recommended.

Williams.

2"he Engineer's report on bids for the improvement of
Fernwood Avenue was presented, recommending that contract be awarded
to Cairns Construction Company as the loc~rest responsible bidder.
It tras moved by Councilman Williams, seconded by Councilman Bruner,
that said recommendation be approved and contract a~rTarded subject to
approval of State Hightray Division.

The Engineer's report in regard to the improvement of
Imperial Highway was read, recommending that the contract be a~~rarded
to H & H Construction Co. as tree lowest responsible bidder. It was
moved by Councilman Williams, seconded by Councilman Bruner, that
said recommendation be approved and contract awarded subject to
approval of State Highway Division.

The Engineers report in regard to thA identification sign
for the Community Center was presented, recommending that bid of
Harold Spangenberg be accepted as the lowest responsible bid. It was
moved by Councilman Williams, seconded by Councilman Bruner, that said
recommendation be approved and award made to Harold Spangenberg.

Engineer's report ir. regard to acquisition of Santa Fe right
of way between Norton and Z'ract No. 921 was presented,. The report
recommended that approval be given to the purchase of a portion of
Lot 70, Tract 92 for said right of way as outlined in Engineers
drawings on file. After discussion, it was moved by Councilman
,^ Williams, seconded by Councilman Bruner, that approval of said purchase
.~~~,.4be given subject to the attorney's recommendation and procedure as to
'~.aonduct of the purchase, and that the Clerk be authorized to sign
necessary documents.

Report from the Engineering Department in regard to petition
requesting correction of a drainage problem at Santa Fe and Century
~Tas presented, said report ~pbinting out that through purchase of Lot
2,, Block 2, Tract ,518, and cutting a drainage ditch through said pro-
perty the condition would be materially improved and that said lot
had been offered to the City for X2500.00. This lot, in addition to
serving for drainage purposes, will be necessary in Santa Fe Avenue
right of way acquisition.
The report also .covered the request in regard to sidewalks
on Lorraine Street, indicating approximate cast and procedure. After
discussion, it was moved by Councilman tililliams, seconded by Council-
man ~?runer, that the City proceed with negotiations for the purcY~.ase
of said lot, subject to Attorney s opinion and procedure and that the
Clerk be authorized to sign the necessary documents and that the people
be notified as to sidewalk improvement. All members voting aye, the
't~Iayor declared the motion duly carried.-
Report from the Engineer in regard to vacation of the first
alley north of Imperial Highway lying between Ruth and IJlallison, was
presented, stating that the City would have no objection provided
easement rights are maintained to operate sanitary sewer system in
said. alley.
There was discussion wherein it was pointed out that another
vacation has been requested in the same area and that initiation of
proceedings in this matter Urould be held no longer than next meeting
in order to include both vacations in the same proceedings! It was so
moved by Councilman Stroh, seconded by Councilman Williams. All mem-
bers voting aye, the T~ayar declared the motion duly carried.
The Police Chief's recommendation that a license-free permit
1~e granted the V.F.W. to conduct a public dance June 10 at the Com-
munity Center was presented. It was moved by Councilman Williams,
seconded, by Councilman Stroh, that said recommendation be approved.

A recommendation from the Chief of Police in regard to per-
mit for Youth Dan ces held Wednesday evenings in the Community Center
was presented, recommending that permit be granted ~~rithout fee for the
calendar year 19~•g. It t~ras moved by Councilman Bruner and seconded by
Councilman Stroh, that said recommendation be approved. All members
voting aye, the Mayor declared the motion duly carried.

seconded by Councilman. Stroh, that said ordinance be adopted as read
for the second time, finally pass,-and be published as required by law.

Councilman Stroh pointed out a problem in regard to parking
space painting on Long Beach Boulevard. After some discussion of
similar problems, it ~~~as moved by Councilman Williams, seconded by
Councilman Stroh, treat file Police Chief be instructed to investigate

treat a proposed chanr;e of taxi stand location of the Yellow Cab Co.
